PRESENT: William G. Lawson, in the Chair J. Sherman Scott Sidney S. J. Pugh Edgar James J. S. Chapman Glenn Julian Robert L. Stewart L. T. Johnston, Clerk The following CORRESPONDENCE was read: 1. Department of Health, Notice - Order-In-Council approving Pickering-Ajax Health Unit and advising that W. G. Newman is appointed to represent Government on Board. 2. Jesuit House of Retreats, complaining about the condition of side11ne between Lots 22 and 23 in Concession 1 and 2. Engineer inspect and report to Council. 3. William T. Cook, Solicitor, advising he represents eighteen owners near Pickering Beach Road-and Highway 401 who object to the closing of Pickering Beach Road at Highway 401. Mr. Cook claims he will stop such closing if possible. 4. Solicitors for owner, Lot 48, Plan 612, asking Council to approve by resolution, site of house on such lot, which is two feet too close to street side line. 5. T. M. Moore, advising that the Municipal Board has reserved its decision re closing Dixie and Fairport Beach Roads at Highway 401 until certaill safeguards are prepared re By-Pass road to be built south of Highway 401 between Dixie Road and Fairport Beach Road. 6. Mr. Klèinjohann. Woodview Road, submitted petition of eight neighbours who have withdrawn their objections to his having a Kennel License. Mr. A. J. Thompson recommends the granting of a Kennel License. The following PERSONS, on MOTION, were heard: 1. Messrs. Little and ~ancock, of Project Planning Associates, stated they were prepared to stùdy the social and economic aspects of the proposed Whitevale Development area, as submitted by Irmac Corporation Limited. 2. Mr. Kleinjohann requested Kennel License. 3. Mr. Saklaris, owner of Greenwood Park, secured permission to erect a cabin 20' X 20' last year in the park to live in while park operated. Now, owing to a break-in, he requested permission to build a year-round home of the cabin with a floor area of about 800 square feet. NO ACTION 4. C. E. Morley and Frank Cowan submitted a report on part of our insurance. As the report was not complete and the hour late, it was agreed that they should meet the Finance Committee Thursday, April 25th, at 8 P. M. MOVED by Mr. Pugh, seconded by Mr. Stewart, that a Kennel License be granted 1vr Mr. Kleinjohann. CARRIED MOVED by Mr. Stewart, seconded by Mr. Chapman, that the firm of Project Planning Associates be engaged to bring in a report on the social and economic I set-up of proposed plan of Irmac Corporation Limited for the development of 1) 3400 to 5000 acres of the Whitevale Area at a cost not to exceed $1500.00 within five weeks. / CARRIED - 2 - The Reeve appointed Messrs. James, Stewart, Chapman, Pugh and Julian á Committee to investigate Provincial grants to Township Recreation Committees - how local areas could organize to take benefit of such grants. A price of $2,280.00 was submitted by Mr. G9dson as being cost of ditching, gravelling Stroud Road, plus cost of private culverts. submit petition as a local improvement, based on frontage, but no to be ca~o.lated nver 2QO feet. MOVED by Mr. Chapman seconded by Mr.Stewartthat: WHEREAS By-Law Number 1978 provides for a set-back of 10 feet on the street 1 L side yard of oorner houses in West Rouge and under By-Law Number 1984 said set-back was amended to read 15 feet; AND WHEREAS the house on Lot 48, Plan 612, ~s located 13' It" from street lot line at north end and l2'll!" from street lot line at south end; grading, Clerk frontage BE IT THEREFORE RESOLVED that the amending By~Law Number 1984 wherein is stated in Clause 2, Section 6.1.3.2. "In the case of a building on a corner lot, the minimum distance from the side lot line on the street side shall be fifteen (15) feet" shall have no effect in so far as,'Lot 48, Plan 612, is concerned. CARRIED FIRE REPORT Your Standing Committee on FIRE begs leave to report and recommends payment of åecoftnts in the total of-¡-490.74. All of which is respectfully submitted. "R. Stewart" - Chairman MOVED by Mr. Stewart, seconded by Mr. Chapman, that the report of the Standing Committee on FIRE, as just read, be adopted. CARRIED BY-LAW NUMBER 2228 (Two Readings) Mr. Pugh, seconded by Mr. Julian, moves for leave to introduce a By-Law of the Township of Pickering to authorize the borrowing of $ 65,000.00 for Public School purposes, upon Debentures, and that same now be read a first time. Mr. Pugh, seconded by Mr. Scott, moves that By-Law Number 2228 to authorize the borrowing of $ 65,000.00 upon debentures for school purposes, be now read a second time, and Council go into Committee of the Whole thereon. BY-LAW NUMBER 2185 (Third Reading~ Mr. Scott, seconded by Mr. Julian, moves that the report of the Committee of the Whole on By-Law Number 2185 to authorize the borrowing of $ 153,000.00 upon debentures for school purposes, be adopted, and that the said By-Law be now read a Third time and passed; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2225 (Third Reading) Mr. Stewart, seconded by Mr. Pugh, moves that the report of the Committee of the Whole on By-Law Number 2225 to amend By-Law Number 2097 and to repeal By-Law Number 2219, be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2186 (Third Reading) Mr. Stewart, seconded by Mr. Scott, moves that the report of the Committee of the Whole on By-Law Number 2186 to authorize the borrowing of $88,834.92 upon Debentures for the installation of a waterworks system, be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED - 3 - BY-LAW NUMBER 2233 (Two Readings) Mr. Scott, seconded by Mr. Stewart, moves for leave to introduce a By-Law of the Township of Pickering to regulate the bulk and curtilage or all dwelling houses hereafter to be erected in the Township~of Pickering, excepting those lands lying to west of the Rouge River, and that same now be read a first time. Mr. Scott, seconded by Mr. Julian, moves that By-Law Number 2233 to regulate the bulk and curtilage of all dwelling houses hereafter to be erected in the Township of Pickering, excepting those lands lying to west of the Rouge River, be now read a second time, and that Council go into Committee of the Whole thereon. Clerk to advise Mr. Kaskiw that all houses must be properly located on lots relative to street set-backs and sideyards. AGREED that next meeting be held April 29th, at 8 P. M.
