PRESENT: C. W. Laycox. in the Chair Mrs. J. McPherson Harvey Spang Donald Waring John Campbell W. G. Newman Noel Marshall, Assistant Clerk Poul Poulsson, Township Engineer. The following CORRESPONDENCE was considered: l. Department of Highways approve calling of tenders for culvert _ Sideline 20/21. Concession 8. 2. Gray Coach Lines advise that they are applying for extension of their Oshawa route operating license to West Rouge. 3. Ontario Association Urban-Ru~al Municipalities solicit Township membership. Township already a member. ~. Pickering Township Police Department advises re repairs to mobile radio communications equipment. 5. Ontario County invitation to opening of County Building. Whitby. Wednesday, September 30th, 1964. 6. Ontario Police Commission submits procedure re filling out of forms requesting participation in Ontario Police Forces Teletype System. 7. W. A. Steggles, Ontario Water Resources Oðmmission, submits report re pollution of Duffin's Creek. Concession 5, Lot 31. Giordano Sand & Gravel Co. 8. Metro Toronto submits report, "Application for Legislation Respecting Use of Metropolitan Boundary Roads for Transit Purposes". which report was adopted Sept. 10, 196~. 9. Whitby News re advertising rates for congratulating County on new building. RESOLUTION NUMBER 293/64 MOVED by Mr. Waring. seconded by Mr. Campbell, approve the application of Norman Edward Pee~. for a Salvage License. that this Council not of 884 Krosno Blvd., CARRIED RpSOLUTION NUMBER 294/6~ MOV~D by Mrs. McPherson. seconded by Mr. Waring, that the School Area Board and the Sepa~ate School Board be advised of Council's policy on walkways and that the respective Boards be given a copy of the Engineer's report; as recommended by the Road Committee on September 2, 196~. CARRIED I I I I I RESOLUTION NUMBER 295/64 MOVED by Mrs. McPherson, seconded by Mr. Spang. that since Lakecrest Drive, Pickering Beach, was elected by the owners to ~emain private, that the Township do no work on the road before the owners petitioned to have this section of road assumed by the Township under the terms and conditions imposed on their neighbours when they so petitioned, as recommended by the Road Committee. CARRIED - 2 - RESOLUTION NUMBER 296/64 MOVED by Mrs. McPherson, seconded by Mr. Campbell, that the Parks and Recreation Department be advised of Council's policy on walkways and that the Department be given a copy of the Engineer's report; as recommended by the Road Committee on September 2, 1964. CARRIED RESOLUTION NUMBER 297/6~ MOVED by Mrs. McPherson. seconded by Mr. Spang, that Mr. R. Doak, Spruce Hill Road south of new Access Road, be informed that the Township will not assume any responsibility for the drainage problems resulting from the way a home is set in relation to the road; as recommended by the Road Committee on September 2. 1964. CARRIED RESOLUTION NUMBER 298/6~ MOVED by Mrs. McPherson. seconded by Mr. Campbell, that the walkways requested on Block L. Plan M-12, between Annland Street and Balaton Avenue, and on Block A, R.P. M l~ between Poprad Avenue and Baseline Road be constructed by the Road Department in 196~; as recommended by the Road Committee on September 2, 1964. CARRIED RESOLUTION NUMBER 299/64 MOVED by Mrs. McBh~rson. seconded by Mr. Waring, that the abutting owners be permitted to lease the unused 4th Concession Road Allowance between the C. P. R. and the County Road in Township Lots 17 and 18 until the Township requires the lands, provided satisfactory legal arrangements could be made for such a lease and subject to the abutting owners' agreement to pay the Township SOlicitors' fee in connection with such lease. CARRIED RESOLUTION NUMBER 300/64 MOVED by Mrs. McPherson, seconded by Mr. Spang. that James A. Taylor be engaged to prepare any necessary deeds and by-laws for the Engineer- ing and Roads Departments requiring the use of a solicitor; as recommended by the Road Committee on September 2, 1964. CARRIED RESOLUTION NUMBER 301/64 MOVED by Mrs. McPherson, seconded by Mr. Spang, that the land required for the construction of the 2nd Concession bridge in Lot 33 be purchased at the prices ($900.00) and on the conditions agreed , ( upon between the owners and Mr. W. Heron; as recommended by the Road Committee Sept. 2. 1964. CARRIED RESOLUTION NUMBER 302/6~ MOVED by Mrs. McPherson, seconded by Mr. Newman. that the Road Department be authorized to purchase a broom without the previous stipulation, making the purchase subject to Department of Highways approval; as recommended by the Road Committee September 2, 1964. CARRIED RESOLUTION NUMBER 303/64 MOVED by Mrs. McPherson, seconded by Mr. Waring. that the Engineer recommends standards for constructing walkways contained in his report dated July 31, 1964. be adopted. subject to the sidewalks extending from curb to curb where no sidewalks exist; as recommended by the Road Committee on September 2. 