BROUGHAM
A Joint Meeting of the Councils of the Village of Picker~ng, Township of
Pickering and Town of Ajax was held in Brougham Council ~hambers on the
TWENTY-SIXTH day of SEPTEMBER, 1957, at EIGHT o'clock in the evening,
to discuss Annexation, Amalgamation and United Services.
PRESENT: Town of Ajax - Messrs. Laycock, Thompson, Parish,
Falby and Eric Hardy (consultant)
Village of Pickering - Messrs. Morley, Messer,
Ken Thompson, Hall, Reavie, Purvis,
Bray, Cooper, Hogarth and Shortreed
Township of Pickering - Messrs. Lawson, Julian,
Scott, Pugh, Chapman, James,
Piitz and Johnston.
Metro Planning Board - Mr. Bauer.
Mr. Morley acted as Chairman.
Bruce Hogarth described the area which Pickering Village proposed to
annex, being roughly one lot east of Village, south to Concession 1 line,
west to half lot west of Brock Road and north to the centre line in
Concession 2; now having an assessment of $261,740.00, population 199
and acres 1436.
Mr. Hall set out reasons why the Village believed they needed extra land,
which were:
Boundary Control; no more land for industry; industry will apparently
build up around their Village and fence them in; the Village is too
small to operate in many Departments economically; the residents in
the proposed area have asked to be annexed and it appears there will
soon be a .need for sewers in the Village so more assessment is re-
quiied to guarantee the debentures.

AMALGAMATION
It was felt that residents of Pickering Village were happy with
their own Municipality; that they would not desire to be tied to the whole
of the Township of Pickering because rural and urban ratepayers view
problems differently, but consideration could be given to amalgamation
with larger urban areas, say south of Concession 3.
Section 24 of the Municipal Act whereby municipalities may set
up a United Board of Administration for services such as Police, Fire,
Water, Hydro, Assessment, Roads and Education, was discussed. Mr. Parish
of Ajax felt that this Act could only apply to existing services.
It was AGREED that a Committee of two Council members from each
Council should be appointed with Clerks to investigate the possibilities
of Section 24,get costs of a survey by a Consultant and to meet in
Pickering Hall on October 10th next at 8 P,M.. Mr. Messer of Pickering
was asked to Chair the Committee and the terms of reference to be
very general.
