A Meeting of Council was held on MONDAX:, the THENTIETn day of OCTOBER, 1958,
at EIGHT o'clock in the evening.

The following CORRESPONDENCE was read:
1. Mr. K_ C:'· Pascoe submitted an estimated cost of $ 178.00 for tiling certain
lands of Hesley Slack south of Brougham. Mr. Slack and Mr. Pascoe agreed to
pay $100.00 if Council would pay $ 78.00.
AGREED that Councillor James explain to Mr. Pascoe that Township had no
liability.
2. Tax Collector reported arrears as follows:

ô. Proctor and Redfern submit cost of 8" main under Highway 401 to a point .I
21ô feet north of Highway 401 at a cost of $ 9,030.00, but do not recommend
this in favour of $15,215.00 cost along No.2 Highway.
The following PERSONS, on MOTION, were heard:
1. Nick Bana~aDta, whose home on Pine Drive was burned last week, asked per-
mission to live in a double garage with his wife and agreed he would erect
a home by August 1, 1959 and take out a house permit immediately. Mr. T.
Ryan and delegation of three assured Council Mr. Banagapta would comply
with all regulations and agreements.

2. Mr. Bell, of Plan 612, stated the effluent from the shopping centre septic
tank was now running onto his lot.

3. ~r. Marcowicq objected to:
(1) Parking in shopping centre parking lot for the two most north east
stalls as it blocks the view of motorists entering Island Road from
Brownfield Gardens.

(2) More care be taken by operators of Grand Union store to stop papers
being carried by the wind onto residences to south.

4. Mr. W. Fair~rieves objected to Bailiff~'other than 2nd Division Court Bailiff
collecting taxes.
~. Jack ChaDman asked for direction re C. P. R. crossing at Concession 8, Lot 28.
Mr. Boucher recommended cutt.ing banks of railway for better sight lines. C. P.
recommended electric flasher at cost of $ 8,000.00, Township pay $2,000.00 with
$160.00 yearly maintenance. Capital cost divided, 60%, Board of Transport,
15%, C. P. R. and Township, 25%.
(2) Len Wilson, Concession 3, Lot 20, asked for $75.00 for fill taken from
closed sicleroad.
R. Messrs. Butler and Childs of Proctor and Redfern:
(1) Submitted Tenders for Island Road storm sewer
(2) Recommended watermain extension go up East Avenue to Highway 2, then west
at cost of $15,215.00; that work be done by Council in initiative scheme.
(3) That s~all sewage system be built on Island Road at cost of $25,000.00
to serve Shopping Centre and those persons abutting Island Road from
East Avenue to Rouge Hills Drive. Claimed loss to change-over to large
system would be less than $1500.00. ~fight take six months to complete.
(4) Cost of building bridge on Sandy Beach Road with built up approaches,
$18,800.00. Government pay 80% of bridge and 50 to 60% cost of
building approaches.
(5) Discussed problem of grading three lots in south west corner of M 5.
Mr. Childs and Mr. McIntosh agreed to work out grades and have work done
immediately at cost to the subdivider or builder.

7. Mr. Haslett, who proposes to build a motel on Lot 35, Broken Front, Range 3,
asked that a letter be written Scarborough P. U. C. to permit him to take water
from ~" pipe now located in Toronto Information Booth on Mr. Haslett's property
to be used for construction of building only. AGREED
8. Mr. Head again asked for an explanation as to why the Warrant for distraint of
his goods for taxes was not served on him and not being satisfied with ex-
planation said he would come back to Council October 27th.

MOVED by _Mr. Stewart, seconded by Mr. James, that Mr. Baker bring before this Counci1
on Monday, October 27th a complete report on the collection procedure used by Murray
and Company to collect the taxes arrears of Head and Wardell, including the service
of the Warrant of June 23, 1958. CARRIED

MOVED by Mr. Scott, seconded by Mr. Stewart, that Proctor and Redfern be authorized
to make an Engineering Application to the Water Resources Commission for installation
of a sewer and pumphouse on Island Road. CARRIED
RESOLUTION NUMBER 191
MOVED by Mr. Scott, seconded by Mr. Pugh, that Mr. Chapman, Road Superintendent,
approach the C. P. R. and the Board of Transport Commissioners regarding the
installation of flasher lights or other safety devices at the Railway Crossing on
tñe Altona Road north of the Second Concession. CARRIED

include the land north of and west of the Rouge River and that Council proceed
under the Local Improvement Act section which provides for Council initiative in

for the construction of a storm sewer on Island Road be accepted and that the
st.arting and completion dates concur with Proctor and Redfern's tender, subject

Mr. Pugh, seconded by Mr. Hawthorne, moves for leave to introduce a By-Law of the
Township of P.ckering to define and declare an area to be a Police Village for the
purpose of Seètion 7 of the said Act, and that same now be read a first time.
Mr. Pu~h, seconded by Mr. Stewart, moves that By-Law Number 2346 to define and
declare an area to be a Police Village forthe purpose of Section 7 of the said
Act, be now read a seconrl time, aIld that Council go into Committee or the Whole
thereon.
The Committee of the Whole arises and reports the By-Law as read.
Mr. Pugh, seconded by Mrs. McPherson, moves that the report of the Committee of the
'Vhole on By-Law Number 2346 be adopted, and that the said By-Law be now read a Third
time a~d PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corp-
oration be affixed thereto. CARRIED
