Membe~s of Council are invited. 22. Ontario Municipal Association Convention - August 23rd to 26th, 196~, in the "Forest City", London. 23. L. E. Edmunds - letter of commendation for prompt action of Road Department in erectiftg warning posts at narrow bridge on Sideline 30/31, at Concession 9. On MOTION. the following PERSONS were heard: Edward Crooks. owner of a Service Station at Lot 27, Concession 1. appeared before Council and asked Council to sell him a portion of the old Number 2 Highway, in o~der that he might move his gasoline pumps 30 feet closer to the new Number 2 Highway. He mentioned that he had been operating this station some fifteen years and that his business had suffered because of the relocation of the highway. It was AGREED that Mr. Crooks should appear before the next Road Commit~ee meeting, where a final decision in this matter would be made. Mr. N. E. Kinsman, Secretary-Treasurer. School Section No.5, spoke to Council concerning the possible division of the Township into two school areas. He wondered whether members of Council had changed their minds about endorsing the resolution of School Area 2 requesting one School Area, considering subsequent meetings of the Trustees of some 17 rural school boards. He asked whether they would be willing to rescind their previous endorsement of this resolution. - 3 - Mrs. Eleanor McKean spoke regarding Bill 54 commending the Reeve for arranging the meeting of the Rural Trus~ee&. She suggested tha~ the ·t apparent reason for one school area seemed to be one of economy and that this reasoning had little connection with the prime purpose of Bill 54. which was the raising and equalizing of educational standards. She urged Council. after hearing arguments for and against one school area, to vote without prejudice as individuals Ob their own motion. See Resolution No. 2ll/6~. Councillor W. G. Newman indicated his willingness to approve Conservation Authority acquiring Moore property provided very stringent conditions are met by Authority. RESOLUTION NUMBER 21l/6~ MOVED by Mr. Newman. seconded by Mr. Spang, that the Council of the Corporation of the Township of P ~kering endorse the resolution passed unanimously by 100% of trustees of all school sections and areas exclusive of School Area # 2 to divide the Township into two school areas, and that a copy of this resolution be forwarded to the Minister of Education. RESOLUTION NUMBER 2l2/6~ MOVED by Mr. Newman, seconded by Mrs. MeR erson. that this Council does hereby authorize and direct the Planning Director to advertise and interview for a Draftsman/Planning Assistant for the Planning Department at a salary of $~500.00 per year, with duties to commence approximately September 1, 1964. CARRIED YEA: Mr. Newman, Mr. Spang, Mrs~ McPherson, Mr. Laycox, Mr. Wank, Mr. Campbell. NAY: None. RESOLUTION NUMBER 213/6~ MOVED by Mr. Wank, seconded by Mrs. McPherson, that this Council does hereby endorse the recommendation of the Planning Board on July 16, 196~ and directs that Section 6.10 of By-Law 25ll be amended to read as follows: 6.10 MUNICIPAL SERVICES REQUIRED No person shall hereafter erect any building or structure on a lot in any residential zone, unless such lot is serviced by a municipal piped water supply and municipal sanitary sewers except in the case of: a) land located in a one-family detached dwelling--Second Desnity Zone R2; b) land located within a registered plan of subdivision. and designated as one- family detached dwelling--Third Density Zone R3 or Fourth Density Zone R4; c) existing lots. as provideà for under Section 6.2. and that permits for such erection be issued under this resolution until incorporated in a general amending by-law. Ontario Municipal Board for approval of consent. as recommended by tbe To_nship of Pickering Planning Board on July l6. 196~. for Ethel Violet Swan to convey to the Hydro plectric Power Commission of ~ tario a 1.898 acre parcel for right-of-way purposes from a total holding of 66 acres in Lo~ 28. ~ncession 2. CARRIED RESOLUTION NUMBER 216/64 MOVED by Mr. Campbel¡, seconded by Mr. Wank, that this Council make application to the Ontario Municipal Board for approval of consent. as recommended by the Township of Pickering Planning Board on July l6. 