School Area 2 asks Council to implement recommendations of police Chief re safety of school children. Clerk advise Board that police Chief's report is under consideration by Council and Engineer. 2. City of Oshawa holding one day workshop re welfare at Hillside Manor, Oshawa, at 10 A.M., November~. Invitation to Chairman of Welfare and Welfare Officer. and any others. 3. Engineer submits report on drainage problem in East Rouge. (P. 41S) See Resolution No. 364/64 ~. Our Solicitors ask Township for approval for them to settle action between Township and Econo Wash for sum of $2,700.00, re sewers and water cost to shopping centre on Liverpool Road. See Resolution No. 363/6~. 5. T. A. Newman, solicitor for Crooks Service Station at Broken Front, Range 3, Lot 27. guarantees that his client will give a right-of- way to St. Paul's Anglican Church if deeded Department of Highways lands and old No. 2 Highway to south 9f his station. 6. Canadian Mental Health Institute of Ontario County ask for a grant. Apply in January for 1965. t I I I I I I I I I I 7. Pickering Township Softball - invitation to Council members to attend 196~ trophy presentation at Dunbarton High School, Saturday. October, 2~. at 8 p. m. 8. Department of Municipal Affairs submits proposed By-law for occupancy which they believe will raise the standard of old houses. 9. Planning Board advise that they do not concur with Council's recommendation that Fretz Bros. in Concession 9, Lot 30, be required to build a 2000 square feet house on 3 acre balance of lands. 10. F. J. Prouse, Building Inspector, states they expect 350 houses to be built in the Township this winter and next spring, and that he feels he cannot adequately inspect this number, so asks for an assistant. ll. Township Engineer states that Building Inspector doing a fine job but cannot cope with this number of permits. 12. Township Engineer submits a report on Fairport Beach watermain and sewer Local Impro.ement. 13. Township Engineer submits an option to purchase lands for road widening from E. S. Lindo, Concession 4, Lot 20, l~. West Rouge Boy Scouts ask permission to sell apples on October 2~th. See Resolution No. 3~8/6~. 2 .. The following PERSONS. on motion, were heard. 4 MOVED by Mr. Campbell, seconded by Mr. Wank, that Mr. J. A. McDonald be heard. CARRIED ,; Mr. McDonald stated he represented a number of ratepayers in Plans M-36 and M-37. West Rouge, who wished to know why the roads to their homes were not passable. The Reeve explained that these roads were private and as the subdivider had run into financial trouble it had been most difficult to get this work done. However as of this day, gravel is now being placed on the roads in question and he expected that by the end of this week there would be 10 inches of gravel on them. MOVED by Mrs. McPherson, seconded by Mr. Wank, that Mr. Andrew Dand be heard. CARRIED Mr. Dand presented his water bills for (l) Account No. 1-13-240 and it was agreed that as this property had no sewer connection, no sewage charge should have been made. (2) Account No. C 10 for $l.15~.18. Mr. Dand thought this ex:.C\rbitant for 3 months. Council concurred with Mr. Dand about first bill and he was directed to take up with the Treasurer and advised Mr. Dand that certain changes had been made in rates for Industrial users and that Commercial rates would be considered later by Council when the financial position of the rate structure permitted. CARRIED RESOLUTION NUMBER 350/64 MOVED by Mr. Wank, seconded by Mr. Campbell, that Mr. George Smith be employed full time as Draughtsman/Planning Assistant in the Planning Department commencing at an annual salary of $~500.00 effective October 19, 196~; and further that Resolution No. 333/64 be hereby rescinded. CARRIED 3 RESOLUTION NUMBER 353/64 MOVED by Mr. Campbell. seconded by Mr. Waring, that this Council make application to the Ontario Municipal Board for approval of consent, as recommended by the Township of Pickering Planning Board on Thursday, October 15. 196~. for Hubert and Terry May Wank to convey to H. J. Vandewall a parcel of land having 85 foot frontage by 3~6 foot depth, being all of Lot 91 and the north 35 feet of Lot 90. registered Plan 283. Concession 1; and that such restriction be applicable under this resolution until incorporated in a general amending by-law. CARRIED RESOLUTION NUMBER 355/64 MOVED by Mrs. McPherson, seconded by Mr. Newman. that this Council does hereby endorse the recommendation of the Township of Pickering Planning Board of October 15/64 and hereby authorizes the issuance of a Letter of Tolerance, that no action will be taken by the Tbwnship of Pickering for reasons of variance from Zoning By-law 2572, on property known as part of Lot 20. Concession 1, to permit the dwelling under construction to remain where located and to provide a rear yard setback of 9' 9 3/4", subject to the removal of the existing frame dwelling upon occupancy of the new dwelling in accordance with Council Resolution 89/6~. CARRIED RESOLUTION