Civi~ Administration - article by Municipal Service Company, of Oakville, who will survey an~ area, set up a street numbering system, provide and place numbers for 11.50 per house. 2. Report of the. ppblic Ut~liti~s Committee re Garbag~ Collection 6. Committee met on Mon.ay, January 7th, at 7:30 p.m. at the home of Mr. Scott. PRESENT: Glenn Julian Jack Chapman J. Sherman Scott R. Watson, Garbage Collector Mr. Watson's proposal was that his present rate of $5.00 per house per annum for garbage collection be increased to approximately $7.75 per house; this figure was later reduced to $7.00. The Committee offered Mr. Watson $6.30 per house per annum, which offer Mr. Watson felt he ceuld not accept. The Committee felt that, in fairness to all, they could not raise their offer abeve $6.30 without advertising for new tenders fœ garbage collection. Mr. Watson informed the Committee that he would not be collecting the garbage arter January 15th. Me.ber of the Committee expressed the opinion that probably the most satis- factory solution to the present problem of garbage collection was for the Township to set .p a Depart.ent and to purchase a truck of' trucks and to hire men to pick up the garbage and not contract this work done. It is felt that in this way a more satisfactory service could be rendered the ratepayers than could be supplied by private collectors operating on a contract. ---~--~------------------~--- Mr. Lawson and Mr. Hicks (¡oad Foreman) met with Mr. Scott for a few minutes late Tuesday evening, January 8th. - 2 - Among other things the matter of garbage collection was discussed and Mr. Hicks said that he thought the International K 7 truck which the Road Depart- ment had traded to Jos. Burrows would make a satisfactory garbage truck. It was suggested that $500.00 would be a reasonable price for this truck. We were joined later by Councillors Pugh, James and Stewart (from Livestock Committee meeting at Mr. Stewart's) and they expressed their willingness to go along with the Public Utilities Committee if the Public Utilities Committee recommended that the Township set up its own Department to piok up garbage. Committee met on Wednesday. January 9th. at 7:30 P. m. PRESENT: J. S. Chapman Glenn Julian J. S. Scott Committee proceeded to Brougham to discuss garbage collection with Mr. Hicks and Mr. Allan Carleton (an employee of Mr. Watson). After ta1king with these men, the Committee proceeded to Fairport Road North to see Mr. Cockrane (another employee of Mr. Watson). ---~~----------~--~----- The Committee decided to recommend to the Council: Tbt the Township purchase the International K 7 truok from Jos. Burrows for something in the neighbour- hood or t500.00 and that Mr. Burrows grind the valves and otherwise put the tru~ in good running order; that the box of the truck be enlarged and built up ~ the purpose of hauling garbage (Mr. Chapman is taking care of the details); that the three employees of Mr. Watson presently employed on the garbage truck be engaged at the same rate of pay and other conditions as the Township now pays to employees of the Road Department. The Township to start garbage pick-up on January 16th. While the Committee feels that to start with three men can pick up the garbage; it is felt to make an efficient department there should be a staff of four men and a spare truck and the Committee will make further recommendations in this connection before the 1957 Budget is struck. "J. S. Scott" Chairman Councillor Ja~ reported his Committee recommended that a 20' X 20' double garage be purchased from Combrie Lumber Company for price of $355.60, plus $85.00 for erection ~lus $76.80 for insulation and purohase from Mr. Major of pine flooring for '38.00. They recommended that sheet metal be placed under each dog pen and Hydro be installed. Expected all to be in readiness by end of week. MOVED by Mr. James, seconded by Mr. Pugh, that this report be accepted. CARRIED AGREED that Welfare Department submit account on 15th of each month, subject to change by end of month. BY-LAW NUMBER 2205 Mr. Stewart, seoonded by Mr. Julian, moves for leave to introduce a By-Law of the Township of Pickering to appoint an Inspector to enforce the Trench Excavator: Protection Act in Pickering Township, and that same now be read a first time. Mr. Stewart, seconded by Mr. Scott, moves that By-Law Number 2205 to appoint an Inspector to enforce the Trench Excavators' Protection Act in Pickering Township, BE NOW READ A SECOND TIB, and that Council go into Committee of the Whole thereon. The Committee of the Wþole arises and reports the By-Law as read. Mr. Stewart, seconded by Mr. James, moves that the report of the Committee of the Whole on By-Law Number 2205 to appoint an Inspector to enforce the Trench Excavators' Protection Act in Pickering Township, be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Co~poration be affixed thereto. CARRIED - 3 - BY-LAW NUMBER 2206 Mr. James, seconded by Mr. Chapman, moves for leave to introduce a By-Law of the Township of Pickering to appoint members to the Township of Pickering Planning Board, and that same now be read a first time. Mr. James, seconded by Mr. Scott, moves that By-Law Number 2206 to appoint members to the Township of ~ckering Planning Board, be now read a second time, and that Council go into Com~ittee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. James, seconded by Mr. Stewart, moves that the report of the Committee of the Whole on By-Law Number 2206 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2207 Mr. Chapman, seconded by Mr. Pugh, moves tor leave to introduce a By-Law of the Township of Pickering to appoint members to a Court of Revision of the Assessment Rolls in the year 1957, and that same now be read a first time. Mr. Chapman, seconded by Mr. James, moves that By-Law Number 2907 to appoint members to a Court of Revision of the Assessment Rolls in the year 1957, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Chapman, seconded by Mr. Julian, moves that the report of the Committee of the Whole on By-Law Number 2207 to appoint members to a Court of Revision of the Assessment Rolls in the year 1957, be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal ot the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2208 Mr. Scott, seconded by Mr. James, moves tor leave to introduce a By-Law of the Township of Pickering to take over and assume as a Township road a certain road in Plan 284, and that said By-Law be now read a first time. Mr. Scott, seconded by Mr. Chapman, moves that By-Law Number 2208 to take over and assume as a Township road a certain road in Plan 284, be now read a second time and Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Scott, seconded by Mr. Stewart, moves that the report of the Committee of the Whole on By-Law Number 2208 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2209 Mr. Scott, seconded by Mr. Stewart, moves for leave to introduce a By-Law of the Township of Pickering to take over and assume as a Township road a certain road in Plan 233, and that same now be read a first time. Mr. Scott, seconded by Mr. Julian, moves that By-Law Number 2209 to take over and assume as a Township road a certain road in Plan 233, be now read a second time and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Scott, seconded by Mr. Pugh, moves that the report of the Committee of the Whole on By-Law Number 2209 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED - 4 - BY-LAW NUMBER 221Q Mr. Julian, seconded by Mr. Stewart, moves for leave to introduce a By-Law of the Township of Pjckering to regulate the use of land and the character, location, and use of buildings and structures in certain plans (435, 459 and 507) of the Township of Pickering, and that same now be read a first time. Mr. Julian, seconded by Mr. Scott, moves that By-Law Number 2210 to regulate the use of land and the character location and use of buildings and structures in certain plans (435, 459 and 507) of the Township of Pickering, be now read a second time and Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Julian, seconded by Mr. Chapman, moves that the report of the Committee of the Whole on By-Law Number 2210 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED CLERK'S INSTRUCTIONS 1. Advertise for Warble-Fly Inspector if Mr. McTaggart will not accept. 2. Planning Board consider sideyards and corner lots when preparing Zoning By-Law. 3. Councillor J. Chapman will see W. H. Westney re R. D. H. P. 4. Order spare tire for garbage truck. 5. Submit 1956 budget and mill rates to members. 6. Prepare resolution for members of Industrial Committee for next meeting. AGREED Council ~eet January 21st at 8 P. M.