1964, for Marion Janet Marshall, Peter Kirkland Marshall. and the Eastern & Chartered Trust Company to convey to the Hydro- Electric Power Commission of Ontario a 6.471 acre parcel for right- pf-way púrþoses frpm a tpta¡ þplding of lOa acres in Lot 23.Concession 2. CARRIED RESOLUTION NUMBER 217/64 MOVED by Mr. Newman. seconded by Mr. Spang. that this Council does hereby endorse the recommendation of the Township of Pickering Planning Board of July 16, 1964. and hereby authorizes the issuance of a Letter of Tolerance. that no action will be të.ken by the Township of Pickering for reasons of variance from Zoning By-law 2790, on property known as Lot 10. Plan 585. to permit J. H. Vernoy to erect a private garage. for excavating equipment and to have a height of l5 feet, whereas a maximum height of 12 feet is permitted by Zoning By-law 2790; being subject to: 1) The owner agrees in writing that: a) no outside storage wnatsoever will be carried on or permitted; b) that the garage shall be limited to two vehicles only and no commercial repeirs shall be carried on therein; 2) That the proposed garage be located at the rear of the property and a minimum distance of 25 feet from the side lot line; 3) That all vehicle access be by way of the adjacent road allowance and not directly onto the Brock Road. CARRIED RESOLUTION NUMBER 218/64 MOVED by Mr. Wank, seconded by Mrs. McPherson. that this Council direct the Township Engineer to prepare all material necessary for Council to make application to the Ontario Municipal Board for a Works By-Law under the Local Improvement Act for water mains and sanitary sewers for the subdivision known as Fairport Beach and that such material may include consulting engineers services if he deems such professional services necessary. CARRIED RESOLUTION NUMBER 219/6~ MOVED by Mr. Wank. seconded by Mrs. McPherson. that this Council direct the Township Eng~neer to prepare all material necessary for Council to make application to the Ontario Municipal Board for a Works By-Law under the Local Improvement Act for water mains and sanitary sewers for the subdivision known as Fairport to include all such subdivision which lies abutting Liverpool Road from Commerce Street to 100 feet south of Wharf Street and all lanàs east of said Liverpool Road. and that such material may include consulting engineers services if he deems such professional services necessary. CARRIED RESOLUTION NUMBER 220/64 MOVED by Mr. Wank. seconded by Mr. Campbell. that this Council approve the installation of seven (7) master water meters in the seven (7) buildings comprising l20 maisonettes now being constructed by Consol- idated Building Corporation south of the Baseline Road in Bay Ridges. including any conditions specified by the Township Engineer. CARRIED - 5 - RESOLUTION NUMBER 22l/6~ MOVED by Mrs. McPherson, seconded by Mr. Wank, that this Council recommend to the County of Ontario that street lights be installed at the intersection of the Altona Road and No. 2 Highway, in view of the increasing hazard to pedestrian and vehicular traffic. CARRIED RESOLUTION NUMBER 2~2/64 MOVED by Mr. Spang, Seconded by Mr. Newman, that the Reeve proclaim Monday, August 3, 196~, a Civic Holiday in the Township of Pickering. CARRIED RESOLUTION NUMBER 223/6~ MOVED by Mrs. McPherson. seconded by Mr. Wank~ that the Township Engineer be authorized to call for tenders for one Three-quarter Ton Pick-up Truck, subject to the approval of the Department of Highways of Ontario. CARRIED RESOLUTION NUMBER 224/64 MOVED by Mrs. McPherson, seconded by Mr. Wa~k. that the Township Engineer be authorized to call for tenders for one 27,000 G.V.W. 4 ton truck, subject to the approval of the bepartment of Highways of Ontario. CARRIED BY-LAW NUMBER 2908 (Two Readings) Mr. Wank, seconded by Mr. Campbell, moves for leave to introduce a By-Law of the Township of Pickering to construct a watermain and sanitary sewer with four connections in Lot 20, Range 3. Broken Front Concession. and that same now be read a fi~~t time. Mr. Wank. seconded by Mr. Spang, moves that By-Law Number 2908 to construct a water main and sanitary sewer with four connections in Lot 20. Range 3, Broken Front Concession, be noW read a second time, and that Council go into Committee of the Whole thereon. BY-LA~ NUMBER 2907 (Two Readings) Mr. S~ang, seconded by Mr. Newman, moves fo~ leave to introduce a By-Law of the Township of Pickering to authorize the destruction of certain documents, records and papers, and t~at same now be read a first time. Mr. Spang, se conded by Mrs. McPhers on, moves that By-Lë.w Numb er 2907 to authorize the destruction of certain documents, records and papers be now read a second time, and that Council go into Committee of the Whole thereon. A BY-LAW to name the Service Road west of the Base Line and north of Bay Ridges was introduced and TABLED because tha said road has not yet been taken ever by the Township. INSTRUCTIONS Planning Director to submit previous inferences of $500.00 lot fee policy. Clerk to write to head of Ontario Humane Society and make strong representation as to the destruction of Township property at dog pound, ~ by what authority.· . - submission of written criticism of pound. - compensation for damage - and demand explanation of action taken by f1r. Robertson Clerk to prepare resolution to request Department of Highways to install stop-lights at intersection of No. 2 Highway and Liverpool Road.
