Sherman Scott, in Mrs. Jean McPherson Harvey Spang W. J. Greening Ross Deakin Hubert Wank L. T. Johnston. Clerk the Chair the following CORRESPONDENCE was considered: . 1. On the recommendation of the PlanTing Board, Council, on Feb. 5, passed Resolution No. 29/62, whic} approved the sale of 196 square feet of Lot ~82 to Lot 483 in Plan M-ll because ~he house erected on Lot ~83 was, in error, erected too close to side.line of Lot 482 and Ontario Municipal Board approved. Now the Registrar of Land Titles asks that By-Law No. 2576 be amended so that Lot ~a2 is released from subdivision control. See By-Law. 2. Bell Gouinlock and Co. telephoned asking the Township to renew the1r 'cred1t with the bank, as the money market has tightened up 80 that they cannot borrow to advantage. No action. 3. Bell Gouinlock & Co. has purchased $80,500.00 - 5 3/~\ - 5 year Township debentures at price of $100.00, less 1.25 commission. 4. Ontario Municipal Board has set Tuesday, August 28, 1962, for a hearing on sewage worKs and sewer rates at 10 a.m. in Brougham. 5. County of Ontario 1962 Equalization By-Law. 1962 as returned, $26,4l7,~70., adjusted to $24,943,921., 25.24794\. 1961 as returned, 18,070,344., adjusted to 20,507,007., 23.47784\. 6. Canadian National Railwa, submits plans for grade separations on nel.ot '5":/-pass a't ra1.rport oad, White Road ~ Rosebank '-oad, and Altona Road. 7. Hydro-Electric Power Commission advises that it will submit to Counc11 a report on the purchase of Hydro in the Township by the Township within one month. Andrew Dand objected to the Township putting fill in West Rouge SChool yard in such a manner so as it may wash down onto his golf course. 9. Procter & Redfern submit a proposal for the Road Department to do certain back fill on sewer project where the roads are to be paved. 10. Ontario Water Resources Commission approve Procter S Redfern's proposn; - The following PERSONS. on MOTION, were heard: 1. On MOTION of Mr. Wank, seconded by Mr, Deakin, Mr. Andrew Dand was heard. 2 1. Mr. Dand claimed (1) the. Road Superintendent promised him nearly all the excess fill from the installation of sewers in West Rouge then refused to give it to him. (2) The coffee truck stops within 500 feet of his refreshment booth for road employees - Mr. Ashton checking, (3) The fill placed on school grounds will erode onto his golf course; and that he would not pay $1.00 per load for fill. Council took no action. 2. AGREED Mr. Wm. Fertile be heard. Mr. Fertile objected to the stop sign on Liverpool Road at Krosno. 1~is was one of the conditions of approval of the Bay Ridges Plan by the Department of Planning but as Council have not passed a By-Law for the stop sign, the Road Superintendent agreed to remove. 3. AGREED Mr. Fletcher Goudie of Altona be heard. Mr. Goudie claimed he had been refused aplambing license by the p~umb1ng Inspector after havin$ been promised one. He claimed he had not been notified of the L1censing By-Law and did not know such a license was required until he was refused permission to do plumbing work in the Township. ~. AGREED Mr. Finnegan. Plumbing Inspector, be heard. Mr. Finne~an stated he was acting under the Township By-Law when he refuse Mr. Goudie a plumbing license and that to secure a license now he would be required to write the plumber's examination. Before the Plumbing By-Law was passed notices of such By-Law were inserted in the four local papers and all known plumbers were advised. See Resolution No. 189/62. RESOLUTION NUMBER 187/62 MOV~ß Ðy Mrs. ACPherson. seconded by Mr, Wank, THAT WHEREAS Malvern Construction Company Limited has contracted to install sewers in West Rouge under the direction of the Ontario Water Resources Commission; AND WHEREAS the Township of Pickering is re-building the roads on which sewers are being installed in said area, and it would be advantageous to the Township to supply and cover the top 1 to 2 feet of the mains with gravel; and Malvern Construction Company Limited has agreed to such a proposal, and same has been approved by the Ontario Water Resources Commission and our Engineers; BE IT THEREFORE RESOLVED that this Council approve the Township Roed uepartmeni assuming ~he work of supplying gravel and covering the top 1 to 2 feet of the sanitary sewers in West Rouge on final terms agreed upon by Malvern Construction Company Limited, the Ontario Water Resourc~s Commission, and our Engineers, based on Proctor and Redfern letter of May 18, 1962. CARRIED RESOLUTION NUMBER 188/62 MOV~D by Mr. DeaK1n, seconded by Mr. Greening, that the Ontario Water Resources Commission b~ requested to make a grant to the Township in the sum of $lt66~.28, this being the difference in costs for the servicing of the West Rouge arEa by sanitary sewers, $29,039.28 and that portion of those costs borne by the subdividor $27.375.00. CARRIED RESOLUTION NUMBER 189/62 MOVLD by Mr. spang, seconded by Mrs. McPherson, that Mr. Fletcher Goudie, Lot 30, Con. 9, be granted a plumber's license. MOTION LOST YEA: Mr. Spang, Mrs. McPherson, Mr. Scott NAY: Messrs. Deakin, Greening and Wanko 3 MOVED by Mr. Deakin, seconded by Mr. Greening, that the stop sign at the intersection of Krosno Boulevard and Liverpool Road be removed. AGREED motion be withdrawn. BY-LAW NUMBER 2705 Mr. Greening, seconded by Hr. Wank, moves for leave to introduce a By-Law of the Township of Pickering to amend By-Law Number 2576 of the Township of Pickering, and that same now be read a first time. Hr. Greening, seconded by Mr. Spang, moves that By-Law Number 2705 to amend By-Law Number 2576 of the Township of Pickering be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Greening, seconded by Mrs. McPherson, moves that the report of the Committee of the Whole on By-Law No. 2705 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED On MOTION of Hr. Wank, Council adjourned to go into Committee of the Who~e on Finance. Council re.con~ened at 11:30 p.m. Deputy Reeve Mrs. McPherson stated she had been approached by Frank Hibbert for permission to erect an electric sign 5 feet by e feet on Township 5 acres at Liverpool.
