CARRIED MOVED by Mr. Deakin, seconded by Mrs. McPherson, that minutes of meeting held February 9, 1962, be adopted. CARRIED M!NUTES of February 19, 1962, were held over for correction. MOVED by Mrs. McPherson, seconded by Mr. Greening, that minutes of meeting held February 26, 1962, be adopted. CARRIED The following CORRESPONDENCE was considered: ~ 1. See Resolution No. 45/62. Townshi~ of Toronto asks Council for its comments on permitting the C. . R, By-Pass to build level crossings, with a view to a meeting of all concerned municipalities to discuss this question, and present a united front, No Action. 5. Department of Lands and Forests is concerned about spring flood~ng and submits a list of firms who supply sand bags, $90.00 to $180.00 per thousand. Ontario Water Resources Commission forwards copies of certificates for water mains and san~tary sewers for West Bay Ridges. Department of Hi~hwa~s of Ontario advises that it has scheduled a study of traff~c problems, at Highway 2 and White-Moore corners for early spring, and will advise the Township of its findings. - 2 - 8. Letter from Planning Board re representation from School Area 2 at Board meetings. Board approves "official observer". Building Inspector's Re~ for February - 30 permits - est- imated value $33l,680.0~ 9. The following PERSONS, on MOTION, were heard: 1. Mr. Leonard Canham and delegation stated their Frenchman's Bay Yacht Club have 34 Bluejays, with 45 members, which could increase to 200. They now have no site for their operations, and asked Council for a lease on 3 to 4 acres of land adjoining the Bay. It was AGREED that Council would formulate a policy within two or three weeks, when they would be advised. 2. MOVED by Mr. Deakin, seconded by Mr. Greening, that James Campbell, of Bell Gouinlock and Company be heard. CARRIED Mr. James Campbell stated the Township had $430,000.00 debentures for sale shortly and that as the bond market was good, he could now offer an attractive price. As the proposed issues had not secured Ontario Municipal Board approval, and as no money was presently needed, Council took no action, cl2 3. MOVED by Mr. Deakin, seconded by Mr, Wank, that Mr. Allan Wattman be heard re sewers. CARRIED Mr. Allan Wattman again asked that Rouge Hills Drive, Taylor Road, and West Point Crescent, be excluded from the proposed sewage system. He stated that Dr. Berry told him that other municipalities had tried to force sewer connections to homes long after the three year period without success, and that of the 22 homes on Taylor Road and West Point Crescent, 19 would not connect, and possibly 22. Reeve Scott pointed out that the excluding of Taylor Road and West Point Crescent might be possible, and that their assessment and cost would balance, but when sewers eventually were in- stalled on these streets, the costs would be much higher, due to a $7,200.00 pumping station that would be required. See Resolution No. 45/62. ~ RESOLUTION NUMBER 45/62 MOVED by Mr. Wank, seconded by Mrs. McPherson, that West Point Crescent and Taylor Road, from Rouge Hills Drive be excluded from the West Rouge sewage system, providing this does not delay the West Rouge Sewage Project, and that the Reeve be authorized to contact the Ontario Water Resources Commission and the Ontario Municipal Board immediately, requesting an immediate start on the balance of the project. CARRIED YEA: Messrs. Mowbray, Spang, scott, Deakin, Greening, Wank, and Mrs. McPherson. NAY: None. RESOLUTION NUMBER 46/62 MOVED by Mr. Deakin, seconded by Mr. Greening, THAT WHEREAS the small part of Lot 482, Plan M-ll, as outlined in red on the attached Block Plan, has been added to Lot 483, Part 1, Plan M-ll, thus reducing the area of the first mentioned lot by the same amount; AND WHEREAS the attached Block Plan of Lot 482, as so diminished, shows the siting of the single family dwelling proposed to be be - 3 - Resolution No. 46/62 (Continued) erected thereon, complying with all yard requirements imposed by By-Law No. 2520 of the Township of Pickering; AND WHEREAS the Ontario Municipal Board has approved the consent to transfer the said small parcel outlined in red; THEREFORE BE IT RESOLVED that a letter of tolerance be granted by this Council perm~tt~ng the erection of a single family dwelling, as sited on the attached Block Plan of Lot 482 as so diminished, and stating that no action will be taken by this municipality, because of this parcel now falling below the minimum lot area requirements of By-Law No. 2520. CARRIED RESOLUTION NUMBER 47/62 MOVED by Mr. Green~ng, 'seconded by Mr. Mowbray, that this Council make application to the Ontario Municipal Board for approval of consent for Bridget Lawson to convey to Margaret Bath the southerly 50 feet of Lot 90, Plan 350 (depth of parcel, 660 feet); as recommended by the Township of Pickering Planning Board March 2, 1962. CARRIED RESOLUTION NUMBER 48/62 MOVED by Mr. Wank, seconded by Mr. Deakin, that this Council make application to the Ontario Municipal Board for approval of consent for Dorothy Silverman to convey to Edna Simpson a parcel of land approximately 195 feet frontage and 660 feet depth, with existing dwelling, part of Township Lot 24, Concession 2; as recommended by the Township of Pickering Planning Board March 2nd, 1962. CARRIED @ RESOLUTION NUMBER 49/62 MOVED by Mr. Spang, seconded by Mrs. McPherson, that the tender price for crushing 30,000 tons of gravel at 21 1/2¢ per ton be accepted from the lowest tender of Claude Smith, subject to approval of Department of Highways. CARRIED RESOLUTION NUMBER 50/62 MOVED by Mr. Spang, seconded by Mrs. McPherson, that Mrs. Moffatt be granted a Kennel Licence, as requested. CARRIED æ RESOLUTION NUMBER 51/62 MOVtD by Mr. Mowbray, seconded by Mr. Deakin, that owing to the lowest tender not meeting specifications, the tender of Burrows Garage for supply of two International trucks, at a total cost of $13,198.42, including Provincial Sales Tax of 3%, after allowing for two trade-ins, be accepted, subject to the approval of the Department of Highways of Ontario. CARRIED BY-LAW NUMBER 2674 Mrs. McPherson, seconded by Mr. Deakin, moves for leave to introduce a By-Law of the Township of Pickering to appoint a Board of Manage- ment for the Claremont Community Memorial Athletic Field and Park, and the Claremont Community Hall, and that same now be read a first time. Mrs. McPherson, seconded by Mr. Greening, moves that By-Law Number 2674 to appoint a Board of Management for the Claremont Community Memorial Athletic Field and Park, and the Claremont Community Hall, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mrs. McPherson, seconded by Mr. Wank, moves that the report of the Committee of the Whole on By-Law No. 2674 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. Mowbray. - 4 - ;) BY-LAW NUMBER 2675 ~ Mr. Mowbray, seconded by Mr. Spang, moves for leave to introduce a By-Law of the Township of Pickering to provide for the attendace at conventions of the Township employees, and that same now be read a first time. Mr. Mowbray, seconded by Mr. Ross Deakin, moves that By-Law Number 2675 to provide for the attendance at conventions of Township em- ployees, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Mowbray, seconded by Mr. Greening, moves that the report of the Committee of the Whole on By-Law No. 2675 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED Note: Head of Department or other responsible employee granted leave of absence, with full salary, to attend one municipal convention in any calendar year, and detailed expenses paid by the municipality up to but not exceeding $125.00, providing he submits a written report of such convention to Council.
