HomeMy WebLinkAboutSeptember 30, 1957 M U N I C I PAL BUILDING BROUGHAM A Meeting of Council was held on MONDAY, the THIRTIETH day of SEPTEMBER. 1957, at EIGHT o'clock in the evening. PRESENT: William G. Lawson, in the Chair J. Sherman Scott Sidney S. J. Pugh J. S. Chapman Glenn Julian Robert L. Stewart L. T. Johnston, Clerk MOVED by Mr. Scott, seconded by Mr. Pugh, that Minutes of previous Meeting held September lß, 1957, be adopted. CARRIED MOVED by Mr. Pugh, seconded by Mr. Stewart, that Minutes of previous Meeting held September 23, 1957, be adopted. CARRIED The following CORRESPONDENCE was read. 1. Minister of Lands and .tt'orests approves Township By-law setting fees for Hunting Licenses for pheasants, rabbits and foxes. 2. W, W. Gardhouse, Clerk of Metropolitan Toronto, advises that his Council recommends W. G. Messer's appointment to Metropolitan Planning Board, fringe Board. The following PERSONS, on MOTION, were heard. 1. D. F. Goslin stated he hoped to return 1957 Assessment Roll October 1st; that it would not conform to By-law No. 2220 which was passed March 4, 1957, and provided the manner the Assessment Roll should be prepared; that he wanted an understudy for Mrs. Robertson; that he hoped to give his staff seven and one-half days off in lieu of overtime. Mr. Goslin was heard later in the evening and directed to return a second Roll by December 15, 1957, to comply with By-law 2220 or any amendments thereto. 2. Mr. Alex Munroe objected to a Recreation çentre in West Rouge. He felt the proposal was not freely discussed in West Rouge; would like to see plans of proposed centre; thought the cost would exceed $15,000.00; thought there was no need of additional recreation and that leaders in such work were noticeably absent in the area. Mr. Munroe was supported by Messrs. Bergman, Eakins and Brown. 3. Mr. Williams, Chairman of the West Rouge Ratepayers' Association, stated he had received certain information regarding the proposed Recreation Centre and it had been given to the Committee the previous day for study. 4. Mr. Godson discussed Road matters. RESOLUTION NUMBER 178 MOVED by Mr. Stewart, seconded by Mr. Chapman, that the Clerk be directed to accept the 1957 Assessment Roll as prepared by the Assessment Commissioner but that he be severely reprimanded for his failure to comply with By-law 2220 which regulates the manner the Assessment Roll shall be returned; that the Assessment Commissioner have the roll re-grouped for the Clerk by December 15, 1957, in accordance with By-law No. 2220 or any amendments that may be made thereto. CARRIED RESOLUTION NUMBER 179 MOVED by Mr. Pugh, seconded by Mr. ~ulian, that the Clerk be directed to secure help from the Department of Municipal Affairs to give advice in re-grouping the 1957 Tax Roll and recommend any amendments they feel necess- ary to B,y-law Ho. 2220. CARRIED RESOLUTION NUMBER 180 MOVED by Mr. Julian, seconded by Mr. Pugh, that the Township Engineer be -- 2 -- Resolution Number 180 - cont'd. instructed to layout best possible drainage ditch to drain Liverpool Road between Highways 2 and 401; that he be authorized to instruct our Solicitors to take expropriation proceedings if necessary to secure an easement to take drainage to a natural watercourse. CARRIED RESOLUTION NUMBER 181 MOVED by Mr. Chapman, seconded by Mr. Pugh, that the Reeve and Deputy-Reeve represent Council on the proposed Committee on United Services for Village of Pickering,Town of Ajax and Township of Pickering. CARRIED RESOLUTION NUMBER 182 MOVED by Mr. Scott, seconded by Mr.Stewart, that advertise for female help with ty~ing ability to Department at starting salary of '1,900.00. Clerk be directed to assist in Assessment CARRIED BY-LAW NUMBER 2258 Mr. Pugh, seconded by Mr. Chapman, moves for leave to introduce a By-Law of the Township of Pickering to provide a time and place for Municipal Nominations andElections of Council Members and Trustees for the School Areas and that same now be read a first time. Mr. Pugh, seconded by Mr. Scott, moves that ~y-Law Number 2258 to provide a time and place for Municipal Nominations and Elections of Council Members and Trustees for the School Areas be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Pugh, seconded by Mr. Stewart. moves that the report of the Committee of the Whole on By-Law Number 2258 be adopted, and that the said By-Law be now read a Third time and PASSßD; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED Clerk's Instructions 1. Ask Mr. Thompson to take notes on any.,gravel or sand being removed from Godfrey land in Greenwood Green Belt on October 2nd. 't., 2. Check on removal of dam, south of Riverside Park. 3. Contact Solicitors for opinion on removal of sand or gravel from Greenwood greenbelt and a proposed new By-law. APPROVED 1957 ß!P~ Reeve
