Johnston, Clerk MOVED by Mr. Stewart, seconded by Mr. James, that Minutes of meeting held October 6, 1958, be adopted. CARRIED MOVED by Mrs. McPherson, seconded by Mr. Stewart, that Minutes of meeting held October 20, 1958, be adopted. CARRIED MOVED by Mr. James, seconded by Mr. Hawthorne, that Minutes of meeting helif October 27, 195R, be adopted. CARRIED The following CORRESPONDENCE was read: 1. Ontario County Health Unit: (1) M. o. ß. copy of notice to tenants in Shopping Centre in West Rouge to conserve water. (2) M~ O. H. copy of letter to Martino recommending he purchase additional land to handle a portion of sewage from Shopping Centre. (3) M. O. H. questions proposed Township small sewage project as being adequate to cope with situation and suggests it might be difficult to get Ontario Water Resources Commission approval. (4) Copy M. O. H. letter in Pickering News this week, re care to be taken with animals which may be infected by rabies. 2. Mrs. M. B. Burke, widow of late Milton B. Burke, ex deputy reeve, Pickering Township, thanked Council for flowers. 3. Rou~e Hi~hlands asked that their $30,000.00 Bond on Plan 678 be reduced, as nearly all services in. 4. Buildin~ IßsDector's Report: October - 46 Permits, Total $358,500.00 including lR dwellings averaging $15,300.00. 1958 Estimated value to October 31st - $ 5,235,500.00 1957 Estimated value to October 31st - 3,038,700.00 5. County Clerk asked Council to appoint a Fox Bounty Officer who would approve payment of the new County $4.00 fox bounty and forward.certificates to County for payment. 6. Don Quick, of Plan 678, commended the Road Superintendent for his work on drainage ditch at rear of his property. The following PERSONS, on MOTION, were heard: 1. Mr. Albert DraDer, for Dr. Hodgson, objected to Mr. Butler changing water- course on Concession 9, opposite Lot 33, so that it was diverted from his lands. AGREED Road Department change watercourse to original location. f W. C. Willson reported $450.00 damage by dogs to flock of W. B. Milne. One dog shot. Mr. R. Walker, of Fairport, stated he wished to purchase Lot 141, Plan 612, with cement foundation formerly owned by Mr. Kaskiw. As one corner is 3.57 feet from lot line, he asked for a letter of tolerance. 4. Jack ChaDman reported on roads. 2. 3. ,I - 2 - 4. Continued It was AGREED Mr. Chapman should gravel easement on Burgeois property. Mr.:jOha{)man submitted a Ie. tter from L. A. Wilson in which he agreed to accept $50.00 for fill taken from his lands for road work. It was ~ AGREED not to try to pave Liverpool and Valley Farm Road this year due to the lateness of season. It was AGREED that ditching be done at Pickering Beach, then Audley Road, after present road work completed. Directed Road Superintendent to call for tenders to heat garage. 5. Mr. Fair~rieve: (1) asked that culverts on Spruce Hill Road be paid for on installment basis. (2 ) stated that the Tax Collector had no authority to mail tax notices / as no By-Law passed. (3 ) Asked that a By-Law be passed authorizing Tax Collector to accept part payments on taxes. 6. Norman Hall asked what the County Road Department might do in near future to the Fourth Concession Line. The Reeve explained the County had taken over the Fourth Concession from Lot 1 to Lot 18 and it would immediately be improved, and perhaps paved in four or five years. Reeve Lawson told Council that he had tried to arrange a meeting with Ajax Council to discuss a mutual water system, but they had advised him that they did not wish a meeting on this matter. It was then agreed to hold a Council Committee meeting Wednesday, November 12th next, at 7:30 P. M. tp discuss Municipal water. yo 11 Councillor James reported he had met Messrs. Pascoe and Slack about draining Pascoe Plan in Brougham. It appeared that these men wished to abandon the project if Council would not assist financially. ,¡ RESOLUTION NUMBER 199 MOVED by Mr. Hawthorne, seconded by Mr. James, that Council grant permission to Donald Annan to place a 2 inch watermain across sideline between Lots 22 and 23 approximately 60 rods south of the First Concession Line. This consent is granted ¿ providing Mr. Annan does not damage the hard surfaced road and that Mr. Annan will be held liable for any liability incurred on the road and that he will remove the said pipe on 30 days' notice by the Municipality. CARRIED RESOLUTION NUMBER 200 MõVED by Mr. Pugh, seconded by Mr. Hawthorne, that William Hill, employed by the Road Department, having completed his three month probationary period to the ~ satisfaction of the Road Superintendent, be taker on permanent staff at regular rate of pay. CARRIED RESOLUTION NUMBER 201 MOVED by Mr. Pugh, seconded by Mr. James, that L. A. Wilson, of the north half of Lot 20, Concession 3, be paid Fifty Dollars for fill taken from his property to widen road and that a release be taken from Mr. Wilson. CARRIED RESOLUTION NUMBER 202 MOVED by Mr. Stewart, seconded by Mr. Scott, that a letter for Lot 141, Plan 612, as one corner of foundation is five lot line. of tolerance be given inches too close to CARRIED '" ~GREED that no action be taken to permit culverts to be paid for on installment / plan and no By-Law passed requiring Collector to accept partial payments1 ~OVED by Mr. Pugh, seconded by Mr. James, that the accounts, in the amount of ~ 7~818~'54, as submitted by the FINANCE COMMITTEE, be adopted. CARRIED - 4 - BY-LAW NUMBER 2350 Mrs. McPherson, seconded by Mr. Pugh, moves for leave to introduce a By-Law of the Township of Pickering to re.gulate the handling and collection of garbage, rubbish. ashes and other waste material in the Township of Pickering, and that same ~ow be read a first time. ... Mrs. McPherson, seconded by Mr. Scott, moves that By-Law Number 2350 to regulate the handling and collection of garbage, rubbish, ashes and other waste material in the Township of Pickering, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mrs. McPherson, seconded by Mr. Hawthorne, moves that the report of the Committee of the Whole on By-Law Number 2350 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2316 (Third Reading) Mr. Pu~h, seconded by Mr. James, moves that the report of the Committee of the Whole on By-Law Number 2316, to provide for the issue of Debentures in the aggregate principal amount of $40,000.00 to provide moneys for the purpose of building and equipping a two room school in Township School Section Number 10 of the Township of Pickering, be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED MOVED by Mr. Pugh, seconded by Mr. James, that the Reeve grant his order on the Treasurer to pay the several accounts as presented and passed in the various reports as passed this day. CARRIED CLERK'S INSTRUCTIONS 1. Clerk place Stowe and Gould lots on Planning Board Agenda. 2. Clerk have Garbage By-Law printed. v 3. Clerk advise Mr. Butler, Concession 8, Lot 33, not to divert water on Township property. 4. Clerk advise Mr. Thompson and Mr. Chapman list work which could be done by the _ unemployed this winter and report to Council next meeting. v 5. Clerk get release from from Reeve. 6. Clerk have Road Department or Garbage Department pick up papers near Oxenham residence. / 7. Clerk ask Mr. Baker if he will register a letter to all persons whose taxes he intends to place in hands of Bailiff ten days prior to issuing the warrant advising them he intends to take such action and report to Council. ~OVED by Mr. Pugh, seconded by Mr. Stewart, that this meeting do now adjourn to meet again on Monday, the First day of December, 1958, at the hour of eight ß'clock in the evening.
