Clerk advise Board of Transport Commissioners that there are good sight lines in both directions. 9. Ontario Water Resources Commission presents agreement for s~gnature re sewage ma~ns. The following PERSONS, on MOTION, were heard: 1. MOVED by Mrs. McPherson, seconded by Mr. Deakin, that R. E. Sproule be heard. CARRIED Mr. R. E. Sproule stated that all firms were now leasing cars from rental companies and recommended that Council follow this policy. 2. MOVED by Mr. Deakin, seconded by Mr. Wank, that A. Cane be heard. CARRIED Mr. A. Cane read an article he had written for the last issue of the Picker~ng News, which recommended that Council should not purchase Volkswagens for certain Township employees. 3. MOVED by Mr. Wank, seconded by Mr. Spang, that Frank Wonnacutt be heard. CARRIED Mr. Wonnacutt, a car salesman for Mills Motors, discussed the mer~ts of the Vauxhall motor car. 4. MOVED by Mr. Deakin, seconded by Mr. Mowbray, that Mr. Geddes be heard. CARRIED Mr. Geddes, an agent for Renault Motor Car, discussed his product. 5. MOVED by Mrs. McPherson, seconded by Mr. Greening, that Mr. Wilfred Hunt be heard. CARRIED Mr. Gordon, of General Motors Sales, spoke for Mr. Hunt, and recommended Vauxhalls. 6. Mr. G. E. Lawrence stated he was an employee of General Motors and felt that tenders should have been called by the Township for cars. 7. Mr. John Campbell stated that he felt the Volkswagen was the proper car for Council to purchase and that all car companies should be competitive. Councillors Mowbray and Wank stated that before the Council had declded to purchase Volkswagens, the matter had been given very careful study, having regard for depreciation, original cost, operation, service, and also the use of rented cars. RESOLUTION NUMBER 81/62 MOY~P by Mr. Mowbray, seconded by Mr. Spang, that we buy two small cars, one for the Plumbing Inspector, and one for the Assistant Building Iriêpector; as recommended by the Garbage Committee. CARRIED YEA: Messrs. Mowbray, Spang, Scott, Greening, Wank & Mrs. McPherson. NAY: Mr. Deakin. - 3 - RESOLUTION NUMBER 82/62 MOVED by Mr. Deakin, seconded by Mr. Spang, that the full time firemen receive $2.50 per fire attended during off duty hours, as recommended by the Fire Committee. CARRIED RESOLUTION NUMBER 83/62 MOVED by Mr. Spang, seconded by Mrs. McPherson, that the operation of the garbage dump be financed from the Township General Fund and the receipts of the garbage dump be credited to the general fund, and that the charge for use of the dump by residential taxpayers of the township be rescinded; but that the charges for use of the dump by commercial and industrial and non-resident users be retained; as recommended by the Garbage and Engineering Committees. CARRIED RESOLUTION NUMBER 84/62 MOVED by Mr. .Deak~n, seconded by Mr, Wank, that Pickering Township join the Toronto Industrial Commission at a fee of $500.00. CARRIED RESOLUTION NUMBER 85/62 M6vED by Mr. Deak~n, seconded by Mrs. McPherson, that this Council allow in the General Budget monies to have a survey made to establish if it would be advisable re Provincial Grants, etc., to split the Township at the Third Concession, and if it would be beneficial for the north and south ends of the Township. MOTION LOST YEA: Messrs. Scott and Deakin NAY: Messrs. Mowbray, Spang, Greening, Wank, and Mrs. McPherson. RESOLUTION NUMBER 86/62 MOVED by Mr. Wank, seconded by Mr. Deakin, that Russell Ferguson, in charge of maintenance of the waterworks system from the West Rouge Water Plant, be now instructed to include the new extension of watermains in the area east of the Rouge River in his maintenance area. In consideration of these extra duties, be it resolved that Russell Ferguson's salary be increased from $2,500.00 per annum to $2,750.00 per annum, effective from January 1st, 1962. CARRIED RESOLUTION NUMBER 87/62 MOVED by Mr. Wank, seconded by Mr. Deakin, THAT WßEREAS an existing watermain on Liverpool Road South ends at a po~nt approximately 200 feet north