PRESENT: C. W. Laycox. in the Chair Mrs. J~ L. McPherson Harvey Spang Don ald Waring John Campbell Hubert Wank L. T. Johnston, Clerk The following CORRESPONDENCE was considered. l. Mr. Fie will appear and ask Council to reconsider his application for a permit to build a boat house on west Sandbar on Frenchman's Bay. 2. Michael and Alex Picov ask for an extension of option for their offer to purchase approximately 1 acre of land on west side of water plant. Clerk ask Messrs. Picov why this acre is necessary to them. 3. Postmaster General re Bay Ridges and area postal service. See resolution ~l3/64. 4. Township EQ~ineer asks that he be permitted to call for tenders for lO,OOO eet of snow fence. See resolution ~1~/6~. 5. Pickering Township School Area No.2 say they would need 6,000 square feet of new municipal building. They ask for terms and costs of such space. Tabled. 6. The Burlington Gazette will congratulate the Town of Burlington re their new municipal building for $7.00. No action. 7. Resolution - Fire Committee - one Township rate in 1965. Tabled. Clerk write all Fire Chiefs advising of proposal. 8. Township Engineer submits 10 applications for Assistant Building Inspector. Cecil Hollinger recommended at salary of $5,200.00 - maximum $6,000.00. See resolution.~l5/64/ 9. Solicitor for Rouge Hills Golf Club asks for a fixed assessment. Tabled for a report by the Assessment Commissioner. lOt Resolution to authorize Reeve and Treasurer to borrow in excess of 70% of estimated 1964 revenue. Resolution No. ~08/6~. ll. Racey & MacCallum & Associates soil tested our Industrial acreage at lot 20, Con. B.F. R 3 - 8 holes for $~88.57. Mr. Poulsson agreed to soil test with back hoe. AGREED Mr. Poulsson do the work but submit a report. 12. Mr. Poulsson reported that due to Lake Ontario water level dropping to 243.56 feet; that it may go to 242 feet, and as there is only enough water in filtration gallery at West Rouge for 48 hours, prompt action must be taken to secure a water supply. On July 25, 1963, the Engineer discussed with Scarboro the possib- ility of taking water from their mains on Port Union Road. It was agreed this could be done in case of an emergency. See resolution No. ~l6/64~ (2) Mr. Poulsson asked that a sewer cleaner be purchased. See resolution No. 4l1/6~. con tinued... 2 12. Zeidler & Strong submit requirements of various Department Heads re new municipal building. They will now make sketch. 14, County cost of assessing for first 10 months of 196~ to Pickering Township - $25,038.58. Township budget for 1964 - $32,365.00. lS, J. C. McClelland submits copy of referee's Report on School Area No. 1. All Schools go in on even terms on January l, 1965, except Audley who will pay 3 mills extra for 2 years. 16, The Bell Telephone Company state why an increase in cost of telephone service for Dunbartcn exchange is necessary. Over 20,000 telephones for free calliagputs them in another rate structure. 17, Mrs. Fred Hicks and family thanks for sympathy in death of her husband. 18. Ontario Provincial Police will ch~ck speed of trucks through Audley. J.9.. -.C~erk got following information re County Government from a respDDsible official in Department of Municipal Affairs. "Regi onal Government" - not f or a long time. '1fCourty _G-overnment" - permissive legislation in 1965. Thinks that main Tow~ship services will go to County gradually; health, assessment, welfare. planning, main roads, with tax notices from County with I.B.M. equipment. Municipalities will ask to have services taken over. not forced from the Provincial level. Pickering Township needs a new building, build it keeping in mind that the present Departments will gradually go ~o the County. Townships will not disappear for many years. It was AGREED that Council meet in Committee of the Whole with Engine~r and Planning Director and make a decision after Council members view the property. RESOLUTION NUMBER ~Oa/64 MOVED-"15"ÿ Rr~ --W-ârik ~ seconded by Mr. Spang, that the Reeve and Treasurer be and are hereby authorized, subject to the apprQval of the Ontario Municipal Board. to borrow from Canadian Imperial Bank of Commerce money in excess of 70% of the uncollected balance of the estimated revenues of the Township as set forth in the estimates adopted for the year 196~ and that application be ma4e to the Ontario Municipal Board for approval of such borrowing. AND WHEREAS the Council of the Township of Pickering .~e of the opinion that to charge these collector sidewalks to various l09al areas would éon tinued ... 