W. Laycox, in the Chair Mrs. J. L. McPherson Harvey Spang W m . G . New m an John Campbell Hubert Wank L. T. Johnston, Clerk The following CORRESPONDENCE was considered. 1. J. A. MacDonald, solicitor for certain ratepayers in Rouge Dale Acres. stated Council had made no attempt to improve roads, etc., in Rouge Dale Acres. 2. Names submitted for Planning Board member: 3. Metro Toronto & Re ion Conservation Authority ask Township to deed 76 acres 1n lower Rouge to t em for 2.00. Township has Tax Deeds to 63.56 acres; 196~ Assessment Roll shows 37.82 acres; the Authority claim 76 acres - 196~ assessment on all lands $5660.00. No action until Assessment Commissioner reports. The Planning Board have permitted Ebers to build a farm house on his 13 acres in Concession 5, Lot 5, providing he builds large turkey shed before he occupies the house. 7. Postmaster General re "Ajax" post office. It is not necessary to use "Arjax" on the address to anyone in Bay Ridges, Pickering Beach, Fairport, Fairport Beach. 8. Dunbarton High School Commencement, Friday, November 20~ 196~, Council and staff invited. Invitation also to Pickering High School commencement on Friday, November l3. 1964. 9. Councillor Don Waring submits a report on l2 acre parcel, Block t K t in Bay Ridges. The following PERSONS were HEARD. 1. Moved by Mrs. McPherson. seconded by Mr. Newman. that H. E. Kinsman be heard. CARRIED Mr. Kinsman stated he was a trustee of School Section No.5, Audley, and asked that Council seek, through the County, a lesser speed limit on Concession ~ in Audley area. Reeve Laycox stated that they would try to get speed limit reduction. Deputy Reeve Mrs. McPherson stated she had contacted the Ontario provincial Police to check this road for speeders. 2 2. Moved by Mr. Campbell, seconded by Mrs. McPherson, that James MacDonald, solicotor for Rougedale Acres residents, be heard. CARRIE D Mr. MacDonald demanded to know when our solicitors would have agreement ready re gravel and lights in Rougedale Acres. Reeve stated that there are many parties to this agreement so he could not give exact date. It was agreed that if Mr. McIntosh could get six Central Mortgage and Housing mortgages, the Township would give six building permits on payment of $500.00 per lot fees. RESOLUTION NUMBER 396/64 MOVED by Mr. Newman, seconded by Mr. Spang, that Mr. Lindsay Death be invited to sit on Pickering Township Planning Board. CARRIED RESOLUTION NUMBER 397/6~ MOVED by Mr. Wank, seconded by Mr. Newman, that this Council does hereby endorse the recommendation of the Planning Board on November 5, 196~. and directs that this application be approved in principle. Final consideration to be given upon receipt from the applicants of the Board of Broadcast Governor's approval, with consideration to be given by the applicants to the locating of the broadcast and studio facilities in the Township of Pickering. CARRIED RESOLUTION NUMBER 398/6~ MOVED by Mr. Campbell, seconded by Mr. Wank, that this Council does hereby endorse the recommendation of the Township of Pickering Planning Board of November 5. 196~, and hereby authorizes the issuance of a Letter of Tolerance, that no action will be taken by the Township of Pickering for reasons of variance fro~ Zoning By~law 2572, on property known as Part Lots 5 and 6, Plan ~l7 (Badali). to permit a commercially zoned building (a service station) to be used for agricultural purposes (the growing of mushroom spawn) for a temporary period of two years from September l, 1964; whereas such is not a permitted use in a commercial zone; subject to the receipt of a written committment from the British American Oil Co., that they will not renew the lease with- out the approval of the Township. CARRIED RESOLUTION NUMBER 399/64 MOVED by Mrs. McPherson, seconded by Mr. Campbell, that the Engineer be "authorized to proceed with the work in connection with Speed Limits and Signs on Hillview Drive; as recommended by the Road Committee on November ~, 196~. CARRIED RESOLUTION NUMBER ~00/64 MOVED by Mrs. McPherson, seconded by Mr. Wank. that Mr. Koschate. being the owner of Lots l8 & 17, Plan 274, be assessed 100 feet for sewer mains being similar to existing assessment for watermains. The charge for sewer mains is $7.00 per foot frontage in cash and is payable prior to the connection to the main. CARRIED RESOLUTION NUMBER 40l/6~ MOVED by Mrs. McPherson, seconded authorized to obtain legal advice to Dedicated Roads not assumed by Committee on November 4th. 196~. by Mr. Wank, that the Engineer be on the Township's position related by-law; as recommended by the Road CARRIE D RESOLUTION NUMBER ~02/64 WOVED by Mrs. McPherson, seconded by Mr. Campbell. that the diversion road from Spruce Hill Road to Fairport Road North be named "Spruce Hill Bypass Road"; as recommended by the Road Committee on November 