of the northern limit of Commerce Street; AND WHEREAS certain land owners fronting this portion of Liverpool Road have requested water connections, IT IS RESOLVED that the Township Clerk prepare a petition to be presented to all owners fronting Liverpool Road from the end of the watermain south to Commerce Street requesting an extension to this watermain to Commerce Street. (Cost per foot frontage (assessable) $3.56, plus connection 5/8" ø to street line, $65.00 per connection. On local improvement, this would amount to 34 cents /foot plus $6.02 per connection per annum for 20 years.) CARRIED RESOLUTION NUMBER 88/62 MOVLD by Mrs. McPherson, seconded by Mr. Greening, that the Clerk be ~nstructed to prepare a petition to be submitted to the owners fronting on Broadview Street, requesting an extension of the watermain on Broadview Street. CARRIED RESOLUT¡ON NUMBER 89/62 MOVLÐ by Mr. Wank, seconded by Mr. Deakin, THAT WHEREAS Mr. Allen, owner of a right-of-way leading to houses on the lakefront, east and south of Rosebank Nursing Horne, is willing to give the Township an easement on this right-of-way, - 4 - Resolution No. 89/62 (Continued) for the purpose of laying a watermain, for the sum of $1.00, provided he is not charged local improvement on this right-of-way, AND WHEREAS Mr. Allen shall pay local improvement on his frontage; BE IT RESOLVED that the Township Engineer be authorized to obtain th~s easement for the Township on the above conditions. CARRIED RESOLUTION NUMBER 90/62 MOVED by Mr. Deakin, seconded by Mr. Mowbray, that Daylight Saving Time be adopted by the Municipality of the Township of Pickering, . commencing at 2 a.m. on Sunday, the 29th day of April, 1962. CARRIED RESOLUTION NUMBER 91/62 MOVED by Mrs. McPherson, seconded by Mr. Spang, that the Fifteen Dollar ($15.00) fee be paid to the Ontario Good Roads Association. CARRIED RESOLUTION NUMBER 92/62 MOVED by Mr. Deak~n, seconded by Mr. Spang, that this Council make appl~cation to the Ontario Municipal Board for approval of consent for Bertram Realty Company Limited to convey to Charles Alfred Bolton and his wife Hilda May Bolton, a parcel composed of parts of Lots 26 and 27, Plan 373, area of 1.4 acres more or less (on which a dwelling exists); as recommended by the Pickering Township Planning Board April 6th, 1962. CARRIED RESOLUTION NUMBER 93/62 MOVED by Mr. Green~ng, seconded by Mr. Mowbray, that this Council make application to the Ontario Municipal Board for approval of consent for Charles McTaggart to convey a parcel of 3.1 acres, more or less, from a parcel of 6.381 acres to the trustees of Pickering Township School Section No. 9 to enlarge the present elementary school grounds in connection with the building of a new five-room school (part of Lot 11, Concession 5); as recommended by the Township of Pickering Planning Board April 6, 1962. CARRIED RESOLUTION NUMBER 94/62 MOVED by Mrs. McPherson, seconded by Mr. Spang, that this Council make application to the Ontario Municipal Board for approval of consent for Robert M. Cleland and Jane Ann Cleland to convey to James B. Churchill and Elly Churchill a parcel with three feet frontage by 417.4 feet depth, part of Lot 8, Registered Plan 282, to add to the Churchill's holdings, and qualify Churchill for V. L. A. assistance; as recommended by Pickering Township Planning Board April 6th, 1962. CARRIED RESOLUTION NUMBER 95/62 MOVLD by Mr. Spang, seconded by Mr. Mowbray, that this Council make appl~cation to the Ontario Municipal Board for approval of consent for the Trustees of St. John's United Church, Brougham, to convey to Fred Hamilton a parcel 75 feet by 66 feet, part of Lot 14, Shier Registered Plan, to add to part of Lot 15, Shier Plan, owned by Fred Hamilton, and incorporate under one deed; as recommended by Pickering Township Planning Board April 6, 1962. CARRIED RESOLUTION NUMBER 96/62 MOVLD by Mr. Mowbray, seconded by Mr. Spang, that this Council make application to the Ontario Municipal Board for approval of consent