3 Resolution No. ~09/6~ cont'd be inequitable, be difficult to delineate these areas and result in a multitude of extra mill rates, !E IT RESOLVED THAT a program for collector sidewalks be initituted on a priority basis, AND BE IT FURTHER RESOLVED that there be two areas - namely School Area No.1 and School Area No.2, AND BE IT FURTHER RESOLVED that an individual rate be levied against each area for sidewalks in that area. AND BE If FURTHER RESOLVED that sidewalks be constructed on a priority basis with due regard to vehicular traffic, child pedestrian traffic, lighting and in accordance with recommendations made by the Chief of Police and other interested Department Heads. CARRIED , RESOLUTION NUMBER 4l0/6~ MOVED by Mr. Campbell, seconded by Mr. Waring, that the tender of Jphn Sedore for snow fence at a cost of $l3.50 per 100 feet. 3% Ontario S~les Tax extra. F.O.B. Brougham, be accepted, this being one of the lowest teDders and in accordance with the Township Engineer's recommend- ation. CARRIED RESOLUTION NUMBER ~11/64 M~VED by Mr. Wank, Seconded by Mr. Campbell, that the Engineer be authorized to purchase a compact sewer rodder complete with accessories at a cost of $~,700.00 in accordance with letter dated November 23, 1964. and if possible the invoice be submitted in January, 1965. CARRIED RESOLUTION NUMBER ~12/64 MOVED by Mr. Waring, seconded by Mr. Campbell, a petition for signature of owners in Fairport street lighting. that the Clerk prepare for them to secure CARRIED : R~SOLUTION NUMBER ~13/64 MpVED by Mr. Campbell, seconded by Mr. Wank, that the Council of the Township of Pickering request the Postmaster General that all mail receiving areas in the Southern part of the Township be designated by the name of the particular area PLUS "South Pickering". This request is in accordance with the Postmaster General's suggestion in his letter . dated November 12, 196~. Mr. Waring. seconded by Mr. Campbell, moves that By-Law Number 2935 to street number East Woodlands area be now read a second time. and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Waring, seconded by Mrs. McPherson. moves that the report of the Committee of the Whole on By-Law No. 2935 be adopted. and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same. and the Seal of the Corporation be affixed thereto. (Hillview Road) Mrs. McPherson. seconded by Mr.Spang. moves that By-Law Number 2937 to authorize speed limits be now read a second time. and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mrs. McPherson. seconded by Mr. Campbell. moves that the æport of the Committee of the Whole on By~Law No. 2937 be adopted. CARRIED 5 BY-LAW NUMBER 2938 Mr. Campbell, seconded by Mr. Waring. moves for leave to introduce a By-Law of the Township of Pickering to provide for places for receiving the votes of the ~ublic School supporters in Township School Area Number One (1) ror the year 1964 and to name Deputy Returning Officers who will preside thereat. and that same now be read a first time. Mr. Campbell, seconded by Mrs. McPherson, moves that By-Law Number 2938 to provide for places for receiving the votes of the Public School supporters in Township School Area Number One (1) for the year 196~ and to name Deputy Re*urning Officers who -will preside thereat be now read a second time. and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. CARRIED BY-LAW NUMBER 2939 Mr. Wank. seconded by Mr. Spang, moves for leave to introduce a By~Lew of the Township of Pickering to amend By-Law Number 2848 which appointed members to the Planning Board. and that same now be read a first time. Mr. Wank. seconded by Mrs. McPherson. moves that By~Lew Number 2939 to amend By-Law Number 28~8 which appointed members to the PlanBing Boa~d be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Wank~ seconded by Mr. Waring. moves that the report of the Committee of the Whole on By-Law No. 2939 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same. and the Seal of the Corporation be affixed ther~to. AGREED that Township advance a further $l.500.00 to $5,000..00 to Rougedale Acres to build two head walls to stop fill going into sewers. All of such funds to be returned to Township on sale of lots. Copies of 1964 Assessment costs to be mailed to Councillors. On Motion of Mr. Campbell the meeting adjourned at 11:lO p. m. APP ROVED f/- '7 / 196~ ONTARIO MUNICIPAL BOARD HEARING COUNCIL CHAMBERS. BROUGHAM. 11 a.m. NOVEMBER 20. 196~ Questions: (1) That Council be permitted to spend $300.000.00 on a new municipal building and issue $225.000.00 debentures therefor. (2) That such expenditure may be made without a vote of the electorate. Mr. J. A. Taylor, solicitor for the Township. explained the need for the building. W. H. Westney objected on grounds of applications to split township. debt, and need fõr the building should many departments go to the County. Alan Lishman objected on same grounds as Mr. Westney. Councillor W. G. Newman objected on same grounds and -thought such building premature. Walter Bergman objected because of debt, high taxes, and need of other services. that notice of meeting was not publicized enough -- only Pickering News. John B. Regan objected on similar grounds to Mr. Bergman. Andrew Dand objected on same grounds as Mr. Bergman. Deputi Reeve Mrs. McPherson thought the ratepayers should vote on it. Reeve C. W. Laycox supported the by-law. The Board stated they would submit their decision early next we.k.
