PRESENT: William G. Lawson, in the Chair J. Sherman Scott Sidney S. J. Pugh Edgar James Mrs. Jean McPherson H. Ross Hawthorne Robert L. Stewart Lloyd T. Johnston, Clerk The following CORRESPONDENCE was read: 1. Hvdro-Electric Power Commission advise they will submit a new agreement v form for 19 street lights in Rouge Highlands shortly. 2. Proctor and Redfern recommend following work yet to be done in Plan 612: / (1) Catchbasin - Brownfield ~ardens (2) Hydrants - Lots 77 - 202 (3) Sump drains - empty so that only 16 foot culverts can be used. (4) Roads not yet surfaced. 3. Our solicitor states that By-Law Number 2016 may be sufficient to / regulate buildings being moved into the Township, but recommends a new proposed By-Law. Clerk prepare. J 4. Proctor and Rédfern's estimated cost of completion of watermain loop in West Rouge, t 11,700.00. 5. Our solicitor~ request direction from Council re appeal of A.M. Realty assessment. ..:!. ~. Proctor and Redfern recommend that the agreement with Chesterhill Devel- opments Limited for $5,317.50 work on south side of Island Road from Brownfield Gardens to Rouge Hills Drive, be abandoned in favour of an 18 inch storm sewer from Brownfield to Rouge River at cost of: L Brownfield to Rouge Hills Drive Rouge Hills Drive to Rouge River $ 6,100.00 5.400.00 $11,500.00 7. DeDartment of Plannin~ and DeveloDment advise of Industrial Development Conference, Royal York, Toronto, October 2 and 3. Will send programme shortly. 8. DeDartment of Plannin~ and DeveloDment, asking that Council appoint two ~ members to the "Central Lake Ontario Conservation Authority". Clerk check Township population assessments. The following PERSONS, on MOTION, were heard: 1. Jack ChaDman reported on Township roads. He stated that providing the Fall rains were not unusually heavy, all road work listed by Council to be done, would be completed this year. He asked for a heavy front end loader. 2. Mr. Anderson, of Pickering Beach, asked that "Stop" signs be installed on v Ajax Roads, entering Pickering Beach Road. 3. Mrs. Wardell, of Chesterton Shores, objected to Mr. Willson, a bailiff employed by the Township, to collect tax arrears: (1) Demanding payment of taxes without a prior letter demanding same. (2) Informing her neighbours of the nature of debt, and objecting to the Tax Collector using a bailiff to collect the balance of $99.00 on 1957 taxes. - 2 - 5. Mr. Fair~rieve objected ·to the manner of collection of taxes, as reported in a Toronto newspaper. Mr. Harry Ashton reported he had contacted the owners living on Harwood Avenue between Highway 2 and Ajax and only one person was in favour of a new sidewalk or new street lights, and not even he, if they were installed under Local Improvement. ,/ 4. v RESOLUTION N~BER 148 MOVED by Mr. Stewart, seconded by Mrs. McPherson, that Mr. Chapman be authorized to proceed with storm sewer work at the north end of Rouge Highlands Subdivision. CARRIED RESOLUTION NUMBER 149 MOVED by Mr. Scott, seconded by Mr. Stewart, on behalf of the County Judge, undertake the the A. M. Realty. RESOLUTIO~ NUMBER 150 MOVED by Mr. Stewart, seconded with Mr. Chapman, bring in Mr. to advise this Council on what our Road Department. that the Township of Pickering, defence of the application of CARRIED by Mr. James, that Mr. Johnston, in conjunction Ted Simms, and/or other independent advice, size front end loader we should purchase for CARRIED RESOLUTION NUMBER 151 MOVED by Mr. Stewart, seconded by Mr. Pugh, that Mr. Baker be asked to bring before Council a complete report on the methods of tax collection used on Mr. ard Mrs. Wardell of Chesterton Shores. CARRIED 1,1 RESOLUTION NUMBER 152 MOVED by Mr. Scott, seconded by Mrs. McPherson, that Mr. Baker, Tax Collector, be requested to appear before Council and discuss with Council the whole problem of Tax Collections and Tax Arrears. CARRIED v AMENDMENT. RESOLUTION NUMBER 152 MOVED by Mr. Stewart, seconded by Mr. James, that Mr. Baker meet with the Office Management Committee, and not the Council. CARRIED MOVED by Mr. Scott, seconded by Mr. Pugh, that regular monthly meeting called for September 2 be held September 3 at 8 P. M. CARRIED BY-LAW NUMBER 231ft v v Mr. James, seconded by Mr. Hawthorne, moves for leave to introduce a By-Law of the Township of Pickering respecting Licenses for Nursing Homes, and that same now be read a first time. 'J Mr. James, seconded by Mr. Pugh, moves that By-Law Number 2336 respecting Licenses for Nursing Homes be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. James, seconded by Mrs. McPherson, moves that the report of the Committee of the Whole on By-Law Number 2336 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CLERK'S INSTRUCTIONS 1. Contact Solicitors to try and get Chesterhill Developments Limited to permit the $5,317.50 allowance for ditch improvement on south side of Island Road to be used on north side of Island Road in an 18 inch storm sewer as recommended by Proctor and Redfern. ¡/ 2. Contact Town of Ajax for "Stop" signs at approaches to Pickering Beach Road~ .¡ 3. Check manner of assessment of Conservation Authority. 4. Advise Conservation Authority that Township grant of 60 acres in Rouge flats to them is on understanding that said lands will be used by them for Conservation ant'l Park lands and no other purpose. v 'II - 3 - 5. Ask Road Department of get r.t~~ngs on Fourth Concession Diversion Road as soon as possible. yI ¡/ 6. Prepare B,y-Law to assume Chesterhill roads. 7 As~ Chesterhill Developments Limited, through Mr. Hassard, for all necessary culverts in subdivision. ~ .I 8. Get information on a copying machine. Inform all residents in proposed Water Area 2 of proposed cost of water. ~ 9. 11. Send a copy of Proctor and Redfern's letter re Soil from Rouge Highlands Subdivision washing to Mr. Munroe. Advise Mr. Lenning re lot. Prepare amending By-Law to regulate moving of buildings. / 10. 12. v vi AGREED Office Management Commettee meet August 26th in office.