4, 196~. CARRIED RESOLUTION NUMBER 403/64 MOVED by Mrs. McPherson. seconded by Mr. Spang, that Frost Steel & Wire Co. be awarded the tender at $l,Sl5.07 for 4' high chain link fence along the boundaries of the walkways between Annland St. and Balaton Ave. and between Poprad Avenue and Base Line Road; as recommended by the Road Committee on November ~, 1964. CARRIED 3 RESOLUTION NUMBER 404/6~ MOVED by Mr. Newman. seconded by Mr. Spang, that the Engineer be authorized to obtain the required land at the west end of Pine Road to terminate the road in a proper fashion in 1965; as recommended by the Road Committee on November ~th, 1964. CARRIED RESOLUTION NUMBER ~05/6~ MOVED by Mrs. McPherson, seconded by Mr. Wank, that signs be installed to indicate the location of Old Forest Road and Highbush Trail; as recommended by the Road Committee on November 4, 1964. CARRIED RESOLUTION NUMBER ~06/6~ MOVED by Mr. Spang. seconded by Mr. Newman. that the Engineer inform Mrs. Phillips that her request for a bypass cannot be approved, since sufficient justification for the expenditures required does not warrant the construction of a temporary bypass; as recommended by the Road Committee on November 4, 196~. CARRIED RESOLUTION NUMBER ~07/6~ MOVED by Mr. Campbell. seconded by Mr. Newman, that the Council of the Township of Pickering take an option on the Charles Risk and Nellie Risk property of approximately 22 1/4 acres as outlined in survey by O. S. McIntosh and that this option be subject to soil tests, and this land to be used for a municipal athletic park with the section fronting on Highway ~Ol being used for industrial purposes. $2~,000.00 of this sum being supp+ied by the Centennial Grant; and that the option be for a period of 60 days and that the purchase price of $50.000.00 be contained therein, and that J. J. Lambert Real Estate be authorized to negotiate, subject to all Municipal approvals. CARRIED YEA; NAY; Messrs. Newman, Spang, Laycox, Wank and Campbell Mrs. McPhers on BY-LAW NUMBER 2931 Mr. Wank, seconded by Mr. Spang, moves for leave to introduce a By- Law of the Township of Pickering to name and street number certain streets in Fairport Beach, and that same now be read a first time. Mr. Wank. seconded by Mrs. McPherson, moves that By~Law Number 2931 to name and street number certain streets in Fairport Beach be now read a second time. and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Wank, seconded by Mr. Newman. moves that the report of the Committee of the Whole on By-Law No. 293l be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIE D BY-LAW NUMBER 2932 Mr. Campbell, seconded by Mrs. McPherson, moves for leave to introduce a By-Law of the Township of Pickering to street number Industrial Road in Plan WR 82. and that same now be read a first time. Mr. Campbell, seconded by Mr. Spang, moves that By-Law Number 2932 to street number Industrial Road in Plan WR 82, be now read a second time, and that Council go into Committee of the Whole thereon. ,The Committee of the Whole arises and reports the By-Law as read. Mr. Campbell, seconded by Mr. Newman. moves that the report of the Committee of the Whole on By-Law No. 2932 be adopted. and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same. and the Seal of the Corporation be affixed thereto. CARRIE D ~ BY-LAW NUMBER 2933 Mr. Wank. seconded by Mr. Campbell. moves for leave to introduce a By-Law of the Township of Pickering to repeal By-Law 2923 which appoints a member to the Parks and Recreation Committee. and that same now be read a first time. Mr. Wank. seconded by Mr. Spang. moves that By-Law Number 2933 to repeal By-Law 2923 which appoints a member to the Parks and Recreation Committee be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Wank. seconded by Mrs. McPherson. moves that the report of the Committee of the Whole on By-Law No. 2933 be adopted. and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same~ and the Seal of the Corporation be affixed thereto. CARRIE D Mr. Ken Jones appointed to Parks and Recreation Committee in place of Mr. Gomes. Deputy Reeve Mrs. McPherson stated Mr. A. Dand was anxious to know if and when commercial users of water would get reduced rates. AGREED the matter may be discussed in 1965. CLERK'S INSTRUCTIONS 1. Advise Industrial Committee that C. F. T. O. propose a radio station north of Ontoro Beach. 2. Try to have High School water service By-Law from lawyers by next Monday. 3. Phone Municipal Affairs re proposed date of Regional Government. 4. Get Department Heads' recommendations for basis on which certain sidewalks should be charged. 5. Write Ontario Provincial Police to check speeds on 4th Concession through Audley. 6. Engineer re speed - Hillview Avenue and roads less than 66 feet; copies for Council. AGREED Committee of Whole meet November l6~ 1964, at 8 p. m.
