Sherman Scott, in the Chair Mrs. Jean McPherson Harvey Spang Milton Mowbray W. J. Greening Ross Deakin Hubert Wank L. T. Johnston, Clerk The following CORRESPONDENCE was considered: 2. Mrs. Mi:tha MacKenzie, owner of 5~ acres in north part Lot 30, conces~on 1, asks for a Kennel LJ.cence. Zoned RA. Approved by Mr. H. Ashton. See Resolution No. 205/62. Copy of letter to Assessment Commissioner from E. F. McNamara, objecting to method of assessing. His 47 acres ~s assessed and road. 1. 3. Ontari9 Municipal Board - final approval for two room addition to P~cker~ng ~¡str~ct High School building at cost of $33,500.00 (reduced from $43,500.00>. 4. The owner of Beauty Shop next Mr. Purdy in Concession 1, Lot 17, claJ.ms he has agreement with Mr. Liddell about drainage prior to Mr. Purdy's purchase of lot; therefore he will not re-direct watercourse. 5. 1962 Tax Report - Roll, $1,799,378.21 Collected to July 6, 1962 - $910,355.69 Collected percentage - 50.59 - 1% better than 1961 6. Liquor Control Board advises that Township may not get any part of banquet i~cences but will get 20% of fees collected from licensed clubs. 9. Racey MacCallum & Associates report on 8 test holes in industrial arèe.OþJ.n~on - reasonably good. 8. Township of Scarborough submits copy of West Rouge application to them for the~r JOJ.n~ng Scarborough Township with a copy of Clerk's report on same. Recommendation - Scarborough not annex West Rouge. 9. Solicit9I'S advise Township Hydro report will be ready by July 31', 1962. 10. Ontario Municipal Board approves $160,000.00 debenture for val- .~ idat~on.. 11. Ontario Municipal Board approves $80,500.00 debenture for valida- t~oh. .u 12. Metro Toronto submits a copy of their "Cartage Licensing" Dy-law. Oshawa does not have such a by-law. The following PERSONS, on MOTION, were heard: 1. MOVED by Mr. Wank, seconded by Mrs. McPherson, that Mrs. Hugh Miller, Mrs. Howard Plaxton, and Mrs. Howard Malcolm, be heard. CARRIED - 2 - 1. Mrs. Hugh Miller asked Council to reconsider their giving a vote on l~quor without a petition of 25% of the Township voters. She claimed they had a petition of over 300 names, secured four years ago, against the Township permitting a vote without petitio~, and only one person, who wanted a licence, had asked Council for the vote. Mrs. Miller stated that Township Police would be necessary for the north part of the Township if the Township went wet at a possible cost of 5 mills, and that as we are close to wet areas, it is unlikely that Township would get increased assessment from a Brewer's Warehouse. See Resolution No. 203/62. 2. On motion of Mrs. McPherson, seconded by Mr. Mowbray. Mr. Webb and friend. of Pickering Beach. were heard. CARRIED Mr. Webb asked that he be given access to the Lake on Pickering Beach Road. See Resolution No. 202/62. 3. On motion of Mrs. McPherson, Mr. Harry Ashton was heard. CARRIED Mr. Harry Ashton discussed Township Parks in general, and Bay R~dges Parks ~n particular. Council can expect recommendations from the Parks Board. RESOLUTION NUMBER 199/62 MUVED by Ar. Deak~n, seconded by Mr. Greening, that this Council make a grant to the Dunbarton Kiwanis Club of $214.30, which is the amount of their 1962 taxes on Dunbarton Park. CARRIED RESOLUTION NUMBER 200/62 MUVED by Mr. Mowbray. seconded by Mr. Spang, that this Council make application to the Ontario Municipal Board for approval of consent for a Grant of Easement from Wm. H. Westney to The Hydro Electric Power Commission of Ontario for parts of Lot la, Con- cession 3, crossed by Hydro Steel Tower Lines; as recommended by the Township of Pickering Planning Board July 6, 1962. CARRIED RESOLUTION NUMBER 201/62 MbvLD by Mr. Spang, seconded by Mr. Mowbray, that this Council make application to the Ontario Municipal Board for approval of consent for John Husak, Stanley Romaniuk, and P. Pidlinsnyj to convey to Stanley Romaniuk and P. Pidlinsnyj a parcel of land 200' X 435.6' (2 acres) with existing dwelling, part of Lot 18, Concession 2, thu. amending the dimensions of a two-acre parcel 284' 10" X 306' (with existing dwelling) described in a conveyance made in 1959 involving the same parties; as recommended by the Pickering Township Planning Board July 6, 1962. CARRIED RESOLUTION NUMBER 202/62 MUVLD by Mr. Green~ng, seconded by Mr. Deakin, that Mr. Donald Jessop, owner of Lot 1, Plan 250, be given 30 days' notice to te~inate his agreement with the Township for the rental of the s04th 200 feet of sideline between Lots 6 and 7. Concession Broken Front, Range 2. CARRIED RESOLUTION NUMBER 203/62 MUVLD by Mr. Mowbray, seconded by Mr. Spang, that this Council reconsider its decision regarding the holding of a plebiscite as to sale of alcoholic beverages in the Township. MOTION LOST RESOLUTION NUMBER 204/62 MUVLD bY Mr. MCPherson, seconded by Mr. Spang, that Mr. Chapman be authorized to arrange an agreement with Mr. P. Klym regarding gravel in Mr. Klym's pit. as recommended by the Road and Bridge Committee. CARRIED - 3 - RESOLUTION NUMBER 205/62 MOVLD by Mr. Deak~n, seconded by Mr. Greening, that a kennel licence be g~anted to Mrs. Martha MacKenzie, on her 55 acres in Concession 1, Lot 3D, subject to her presenting her Canadian Kennel Club Licence. CARRIED BY-LAW NUMBER 2709 Mr. Greening, seconded by Mr. Mowbray, moves for leave to introduce a By-Law of the Township of Pickering authorizing speed limits (White Side Road - 35 miles per hour), and that same now be read a first time. Mr. Greening, seconded by Mr. Spang, moves that By-Law No. 2709 authorizing speed limits be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Greening, seconded by Mrs. McPherson, moves that the report of the Committee of the Whole on By-Law No. 2709 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2710 . Mr. Spang, seconded by Mr. Mowbray, moves for leave to introduce a By-Law of the Township of Pickering to establish a Community Centre at Claremont, and that same now be read a first time. Mr. Spang, seconded by Mrs. McPherson, moves that By-Law Number 2710 to establish a Community Centre at Claremont be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Wank. seconded by Mr. Deakin, moves that the report of the Committee of the Whole on By-Law No. 2711 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2712 Mr. Deakin, seconded by Mr. Wank, moves for leave to introduce a By-Law of the Township of Pickering to amend By-Law No. 1978 of the Corporation as amended by By-Laws Nos. 1984 and 2010, and that same now be read a First time.
