HomeMy WebLinkAboutJanuary 10, 1955 MUNICIPAL BUILDING BROUGHAM Pursuant to the Statute, the Members-Elect of the Municipal Council of the Township of Pickering, met on JANUARY 10, 1955, at the hour of ELEVEN o'clock in the forenoon, viz: George T. Todd - Reeve-Elect William G. Newman - leputy-Reeve Elect William G. Lawson - Councillor-Elect Sidney Pugh - Councillor Elect J. Sherman Scott - Councillor Elect The Members-Elect, having taken the Oath of Allegiance to Her Majesty, Queen Elizabeth II, and the Declaration of Qualification on the day of Nomination, took before the Clerk their respective Declarations of Office, and took their seats at the Council Board, the Reeve in the Chair. ' Rev. H. Moore, Greenwood, conducted the devotional address, and on MOTION of Mr. Newman, seconded by Mr. Pugh, a vote of thanks was tendered him. Messrs. Noyes and Skidmore, and Mrs. Pyette all wished the incoming Council a successful 1955. Mr. Todd asked the members to weigh each decision well, did want difference of opinion, but hoped that all members would co-operate with the majority decision. He also outlined some important questions that would be brought before Council during the year. On MOTION of Mr. Newman, seconded by Mr. Lawson, the Minutes of meeting held December 30th were approved. Richardson~ Chief Conservation Engjneer, Department of Planning, advised that Council had no authority to remove debris rrom streams if owner of lands objected, but he expected that if Council would cut the wood for the owner, everything could be arranged satisfactorily. S. 17, asked Council's opinion about their beooming a Union Section by taking in 1000 acres rrom Township or Uxbridge. The Trustees were directed to find out assessments and possible increase in population in the Uxbridge Area and reoommended that they oharge full cost of' educa-ting the Uxbridge pupils. Mr. T. C. Keefer, of the Association of' Professional Engineers, discussed our Planning from Venchiarutti and Venchiarutti, aoting f'or our Township and proposed subdividers in our Township at the same time. < " Mr. Haynes, of Horton, Carr and Haynes, Engineers, also discussed the foregoing. C.A. Sterritt reported that he had made 122 investigations in school attendance work, and that the work was increasing, and that he considered the position worth $ 600.00 per year, plus miieage. F. J. Prouse reported rewer Building Permits issued in 1954 than 1953, but of greater value. He stated he had been ill but expeoted that in several weeks he would be able to carry on his duties. Mr. Ravey, of Dunbarton, applied for a Taxi License and had approval of the Police Chief'. .. { " , Roy Ward, Road Superintendent, disoussed road matters. .... /~ ./" - 3 - 9. D. AGREED that as the Ajax Piokering Hospital would be quite a financial burden, no grant be made to Hospital f'or Siok Children. MOVED by Mr. Lawson, seoonded by Mr. Pugh, that Township join the Association of Assessing Orfioers of' Ontario ror 1955 at f'ee or $lO.OO. CARRIED MOVED by Mr. Newman, seoonded by Mr. Lawson, that Township endorse City of Port Arthur resolution: "WHEREAS The Workmen's Compensation Act, by order of' the Legislature was amended on April 2nd, 1953, to increase pensions or dependent widows rrom $50.00 to $75.00 per month and dependent children f'rom $12.00 to $25.00 per month and as widows and ohildren who were receiving com- pensation prior to the changes in the Act have not been covered by the amendments and are rinding it dirricult to provide the neoessities or life; THEREFORE BE IT RESOLVED that the Council of the City or Port Arthur petition the Provincial Government to amend the Act to make the provisions or the Act available to those reoeiving compensation prior to April 2nd, 1953; AND THAT a copy of this resolution be forwarded to all municipalities in Ontario with a population of 5,000 or over ror endorsement." CARRIED MOVED by Mr. Lawson, seconded by Mr. Newman, that Treasurer pay R. B. Wells $ 6,000.00 - 15% - on account or new Police Butlding. CARRIED AGREED Police Commission meet John Fallaise and R. B. Wells at new Police Büilding to inspeot. MOVED by Mr. Newman, seconded granted two taxi-cab licenses operate within the boundaries basis. by Mr. Scott, that Robert O. Lawson, seconded by Mr. Newman, that the Assessment Commissioner be and he is hereby empowered to retain T. M. Moore, Barrister, to proseoute an Appeal against revised assessment on Roll No. 1228, made by His Honour, Judge Pritohard, befoee the Municipal Board. BY-LAW NUMBER 2056 Mr. Lawson, seconded by Mr. Pugh, moves ror leave to introduce a By-Law of the Towns~P of Pickering to authorize the borrowing of' $ 75,000.00 to meet, until the taxes are collected, the current expenditures or the Munioipality for the year, and that same now be read a f'irst time. ( Mr. Lawson, seconded by Mr. Scott, moves that By-Law Number 2056 to auihorize the borrowing of $ 75,000.00 to meet, until the taxes are colleoted, the current expenditures of the Municipality f'or the year, and that same now be read a second time, and that Council go into Committee of' the Whole thereon. Mr. Lawson, seconded by Mr. Pugh moves that the Report of the Committee of the Whole on By-Law No. 2056 be adopted and that the said By--Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and that the Seal of the Corporation be aff'ixed thereto. CARRIED BY - LAW NUMBER 2057 Mr. Lawson, seconded by Mr. Pugh, moves ror leave to introduce a By-Law of the Township of Piokering to appoint pound-keepers and Fenoeviewers for the Municipality of' the Township or Pickering for the year 1955, and that same now be read a first time. Mr. Lawson, seconded by Mr. Soott, moves that By-Law Number 2057 to appoint pound-Keepers and Fenceviewers for the Municipality or the Township of Pickering f'or the year 1955, be now read a seoond time, and that Council go into Committee of the Whole thereon. CARRIED BY-LAW NUMBER 2059 Mr. Newman, seconded by Mr. Scott, moves for leave to introduoe a By-Law of the Township of Piokering to appoint a Valuer or Sheep and other Live- stook worried by dogs in the Township of' Pickering in the year 1955, and that same now be read a first time. Mr. Newman, seconded by Mr. Pugh, moves that By-Law Number 2059 to appoint a Valuer or Sheep and other Livestock worried by dogs in the Township or Piokering in the year 1955, be now read a second time, and that Counoil go into Committee of the Whole thereon. The Committee or the Whole then arose and reported. Mr. Newman, seoonded by Mr. Lawson, moves that the report of' the Committee of the Whole on By-Law No. 2059 be adopted, and that the said By--Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and that the Seal of' the Corporation be af'fixed thereto.
