I PRESENT: J. Sherman Scott, in the Chair Mrs. Jean McPherson Harvey Spang Milton J. Mowbray W. J. Greening Ross Deakin Hubert Wank L. T. Johnston, Clerk RE?ORTS 1. Mr. J. S. Chapman states there is considerable brush on un- opened r1delíne between Lots 34-35 in Concession 9, which apparently came from the Silver property to east. AGREED Councillor Spang investigate. 2. Mr. T. A. Newman applied for a Wrecking Yard Licence on behal! o! h~S client, Ontario Copper Content Company. Mr. H. Ashton suggested that a licence be not granted. ~ee Ke9b~u~~on No;124/62. 3. The Assessment Commissioner asked for authorization to attend Mun~c~þàl Assessment ::)chool in Lindsay May 10 and 11. See Resolution No. 123/62, The following PERSON, on MOTION, was heard: MOVED by Mrs. McPherson, seconded by Mr. Greening, that Mr. H. W. Suters, Supervisor Administration Division, Housing Branch, Department of Economics and Development, be heard. CARRIED Mr. H. W. Su~ers explained the terms and conditions of the Prov~ncíal ~ental Housing project, and that his Department was contacting all municipalities with over 5,000 population. If a Council feels there is a need for rental housing, it applies to its Department by resolution for a survey of need to be made by them at no cost to the Township, other than for local advertising. If the survey shows a need, and agreement can be reached whereby the Dominion Government pays 75%i Provincial Government, 17 1/2%, and Municipal Government, 7 1/2% o! capital an~ operating cost, and operating deficits, share on same basis. The administration is by a Board of five appointed members. Rents are based on income, and the wage earners in the bracket up to $4,000.00 will be considered as tenants. It is considered that this represents about one-third of the workers. See Resolution No. 122/62. RESOLUTION NUMBER 122/62 MOVLV by Mrs. McPherson, seconded by Mr. Mowbray, that this Council request the Department of Economics and Development to make a survey to investigate the need for rental accommodation in the Township. CARRIED I I I I RESOLUTION NUMBER 123/62 MOVED by Mr. Wank, seconded by Mr. Deakin, that the Assessment comm~ssioner be granted leave to attend the Municipal Assessment School at Lindsay May 10th and 11th, 1962, and that his expenses be paid. McPhersons that a salvage yard 27s Concession 2s as applied CARRIED RESOLUTION NUMBER 125/62 MUVLV Dy Mr. ~reen~ng, seconded by Mr. Deakin, that Under,Teens Act~vities be permitted use of the service road west of L~verpool Road beside the B.P. Gas Station from approximately 1 p. m. to no later than 5 p. m. on Saturday, May 12, 1962, and that this road be blocked off temporarily during the period providing I. G. A. store has not been opened for business. CARRIED RESOLUTION NUMBER 126/62 MOVED by Mrs. McPherson, seconded by Mr. Spang, that those employees dr~v~ng a Township car present a monthly report of the number of miles driven and comment on the operation of the vehicle. CARRIED RESOLUTION NUMBER 127/62 MOVED by Mr. Mowbray, seconded by Mr. Spang, that the Official Plan prov~de that in rural areas dwelling houses having a floor area of not less than 1050 square feet be permitted as accessory uses to other uses permitted in rural areas provided that: 1. No such dwelling house shall be erected nearer than 75 feet to any other dwelling house; and 2. No Planning Board consent respecting separation of any lot for such dwelling house shall be given except a consent to a mortgage or mortgages of a lot of not less than 15,000 square feet to an aggregate principal amount not exceeding 70% of actual value of such lot and such dwelling house thereon. CARRIED RESOLUTION NUMBER 128/62 MO~tD by Mr. Deak~n, seconded by Mr. Greening, that Mr. John O'Brien's boat house property at Frenchman's Bay be rezoned 03, so that it will not be a non-conforming use. CARRIED RESOLUTION NUMBER 129/62 MOVLD by Mr. Mowbray, seconded by Mr. Spang, that in rural areas the Off~cial Plan provide that lots exceeding two acres in area have an additional 10 feet of frontage for each one-quarter acre in excess of two acres, up to a maximum of 500 feet. CARRIED RESOLUTION NUMBER 130/62 MOVED by Mr. Deakin, seconded by Mr. Wank, that a strip on the north side of Highway 2 from Altona Road to Woodland Road be zoned Commercial; and that lands between Highway 2 and 401 between Altona Road and Rougemount Drive be zoned Commercial. CARRIED RESOLUTION NUMBER 131/62 MOVED by Mr. Mowbray, seconded by Mr. Deakin, that the residential area for the Hamlet of Brougham be extended northerly to a proposed road along the south limit of William Newman property, which abuts the Brock Road. CARRIED RESOLUTION NUMBER 132/62 MOVLD by Mr. Deak~n, seconded by Mr. Wank, that the recommendations of Mr. Percival presented to Council on November 6, 1961, viz: (1) Certain wording in Official Plan be changed so that Official Plan and Zoning agree. (2) Change uses for certain commercial areas. I I I I I (3) Change rural to permit farm implement and machine shops. CARRIED - 3 - BY-LAW NUMBER 2693 Mr. Wank, seconded by Mr. Mowbray, moves for leave to introduce a By-Law of the Township of Pickering to number houses on certain streets in Broken Front, Ranges 2 and 3, in Lots 30, 31, 32 and 33, known as the Rosebank Area of the Township -of Pickering, and that same now be read a first time. Mr. Wank, seconded by Mr. Spang, moves that By-Law Number 2693 to number houses on certain streets in Broken Front, Ranges 2 and 3, in Lots 30, 31, 32 and 33, known as the Rosebank Area of the Township of Pickering, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Wank, seconded by Mrs. McPherson, moves that the report of the Committee of the Whole on By-Law No. 2693 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2694 (Two Readings) Mr. Mowbray, seconded by Mr. Spang, moves for leave to introduce a By-Law of the Township of Pickering to amend By-Law Number 2659 declaring sub-section 1 of section 1 of The Lord's Day (Ontario) Act 1960 to 1961 to be in force within the limits of the Township of Pickering, and that same now be read a first time. Mr. Mowbray, seconded by Mr. Deakin, moves that By-Law Number 2694 to amend By-Law Num ber 2659 declaring sub section 1 of section 1 of the Lord's Day (Ontario) Act 1960 to 1961 to be in force within the limits of the Township of Pickering, be now read a second time, and that Council go into Committee of the Whole thereon. Councillor Greening asked that Council close Liverpool-Fairport Beach By Pass Road for under teen agers soap box derby May 5, 12 or 19, between hours of 1 to 5 p. m. See Resolution No. 125/62. DIRECTIONS Clerk advertise Sunday Sport By-Law. Clerk advise Rosebank owners of new street numbers. Clerk check Concession 1 west of Altona Road re speed limit, and if limited, ask Road Department to post signs. On MOTION, of Mrs. McPherson, the meeting adjourned. APPROVED 1962
