A Meeting of Council was held on MONDAY, the FOURTEENTH day of JULY, 1958,
at EIGHT o'clock in the evening.

The following CORRESPONDENCE was read:
1. DeDartment of PlanninΠand DeveloDment advise they have not made a study v
of Fairport so cannot make any recommendations re zoning.
2. Mr. Hassard:
(a) Believes Township should not enter suit re Rouge Highlands drainage,
but should settle by mutual agreement.
(b) That Council can withhold building permits if contrary to zoning
in area where By-Law given two readings, providing zoning proceeded
with dispatch.
(oJ That By-Law to prohibit moving of houses into Township invalid.
3. Consumers' Gas COmDany Notice of Order of the Fuel Board permittiqg
reduction of rates to large guaranteed quota users.
4. Dr. Ruddy believes Mr. Godson will be able to assume his Township duties
about August 15, 1958.
5. John Robson stated that smell at Pickering Beach came from decayed fish
and lake fungus, not from Ontario Hospital.
~. Mr. ChaDman submitted a report to show how swamp at Pickering Beach could
be built up.
7. DeDartment of Welfare advise they will pay 80% or $80.00 per month for
indigent persons in licensed Nursing Homes.
The following PERSONS, or MOTION, were heard:
I. Mr. Obey and Son, owners of Lots 67 and 68, Plan 418, who have 2i acres,
a~atn asked that they be granted a permit to erect a Greenhouse. Their
offer·ofpûrchase in 1952 was conditional on their being ab1e tö'sècure
a building permit tor a-greenhouse.
~. Mr. Blaker and Mr. Anderson of Pickering Beach Ratepayers' Association
stated the smell at Pickering Beach did come from effluent from Ontario
Hospital. Asked that M. O. H. issue a statement that the lake is not
polluted and is safe for swimming. Discussed filling up and drainage
of Pickering Beach and erdorsed Mr. Chapman's plan for work.
J. Mr. A. W. Cane of East Rouge objected to more non conforming building
permits being issued.
t. Mrs. Carter objected to more non conforming building permits being
issued.
1- Archie Rainville stated he had taken out a foundation (no cellar) on
Spruce Hill Road 30 feet from lot line. Mr. Prouse asked him to stay
ir line with houses on each side. Mr. Rainville agreed to set house
back 10 or 12 feet.

6. Messrs. Butler and Childs, of Proctor Redfern discussed the Chesterhill
Agreement.
RESOLUTION NUMBER 128
MOVED by Mr. Stewart, seconded by Mr. Hawthorne, that unless the subdivision
agreement of March 17 between Chesterhill Developments Limited and the ~
Township of Pickering is completed by July 31, 1958, the municipality intends
to take necessary steps in order to complete the said agreement. CARRIED
RESOLUTION NUMBER 129
MOVED by Mr. Pugh, seconded by Mr. Scott, that the resignation of
as Co-Ordinator of Civil Defense of the Township of Pickering due
of business be accepted.

MOVED by Mr. Pugh, seconded by Mr. James, that the Fifth Concession from the
Altona Road East through Whitevale to one hundred feet east of the bridge
he closed from 8 P. M. to 12 Midnight on August 4th, 1958. CARRIED

MOVED by Mr. James, seconded by Mr. Pugh, that Mr. Godson's salary be dis-
continued as of l5th July until such time as he returns to work. CARRIED

building permit for his property in the East Rouge. CARRIED

BY-LAW NUMBER 2330
Mr. James, seconded by Mr. Hawthorne, moves for leave to introduce a By-Law
of the Township of Pickering to amend By-Law Number 2266 and to repeal By-Law
Number 2321 which provides for the issuing of $65,000.00 debentures to
provide moneys for the building and equipping of a four room addition to
West Rouge Public School in Township School area Number 2 of the Township
of Pickering, and that same now be read a first time.

Mr. James, seconded by Mr. Stewart, moves that By-Law Number 2327 to amend
By-Law Number 2266 and to repeal By-Law Number 2321 which provides for the
issuing of $65,000.00 debentures to provide moneys for the building and
equipping of a four room addition to West Rouge Public School in Township
School Area Number 2 of the Township of Pickering, be now read a second
time, and that Council go into Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-Law as read.
Mr. James, seconded by Mr. Scott, moves that the report
of the Whole on By-Law Number 2327 be adopted, and that
be now read a Third time and PASSED; that the Reeve and

school in Township School Area Number 1 of the Township of Pickering, and
that same now be read a first time.

NSTRUCTIONS TO CLERK
Get electric clock for Council Chambers. ~'
Clerk check Chesterhill Agreement for non compliance and bill them for
$500.00, being month of July penalty for failure to do certain work.
Mr. Butler recommended that Rouge Highlands extend culvert as requested,
subject to legal advice.
Clerk proceed with extension of watermain north of Highway 2.
Clerk ascertain when Rosebank Park last used. Ferguson, Sept. 1, 1955.
Clerk ask Hassard:

v (a) áboûtpenalty clauses in Chesterhill Agreement and if bonds can be
used.
v (b) if use of Rosebank Park could be considered abandoned when not used
as a Park for 34 months in the light of it now being zoned residential.
A. J. Thompson inspect burned house in Fairport as being dangerous.
Weed INspector check house north of Barry Maxwell, Concession 2, Lot 21,
and Charles Risk.

(a) Increase and reasons of increase of Dixon Assessment.
(b) Proposed 1958 assessment for John Burrows, Concession 6, Lot 35.
