A meeting of Pickering Township Council was held on TUESDAY, the
FOURTH day of SEPTEMBER, 1962, at EIGHT o'clock p. m.

MOVED by Mr. Spang, seconded by Mr. Wank, that the Minutes of Council
meet1ng held August 7, 1962, be adopted as circulated. CARRIED
MOVED by Mr. Wank, seconded by Mr. Greening, that the Minutes of
council meeting held August 20, 1962, be adopted as circulated. CARRIED
The following CORRESPONDENCE was considered:
1. Trustees of School Section No.9 submit an amended application
tor ~11~,5UU.UU debentures to purchase land and build a new five
room school to replace $100,000.00, submitted in February, 1962.
See By-Law No.2725.
2. Department of Transport submits approval for By-Law No. 2707 to
regulate speed on concession 1 west of Altona Road to maximum of
35 miles per hour. Road Department erecting signs.

3. County of Ontario requests an imprint of the Township crest or
coat of arms for the new Warden's Chain of Office.
AGREED consideration of crest deferred to next meeting of
comm~ttee of Council.

De~artment of Transport wants By-Law for 25 miles per hour in Bay
R~ ges and Fa~rport to be according to its form. See By-Law
No. 2726.
5.
The local Association for Retarded Children asks permission to
canvass the Townsh~p for funds dur~ng week of October 21-27.
See Resolution No. 223/62.
6.
Mrs. A. Firby wishes to purchase a lot in Greenwood, part Res-
1dent~al and part Rural Agricultural, if she can get a Kennel
Licence.

Ontario~unicipal Board, after the hearing of August 28th, confirms
its former approval for special sewage rates.
Ontario Municipal Board approves $74,085.00 debenture for Dun-
barton High Scnool.

The solicitor for the Liquor Licence Board of Ontario advises
that his Board has approved the date of October 27th, 1962, for
the liquor vote in the Township.
Building Inspector's Report for month of August, 1962:
59 permits issued for estimated value of $546,800.00
Total estimated value permits this year to date, $4,732,900.00.
Department of Hi~hWayS of Ontario asks for a resolution requesting
approval of pure ase of hot m~x under County of Ontario contract.

The following PERSONS were heard:
1. On MOTION of Mrs. McPherson, seconded by Mr. Deakin, Mr. Gordon
Wetstein, representing Mr. Frank Hibbert, was heard.
HI', Gordon Wetstein requested Council to amend the Sunday Sports
By-law to spec~f~cally include dancing. Mr. Wetstein suggested
that under The Lord's Day Ontario Act, dancing might be permitted.
Council suggested that Mr. Wetstein be supplied with a copy of a
report on this question submitted by the Townshi~ Solicitors some
months ago, and if necessary, further clarificat~on be obtained.
2. On MOTION of Mr. Deakin, seconded by Mr. Greening, Mr. E. S. Power,
of Duffin's Creek Golf Club was heard.
Mr. E. S. Power said that he had intended to make a representation
regard~ng the questions to be submitted to the voters in the
coming vote under The Liquor Licences Act. However, on now
learning that the date for the liquor vote had been approved by
the Liquor Licence Board he had decided to make no representation.
3. On MOTION of Mr. Spang, seconded by Mr. Greening, Mr. Warren
Willson was heard:
Mr. Warren Willson, Township Livestock Evaluator, discussed
br~etly sheep cla~ms by K. Chafen and by R. Heron.
AGREED that all reports in both of these claims be turned over to the
Dog control Committee and that Mr. Ashton and Mr. Willson attend the
next meeting of the Committee.
~. Mr. J. Hayes was present in connection with the proposed new
Commun~ty Centre Building to be built in Bay Ridges area. The
estimated cost, proposed financing methods,and possibility of
building by Township under a "winter works project", were discussed
at some length.
It was AGREED that it would be necessary to set up a new Community
Centre Board, and the Reeve suggested that Mr. Hayes might submit
names of suitable people for such Board for next Council meeting
Deputb Reeve Mrs. McPherson brought up the matter of the Township providing
an am ulance.for emergency use·, to be operated in conjunction with
the Police Departmen~, or Police and Fire Departments. Mrs. McPherson
cited a recent accident involving a small child, where there was a
long delay in getting an ambulance, and stated that she felt there was
a real need for the Township to maintain such an emergency service.
Councillor Ross Deakin suggested an "emergency vehicle" to be operated
by the F~re Department rather 'than a regular ambulance.
These proposals, including probabl~ costs,we~e discussed at some
length, and it was left to Mr. Deakin's Committee to give some
further study to this whole matter taking into consideration all costs
to provide and maintain properly such a service full-time.
RESOLUTION NUMBER 222/62
MOVED by Mr. Wank, seconded by Mr. Greening, that Township Chief of
Pol~ce prepare a report for commi.ttee use concerning vandalism,
report to include, if possible, if vandalism is on the increase, and
if so, any specific areas, any figures available from other municip-
alities, what is dollar value, is age group known, are incidents
cyclical (i.e. holiday), and any other pertinent data. CARRIED

