Lawson, in the Chair ~. Sherman Scott Sidney S. J. Pugh Edgar James Glenn Julian Robert L. Stewart L. T. Johnston, Clerk ,MOVED by Mr. Pugh, seconded by Mr. Stewart, that Minutes of Meeting held' September 3, 1957, be adopted. CARRIED The following CORRESPONDENCE was read. 1, Solicitors advise that septic tanks that are a health aenace may be rectified by au~hority of the Medical Officer of Öealth and cost charged on owner's taxes, but Dot,~der Local Improvement. 2. Resignation of East Woodlands Fire Committee. 3. School Area No.2 advising that they require. 65,000.00 to cover costs of a four-room ad4itiòn in West Rouge. 4. Our Solicitors advise that they have no reply to their letters ot July 11, 1957, and August 20, 1957, from Ajax re Boundary Roads. 5. School Area No. ~ cðpy of May and June Minutes. 6. Proctor and Redfern request permission to secure soil tests for new proposed water system at cost of $ 300.00. 7. Mr. E. G. Baker asked to be relieved of position of Welfare Administrator as Tax Collection work is increasing. Mr. Julian report to Council. The following PERSONS, on MOTION. were heard: 1. Pat Dunn - 62 Lakeview Avenue, Fairport Beach, would fix West Rouge septic tanks. 2. Mr. Baker of Liverpool Ratepayers' Association re Zoning By-Law. 3. Mr. Kerr. Hydro ~n1o Power Co_ission. Markham, discussed street lighting and r.o....nd.d that residential subdivision street lighting be 200 watt open f1~tures on a 6 toot upsweep bracket; that 80me one should be in charce-.r all street lights. When questioned by the Reeve about the Townsbip tor.ing its own Hydro Electric Commission Mr. Kerr stated that all tbe Townsbip, not a part, could be taken over on payment of Aydro assets in the Townsbip and that it might operate at a profit.. RESOLUTION NUMBER 163 MOVED by Mr. Soott, seconded by Mr. Stewart, that Proctor and Redfern be authorized to engage E. M. Peto and Associates to make necessary soil tests for proposed waterworks pumphouse at Brook Road and Lake Ontario at cost not to exceed Three Hundred Dollars ($300.00). CARRIED - 2 - RESOLUTION NUMBER 164 As the Fire Committee recommended that James A. Glendinning be hired as a full time Fireman at salary of $3,600.00 to raise progressively to $3,900.00 and that Donald Lynde be hired as Fire Chief of the Township at $4,000.00 to raise progressively to 14,500.00, IT WAS MOVED by Mr. Stewart, seconded by Mr. James, that James A.Glendinning be hired as a permanent paid Fireman for East Woodlands Fire :Brigade¡ that his hours be 7 A.M. to 6 P.M. five days weekly, that he be paid 13,600.00 with raises progressively to 13,900.00; that his duties commence Monday, September 16, 1957, at 7 A.M.; that he be awarded usual Township benefits and that Donald Lynde be hired as permanent full time Cbief of the Township; that he be employed at 14,000.00 salary to be raised progressively to $4,500.00; ~hat he receive the usual Township benefits; that his duties commence Monday, September 16, 1957, at 7 A.M. and that there be a general job specification set out concerning his duties regarding the rest of the Township. CARRIED RESOLUTION NUMBER 165 MOVED BY Mr. Stewart, seconded by Mr. James, that the Fire Committee of East Woodlands be advised that the Municipal Act does not provide for a local Fire Committee to regulate the operation of any Fire Department and that Council accepts tbe1r resignation. CARRIED RESOLUTION NUMJ)ER 166 MOVED by Mr. Julian, seconded by Mr. Pugh, that all subdivision street lights be 200 watt,pen lights erected on a 6 foot upsweep arm and that in commercial areas the lighting be 300 watt in enclosed fixtures. CARRIED RESOLUTION NUMBER 167 H.QVED by Mr. Pugh, seconded by Mr. Julian, that the Township Engineer be désignated to oversee all street lightinC. CARRIED RESOLUTION NUMBER 168 MOVED by Mr. Julian, seconded by Mr. Pugh, that Clerk be instructed to write a letter to the Secretary ot each school board which has retarded children attending Retarded Children's School, requesting a donation of at least Ten Dollars <$10.00) per month per child. CARRIED Councillor James reported that the Recreation Committee had met and recommended that the Council sell the five Township lots in Rouge West and the money be used to purchase Wellington Chester barn in West Rouge to be fixed up as a Recreational Centre to be operated by the West Rouge Kiwanis Club. Also options would be taken on several lots near the barn. RESOLUTION NUMBER 169 MOVED by Mr. James, seconded by Mr. Pugh, tþat this Council is interested in the proposal of the West Rouge Kiwanis Club and asks that the Recreation Comaittee proceed with f~her discussions with West Rouge Kiwanis Club on the, proposal. CARRIED YEAS - Messrs. James, Pugh, Lawson, Stewart, Julian Nays - Mr. Scott BY-LAW NUMBER 2255 Mr. Pugh, seconded by Mr. James,Dloves tor leave to introduce a By-Law of the Township or Pickering to authorize fees to be charged for hunting licenses and that same now be read a first time. Mr. Pugh, seconded by Mr. Scott, moves that By-Law Number 2255 to authorize fees to be charged for hunting licenses be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. --3 .. By-Law Number 2255 (continued) Mr. Pugh, seconded by Mr. Julian, moves that the report of the Committee of the Whole on By-Law Number 2255 be adopted, and 'that the said By-Law be now read a Third time and PASSED; that the neeve and Clerk sign the same, and the Seal o~ the Corporation be af~ixed thereto. CARRIED MOVED by Mr. ~ulian, seconded by Mr. Pugh, that the accounts, amounting to ¡ 1,290.79,~as reported by the WELFARE COMMITTEE. be adopted. CARRIED Clerks Instructions 1. Advise H. Ashton that Mr. Godson too busy to attend Engineers' Civil ( .1Je~ence school at Arnprior. 2. Mr. Godson report next meeting - (1) Beechview Avenue (2) Stenabough problem, (3) Path to taughan Willard School. 3. Ask Mr. Thompson to take action againstovners of goats in Glendale Subdivision {about Sheet No. 67) 4. Contact Town of Ajax re poundary Roads reply within 15 days. Lights 5. Get petition for Streetj in Rouge Highlands then ask for Estimate from Hydro of cost. 6. Change By-Law Number 2073 re Zoning ,of Liverpool subdivisions permitting attached garages to 4 ~eet from lot line. (Now the Association wants it to include all garages) 7.
