HomeMy WebLinkAboutSeptember 12, 1955 M U N I C I PAL B U I L DIN G BROUGHAM An Emergent Meeting of Council was held on MONDAY the TWELFTH day of SEPTEMBER. 1955, at EIGHT o'clock in the evening. PRESENT: George T. Todd, in the Chair William G. Newman William G. Lawson Sidney S. Pugh J. Sherman Scott L. T. Johnston, Clerk Brian Ruddy, Engineer Douglas PIitz, Deputy-Clerk The following PERSONS on MOTION, were heard: 1. Frank Routley submitted an application for the paving of the Pickering Beach Road. This was supported by a short Brief signed by the President of the Home and School Association, Mothers' Auxiliary, Stanley Mann, and School Section No.1. In short, they claimed that the Pickering Beach Road had been most hard to keep up and breaks up very badly each Spring. Population of the Beach area is 527 and they calculated that the actual number of single trips weekly over the Pickering Beach Road to be 3,454. 2. Stanley Mann discussed: (a) His request for a Rifle Club. Mr. Pugh agreed to bring before the Game Committee. (b) Shoal Point Road. Mr. Ruddy had knowledge that C. M. &,H. had let a contract to Miller Paving to do this work, but would contact C. M. & H. as to when they expected it to be done. (c) Seabreeze Road, gravelled by Mr. Mann 3 or 4 years ago. He thought it had been taken over by Township. Agreed Mr. Ruddy meet Mr. Mann and go over the road. 3. Les. Culham and four owners of Pine Drive south of Erskine Cemetery asked that their road be scrap~d ·by.maintainer and snow removed in winter. Council agreed this be done for a nominal charge. 4. Mr. McLeod of Oakwood Drive, Plan 350, asked permission to move in a hen house 12 feet by 24 feet from Scarborough. MOVED by Mr. Lawson, seconded by Mr. Pugh, that Mr. McLeod be granted this 'permission and that Mr. McLeod sign a statement that it will not be lived in . CARRIED 5. Mr. Robert Watson asked about pension refund (By-Law ready for passing)- and objected to tires and bottles on Concession 2 between Valley Farn, Road and Brock Road. Clerk to inform By-Law Enforcement Offi.cer A. J. Thompson. 6. Edward Bennett inquired about: (a) Ditches, Glendale. Expect Road Department to clean up this month. (b) Asked that Glendale and Liverpool Road north of Highway 2 be placed on paving list. No Action. (c) Moncrieff - 2-family house. Was before the Zoning By-Law. (d) Weeds on lots. Have adjacent owners contact Municipal Building for Weed Inspector. 7. Andrew Dand asked Council's views on his erecting a Skating Rink with artificial ice on Plan 284, Lot 76. Council were quite in favour of such a project but required Mr. Dand to get approval from the Ratepayers' Association before application is made to the Ontario Municipal Board for approval. - 2 - The following CORRESPONDENCE was read: 1. W. G. Manning. Notice of Appeal, Village of Cannington against 1955 County Assessment. 2. Department of Municipal Affairs. Notice of Appeal, Village of Cannington against 1955 County Assessment. 3. Ontario Municipal Board - approval $ 58,500.00 for School Section 3 West. MOVED by Mr. Lawson, seconded by Mr. Pugh, that W. O. Bennett be granted a refund of $ 200.00 of the $ 632.00 survey costs for Tax Deed, providing that Mr. Bennett sign a clear release. CARRIED \ MOVED by Mr. Newman, seconded by Mr. Lawson, that Proctor, Redfern and Laughlin be inst.ructed to re-vamp their latest water proposal from the Lake at Frenchman's Bay to serve a proposed 100 lot subdivision in Nurse property, Concession 1, Lot 22, 100 lot subdivision in Hough property, Concession 1, Lot 23, and 100 lot subdivision in C. M. Risk property, Concession 1, Lot 24, for Walker, and that such cost be at the expense of the subdividers. CARRIED AGREED that this Council recommend to incoming 1956 Council that Pickering Beach Road ~rom Base Line south for Ii miles be prepared in 1956 for paving. The Reeve appointed Messrs. Lawson and Newman, together with Messrs. D. Goslin, B. Ruddy, F. Prouse, and T. Moore to act with Mr. Clarke and Mr. Ritchie on Planning Board to bring in a Commercial Building By-Law and discuss industrial promotion. MOVED by Mr. Lawson, seconded by Mr. Pugh, that Mr. Brian Ruddy, Engineer of the Township of Pickering, be appointed to enforce the Trench Excavators Act and Regulations. CARRIED MOVED by Mr.. Lawson, seconded by Mr. Pugh, that Frank MacFarlane act as Building I spector for the period from September 6th to September 24th, 1955, while FranK Prouse, Building Inspector, is on vacation, with Building Permits being issued by Deputy-Clerk Douglas Piitz at Municipal Office, the said Frank MacFarlane to receive a salary of Five Dollars ($5.00) per day and Eight Cents (S¢) per mile travelled on Township business. CARRIED \ ( \ ( ... CLERK'S INSTRUCTIONS 1. Get copy of "Order Form" from Ontario Municipal Board. 2. Prepare By-Law for land use on recent subdivisions, also Zoning against livestock and fowl. <. 3. Advise Clifford Wells that a cheque for $2,000.00 sent on account of Police Station May 31st last, leaving balance of Seven Hundred odd dollars. ... 4. Ask Oshawa H. E. P. C. to change bulbs on Harwood Drive from 100 Watt to 300 Watt. ( 5. Get copies of Commercial By-Laws from Department of Planning and Development, Etobicoke, Toronto Township, and Scarborough. BY-LAW NUMBER NUMBER.;t i / 1 (Two Readings) Mr. Pugh, seconded by Mr. Lawson, moves for leave to introduce a By-Law of the Township of Pickering to authorize a franchise agreement between the Cor- poration and the Consumers' Gas Company of Toronto, and that same now be read a first time. Mr. Pugh, seconded by Mr. Scot t, moves that By-Law Number.:11 Ie::¡ to authorize a franchise agreement between the Corporation and the Consumers' Gas Company of Toronto be now read a second time, and that Council go into Committee of the Whole thereon. - 3 - BY-LAW NUMBER 2101 (Pension) Mr. Lawson, seconded by Mr. Pugh, moves for leave to introduce a By-Law of the Township of Pickering to amend By-Law Number 1876 and Schedule "A" attached thereto, and that same now be read a first time. Mr. Lawson, seconded by Mr. Scott, nloves that By-Law Number 2l0~ to amend By-Law Number 1876 and Schedule "A" attached thereto, be now read a second time and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Lawson, seconded by Mr. Newman, moves that the report of the Committee of the Whole on By-Law Number 210~ be adopted, and that the said By-Law be now read a third time and passed; that the Reeve and Clerk sign the same, and that the Seal of the Corporation be affixed thereto.