MUVLU by Mr. Deak~n, seconded by Mr. Greening, that the Ajax, Pickering
and whitby Association for Retarded Children be granted permission to
canvass the Township for funds during week of October 21st to 27th,
1962. CARRIED

MOVED by Mr. Deak~n, seconded by Mr. Greening, that Pickering Township
Council requests the County of Ontario to erect a reflecting warning
sign on Brock Road, pointing out that the pavement narrowS at the
Duffin's Creek bridge. CARRIED
RESOLUTION NUMBER 225/62
MOVLD by Mr. Mowbray, seconded by Mr. Spang, that the Committee on
By-Law Enforcement and Dog Control investigate the cost of providing
and operating a suitable vehicle for the Dog Catcher and report
thereon to Council. CARRIED
RESOLUTION NUMBER 226/62
MOVED by Mrs. McPherson, seconded by Mr. Mowbray, that this Council make
appl~cation to the Departmént of Highways of Ontario for approval for
hot mix to be supplied by Duffering Construction Company under the
County of Ontario's contract for:
(a) Lot 8-9, Con. 2 - 650 tons @ $5.70 = $3,705.00
(b) Lot 20-21, Con. 1, 650 tons @ $5.55 = 3,607.50
(c) Lot 26-27, Con. 1, 1625 tons @ $5.50= 8,937.50
(d) Lot 33-35, Con. 5, 5980 tons @ $5.85= 5,733.00
$ 21,983.00

by the Standing Committee on FIRE recommending payment of accounts
in the amount of $2,051.38, be adopted. CARRIED

presented by the Standing Committee on FINANCE recommending payment
of accounts in the amount of $321,074.15, be adopted. CARRIED
MOVED by Mr. Greening, seconded by Mr. Mowbray, that the report
presented by the Standing Committee on WELFARE, recommending payment
of accounts in the amount of $3,772.26, be adopted. CARRIED
MOVED by Mr. Spang, seconded by Mr. Mowbray, that the report presented
by the Standing Committee on BY-LAW ENFORCEMENT recommending payment
of accounts in the amount of ~2,111.B2, be adopted. CARRIED
MOVED by Mr. Spang, seconded by Mrs. McPherson, that the report
presented by the Standing Committee on PROPERTY recommending payment
of accounts in the amount of $289.72, be adopted. CARRIED
MOVED by Mrs. McPherson, seconded by Mr. Wank, that the report
presented by the Standing Committee on PARKS AND RECREATION recommend-
ing payment of accounts in the amount of ~b30.50 {~1~5.50 for Parks
and $335.00 for Recreation), be adopted. CARRIED
MOVED by Mr. Deakin, seconded by Mr. Greening, that the report
presented by the Standing Committee on POLICE recommending payment of
accounts in the amount of $7,752.12, be adopted. CARRIED

by the Standing Committee on SANITATION recommending payment of accounts
in the amount of $3,409.72, be adopted. CARRIED

MR. GREENING requested that Mr. Hayes compile a list of
all donors re funds to be donated for the proposed TownshiP
of Pickering community Centre before council would be
prepared to consider this project on a winter works program.

BY-LAW NUMBER 2725 (Two Readings)
Mr. Greening, seconded by Mr. Mowbray, moves for leave to introduce a
By-Law of the Township of Pickering to authorize the borrowing of
$113.600.00 upon debentures for public school purposes, and that sa~e
now be read a first time (School Section 9, Greenwood) .
Mr. Greening. seconded by Mr. Spang, moves that By-Law Number 2725 to
authorize the borrowing of $113,600.00 upon debentures for public
school purposes, be now read a second time, and that Council go into
Committee of the Whole thereon.
BY-LAW NUMBER 2726
Mrs. McPherson, seconded by Mr. Spang, moves for leave to introduce a
By-Law of the Township of Pickering restricting speed of motor vehicles
and that same now be read a first time. (Bay Ridges, 25 m.p.h.)
Mrs. McPherson, seconded by Mr. Greening, moves that By-Law No. 2726
restricting speed of motor vehicles be now read a second time, and that
Council go into Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-Law as read.
Mrs. McPherson, seconded by Mr. Deakin, moves that the report of the
Committee of the Whole on By-Law No. 2726 be adopted, and tþat tþe said
By-Law be now read a Third time and PASSED; that the Reeve and Clerk
sign the same, and the Seal of the Corporation be affixed thereto.

By-Law of the Township of Pickering to name a Deputy Clerk (Harry S.
Pearce) for the Township of Pickering, and that same now be read a
first time.
Mr. Deakin, seconded by Mr. Greening, moves that By-Law Number 2727 to
name a Deputy Clerk for the Township of Pickering be now read a
second time, and that Council go into Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-Law as read.
Mr. Deakin, seconded by Mr. Greening, moves that the report of the
Committee of the Whole on By-Law No. 2727 be adopted, and that the said
By-Law be now read a Third time and PASSED; that the Reeve and Clerk
sign the same, and the Seal of the Corporation be affixed thereto.

10th, and Road Committee meet afterward.
AGREED - Council meet next on Monday, September 17th, at 8 p.m.