196~. CARRIED Selling or leasing road allowances - referred back to Road Committee. Donald Waring inquired whether Township has the right to sell easements with walkways in Bay Ridges to abutting owners. Clerk to advise. Resolutions on easement and parking to be discussed with Bay Ridges Ratepayers' Association on September 29, 196~. RESOLUTION NUMBER 304/65 MOVED by Mr. Wank, seconded by Mr. Campbell, that WHEREAS the Council of the Township of Pickering deems it expedient to apply for a loan under the Federal-Provincial-Municipal Works Assistance Program as describèd in the Memorandum of the Minister of Municipal Affairs, dated the 4th day of November, 1963. in respect of the following project, namely MUNICIPAL BUILDING HEREINAFTER REFERRED TO AS "THE PROJECT"; AND WHEREAS the project is, in the opinion of the council, a municipal project within the meaning of the Minister's Memorandum; AND WHEREAS the project (or part of it) would not, without the assistance under the program, have been included among the capital works projects to be undertaken within the calendar year or years in respect of which application for assistance is made, and no other capital works project has, in consequence, been replaced or deferred until a later year; AND WHEREAS the project is one-to'whicn the immediately preceding paragraph applies (in whole); AND WHEREAS the other requirements of the Minister's Memorandum have been complied with; NOW THEREFORE be it resolved that application be made to the Minister of Municipal Affairs for a commitment for a loan in the amount of $150,000.00 to assist in the financing of the project under the Municipal Works Assistance Act, 1963. CARRIED RESOLUTION NUMBER 305/64 MOVED by Mr. Wank, seconded by Mr. Campbell, that WHEREAS the Council of the Township of Pickering deems it expedient to apply for a loan under the Federal-Provincial-Municipal Works Assistance Program as described in the Memorandum of the Minister of Municipal Affairs, dated the 4th day of November, 1963, in respect of the following project, namely: Extension of 14" watermain from Fair ort Road south of Hi hwa 401 North to Concess~on 1 then westerl 5 8 m1le to Dunbarton H~ h School _ ~400 C. 1 p~pe, here1nafter referred to as "the project; AND WHEREAS the project is, in the opinion of the council a municipal project within the meaning of the Minister's Memorandum; AND WHEREAS the project (or part of it) would not, without the assistance under the program. have been included among the capital works projects to be undertaken within the calendar year or years in respect of which application for assistance is made, and no other capital works project has, in consequence, been replaced or deferred until a later year; AND WHEREAS the project is one to which the immediately preceding paragraph applies in whole; AND WHEREAS the other requirements of the Minister's Memorandum have been complied with; NOW THEREFORE be it resolved that application be made to the Minister of Municipal Affairs for a commitment for a loan in the amount of $29,106.00 to assist in the financing of the project under the Municipal Works Assistance Act, 1963. CARRIED RESOLUTION NUMBER 306/64 MOVED by Mr. Wank, seconded by Mr. Campbell, that WHEREAS the Council of the Towr.ship of Pickering deems it expedient to apply for a loan under the Federal-Provincial-Municipal Works Assistance Program as described in the Memorandum of the Minister of Municipal Affairs, dated the 4th day of November, 1963, in respect of the following project, namely to lay 10" sewer main and 10'8" and 6" water main to serve 350 homes, HEREINAFTER REFERRED TO AS "THE PROJECT"; - 4 - AND WHEREAS the project is, in the opinion of the council a municipal project within the meaning of the Minister's Memorandum. AND WHEREAS the project (or part of it) would not, without the assistance under the program, have been included among the capital works projects to be undertaken within the calendar year or years in respect of which appli- cation for assistance is made. and no other capital works project has, in 'consequence, been replaced or deferred until a later year; AND WHEREAS the project is one to which the immediately preceding paragraph applies, in part, to the extent of $55,582.00; AND WHEREAS the other requirements of the Minister's Memorandum have been complied with; NOW THEREFORE be it resolyed that application be Municipal Affairs for a commitment for a loan in assist in the financing of the project under the Act, 1963. made to the Minister of the amount of $55,582.00 to Municipal Works Assistance CARRIED ú~