NUMBER 358/64 MOVED by Mr. Spang, seconded by Mrs. McPherson, that this Council does hereby endorse the recommendation of the Township of Pickering Planning Board of October l/6~ and hereby authorizes the issuance of a Letter of Tolerance, that no action will be taken by the Township of Pickering for reasons of variance from Zoning By~law 2790, on property known as part of Lot 31, Concession 9, being subdivision Lot #1, to permit the erection of a single family residential dwelling thereon, notwithstand- ing said property having less than 2 acres in area. CROOKS of CROOKS' SUNOCO SERVICE STATION as per resolut- ion No. 261/6~ and WHEREAS at a recent meeting between MR. CROOKS and D.H.O. officials, the officials requested a more definite indication from the council of pickering that they would deed the old No. 2 highway, in front of CROOKS' SERVICE STATION. to Mr. Crooks. BE IT RESOLVED THAT Subject to 1. The D.H.O. granting CROOKS' SERVICE STATION accesS to the NEW No. 2 HIGHWAY and 2. CROOKS' SERVICE STATION purchasing or having deeded to CROOKS' SERVICE STATION from D.H.O. or other parties. the strip of land between the old No. 2 Highway and the NEW No. 2 right of way. The council of the Township of Pickering. subject to the foregoing two proviso's will deed the old No.2 highway right of way in front of CROOKS' SERVICE STATION to Mr. E. CARRIED RESOLUTION NUMBER 363/64 MOVED by Mr. Wank. seconded by Mr. Spang, that the Reeve and Clerk be authorized to execute necessary documents for the Township to accept agreement made between Econo-Wash and the Township's solicitors as . follows: 1. The Township will be paid the sum of $2.700.00 in satisfaction of all claims related to the water and sewers already installed as to Lot 2, Plan 40~, Bnd Lot 10, Plan 432, and such settlement will be arranged for payment through the office of W. G. Lawson either from the original owners Spanton and Jordan or through the current owners. 2. The injunction action will be dismissed without costs. continued .... 5 Resolution No. 363/6~ 3. CARRIED RESOLUTION NUMBER 366/64 MOVED by Mrs. McPherson. seconded by Mr. Campbell. that the Department of Highways be requested to alter the speed limit on the Service Road between Liverpool Road and Fairport Road south of Highway ~Ol from 50 miles per hour to 35 miles per hour. as approved by the Road Committee. CARRIED RESOLUTION NUMBER 367/6~ MOVED by Mrs, MCPherson. seconded by Mr. Waring. that the Anglican Church be permitted a building permit for a permanent church or portable church. subject to the church agreeing to install a gravelled road on the Fairport street allowance from Baseline Road southerly across the frontage of the church site to the south limit of the church property. and that said road be constructed to the Township's specifications, as recommended by the Road Committee. CARRIED RESOLUTION NUMBER 368/6~ MOVED by Mrs. McPherson. seconded by Mr. Spang. that Totten. Sims & Associates Ltd., be retained to design the bridge and associated jog elimination on Concession 7. Sideline 29/28; as recommended by the Road Committee. CARRIED RESOLUTION NUMBER 369/6~ MOVED by Mrs. McPherson. seconded by Mr. Waring. that consideration be given to limited one-side street parking in Bay Ridges. subject to the combined recommendations of the Chief of Police and the Township Engineer, outlining the location of the streets where one way parking would be de~-~able and on what side the signs should be installed. and that in view of the fact that the 196~ sign budget was already over- spent, that the required moneys be budgetted for in 1965 programme in order that the sig~ programme finally adopted for Bay Ridges could be executed that year; as recommended by the Road Committee. CARRIED RESOLUTION NUMBER 370/6~ MOVED by Mrs. McPherson. seconded by Mr. Waring. that due to the questiön of the Tbwnship's legal rights to sell Block GRP, M-ll, between Loreto Street and Reytan Blvd. and Block 0. RPj M-l2. between Krosno Blvd. and Balaton Avenue. that these blocks of land be graded and sodded, and that Council direct how this work is to be paid for, and who should be charged with the maintenance of the sodded blocks; as recommended by the Road Committee. CARRIED BY-LAW NUMBER 2925 Mrs. McPherson. seconded by Mr. Spang. moves for leave to introduce a By-Law of the Township of Pickering designating through highways in the Township of Pickering. and to amend By-Law No. 2~28, and that same now be read a first time. Mrs. McPherson, seconded by Mr. Spang, moves that By-Law No. 2925 designating through highways in the Township of Pickering, and to amend By-Law No. 2~2a, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mrs. MCPherson. seconded by Mr. Spang, moves that the report of the Committee of the Whole on By-Law No. 2925 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and thereto. THE PLANNING BOARD presented a resolution approving 21 lots for Consolidated Building Corporation on five-acre parcel refused by Area 2 School Board.
