HomeMy WebLinkAboutJuly 8, 1958 MUNICIPAL BUILDING BROUGHAM An Emergent Meeting of Council was held on TUESDAY, the EIGHTH day of ~, 1958, at EIGHT o'clock in the evening. PRESENT: J. Sherman Scott, in the Chair Sidney S. J. Pugh Edgar James Mrs. Jean McPherson H. Ross Hawthorne Robert L. Stewart Lloyd T. Johnston, Clerk The following eORRESP9NDENCE was read: 1. Bell GoUinlock & COmDany Limited bid 96! firm for our $270,000.00 Debenture. 2. A. J. ThomDson asked for two weeks' leave of absence due to bad nerves. AGREED it should be sick leave. 3. Harry Ashton resigned as Civil Defence Co-Ordinator. 4. Councillor Stewart reported unfavourably on location of proposed house on Lot 8, Plan M 5 because the rear yard is 12'9" instead of 25'. 5. Mr. Fisher asked permission to build a plating factory next to proposed Bell 'Telephone Exchange in Dunbarton, which is now proposed to be in an R 2 area. AGREED Mr. Fisher take out license on a non conforming use basis which would require Court of Adjustment approval for increasing business at a later date. The following PERSONS, on MOTION, were heard: 1. Mr. A. Bannock and delegation from West Rouge object to Building Depart- ~ ment issuing permits on 50 foot lots when one owner has more than one lot abutting. 2. Our Solicitor, Mr. Hassard, expressed opinion that when Township issueda Building Permit, a Judge would take a dim view ir such permit were can- celled or interfered with. He stated he had received instructions to appeal the Stowe and Gould decision. 3. Mr. Pearce reported he had canvassed the north Oakwood Drive area of owners and asked if they would favour permitting Commercial use similar to that already in existence in the area, and result was, "Yes, 14. No, 11", and "Qualified, 10". / ,/ 4. A large delegation from East Rou~e had various views on the proposed zoning of that area. 5. Mr. Little, who drew up our Zoning By-Law, stated he thought this area should be zoned "residential" as it is an area with only one exit; he thought spot zoning to accommodate present businesses was bad zoning; he felt that a hardship was being made on several commercial operators, and recommended that permits be granted them to build and locations would become "non,'conforming present uses". ...... ;' Persons sympathetic to present small businesses being granted consider- ation, Messrs. Remmer, Webster, Morris, Mr. and Mrs. Carter, Mr. and Mrs. Dodds, Mr. and Mrs. Phillip£. Against, Messrs Duncombe, Cane, Young and Belt. RESOLUTION NUMBER 126 MOVED by Mr. Stewart, seconded by Mr. Pugh, that a letter of tolerance be not granted to Lot 8, Plan M 5. CARRIED v 0/ RESOLUTION NUMBER 123 MOVED by Mr. Stewart, seconded by Mr. James, that Mr. McLeod, of Lot 70, Plan 350, be allowed a building permit to erect one more checken house on his lot; - 2 - Resolution Number 123 (Continued) That Mr. Pinnell, of the south half of Lot,68, Plan 350 , be allowed a building permit to erect two additional greenhouses on his lot. That Mr. Irwin of part of the north half of Lot 30, Broken Front, Range 2 be allowed to use his :apartment house as a nursing home. CARRIED YEAS: Messrs. James, Pugh, McPherson, Stewart and Scott NAYS: None ;/ v ¡/ RESOLUTION NUMBER 124 MOVED by Mr. Stewart, seconded by Mr. James, that Mr. Godson's salary be discontinued until such time as he returns to work. MOTION LOST RESOLUTION NUMBER 125 MOVED by Mr. Hawthorne, seconded by Mr. Pugh, that Mr. Godson's doctor be personally contacted and it be determined as finally as possible when Mr. Godson will be fit to return, then pending the outcome of this discussion) the question of Mr. Godson's salary again be discussed. CARRIED RESOLUTION NUMBER 122 MOVED by Mr. James, seconded by Mr. Hawthorne, THAT WHEREAS on June 23, 1958, Council îave a 30 day option to Bell Gouinlock and Company Limited for $270,000.00 - 54~ - 20 year debentures; AND WHEREAS under date of July 7, 1958, Bell Gouinlock and Company Limited have confirmed their purchase of such debentures; THEREFORE, the Council of the Townshi~ of Pickering agree to sell to Bell Gouinlock and Cømpany $270,000.00 - 54~ - 20 year - debentures at the price of 96.50 flat dated September 1, 1958. CARRIED RESOLUTION NUMBER 127 MOVED by Mr. Stewart, seconded by Mrs. McPherson, that the Road Superintendent proceed with the following work subject to the approval of the District Municipal Engineer, Department of Highways: That the Township Council approve the Road Superintendent entering into agreement with Mr. Fred Poynton to purchase property 200 feet long and 12 feet wide for the sum of One Hundred Dollars ($100.00) the property being located in the north half of Lot 21, Concession 3, to be used for road widening. CARRIED .... MOVED by Mr. Pugh, seconded by Mr. James, that the acøounts~ amounting to 112,198.89~ as reported by the FINANCE COMMITTEE, be adopted. CARRIED MOVED by Mr. Stewart, seconded by Mrs. McPherson, that the accounts, amounting ~83.52V\as reported by the FIRE COMMITTEE(Area 1), be adopted. CARRIED MOVED by Mrs. McPherson, seconded by Mr. Stewart, that the accounts, amounting ~064.26V\as reported by the GARBAGE COMMITTEE, be adopted. CARRIED MOVED by Mr. James, seconded by Mr. Hawthorne, that the accounts, amounting ~5.00V\as reported by the LIVESTOCK COMMITTEE, be adopted. . CARRIED MOVED by Mrs. MoPherson, seconded by Mr. James, that the accounts, amounting ~,952.32,- as reported by the POLICE COMMITTEE, be adopted. CARRIED - 3 - MOVED by Mr. Pugh, seconded by Mr. James, that the Deputy-Reeve grant his order on the Treasurer to pay the several accounts as presented and passed in the various reports as passed this day. CARRIED v CLERK'S INSTRUCTIONS 1. Have East Rouge Zoning By-Law ready for July 14th. 2. Ask Mr. Prouse to check all proposed buildings with lot before he issues a permit. c.- 3. Have Treasurer prepare statement on Police Budget. Have Fire Chief submit a bill for wheelbarrow. Get information from Department of Highways re By-Pass Road. Get information on outstanding building permits in East Rouge. v 4. 5. 6. v 7. Write owners on Beachview Road if they are willing to pay cost of 29¢ per foot for taking over ßeachview Road over a two year period.