for Fred Hamilton to convey to the Trustees of St. John's United Church, Brougham, a parcel 40 feet by 90 feet, part of Lot 15, Shier Registered Plan, Brougham, to add to part of Lot 14, Shier Plan, owned by St. John's Church, and incorporated under a single deed; as recommended by the Pickering Township Planning Board April 6, 1962. CARRIED RESOLUTION NUMBER 98/62 MOVED by Mr. Wank, seconded by Mr. Deakin, that the proposed Works Budget be accepted; as recommended by the Engineering Committee. CARRIED RESOLUTION NUMBER 99/62 MOVED by Mr. ßeak~n, seconded by Mr. . pang, that the Police Budget be approved, as recommended by the Police and Fire Committee. CARRIED RESOLUTION NUMBER 100/62 MOVED by Mr. Deak~n, seconded by Mrs. McPherson, that the budget of F~re Areas Nos. 1, 2, 3, 4, 5, and 6, be approved as amended, as recommended by the Fire Committee. CARRIED RESOLUTION NUMBER 101/62 MOVLD by Mr.. Wank, seconded by Mr. Greening, that six Volkswagens be purchased from lowest tender by the Township of Pickering for the assignment to individuals as previously agreed. CARRIED YEA: MEssrs. Prime. CARRIED RESOLUTION NUMBER 104/62 MOVLD by Mrs. McPherson, seconded by Mr. Mowbray, that the Road Super- intendent be authorized to call tenders for the following, subject to the approval of the Department of Highways of Ontario: Approximately 12,000 gallons Asphalt Emulsion. Price per gallon - supplying, hauling and applying. Price per gallon - supplying and hauling to various places in the Township in tank trucks, as required. CARRIED RESOLUTION NUMBER 105/62 MOV~D by Mr. Wank, seconded by Mr. Mowbray, THAT WHEREAS the Township has entered into an agreement with the Ontario Water Resources Commission for the construction and operation of Project No. 6l-S-92; AND WHEREAS a necessary connecting sewer on Lakecrest Drive was inadvertently omitted from the contract; BE IT THEREFORE RESOLVED that The Ontario Water Resources Commission be hereby author~zed to apply to the Ontario Municipal Board for approval of an additional expenditure of $8,000 for the construction of sanitary sewers on Lakecrest Drive from Buena Vista Drive to Breezy Drive and to carry out such work as part of Project No. 6l-S-92, and that J. Sherman Scott, Reeve of the Township of Pickering, and Lloyd T. Johnston, Clerk of the said Township, be and they are hereby authorized to sign in this behalf. CARRIED - 6 - Reeve Scott stated that the Bargaining Committee for the Township had agreed w~th the Union representatives on a 40 hour week, reduced from 45 hours, with the same take home pay, plus 3¢ in 1962, and a further 3¢ in 1963, but to date agreement not signed. The 1962 Tax Rates were finalized, showing a 7.16 mill rate drop for General Res~dent~al rate from 27.56 to 20.4 mills, and a total budget of $2.422,000, up $354.000. from the 1961 budget of $2,068,826. The 1962 mill rate will be from 12 to 23 mills lower than 1961, according to area, because of the re-assessment made in 1961. BY-LAW NUMBER 2680 (Third Reading) The Committee of the Whole on By-Law Number 2680 to amend an agreement with the Hydro-Electric Power Commission for supplying street lighting for the Hamlet of Greenwood, arises and reports the By-Law as read. Mr. Mowbray, seconded by Mr. Greening. moves that the report of the Committee of the Whole on By-Law No. 2680 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same. and the Seal of the Corporation be affixed thereto. BY-LAW NUMBER 2681 (Third Reading) The Committee of the Whole on By-Law Number 2681 to amend By-Law No. 1486 passed on the 2nd day of May, 1951, authorizing the Corpor- ation of the Township of Pickering to enter into an agreement with the Hydro Electric Power Commission of Ontario to provide street lighting for the Hamlet of Brougham, arises and reports the By-Law as read. Mr. Spang, seconded by Mr. Wank, moves that the report of the Committee of the Whole on By-Law No. 2681 be adopted. and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto.
