PRESENT: C. W. Laycox, in the Chair Mrs. Jean L. McPherson Harvey Spang Wm. G. Newman Donald Waring John Campbell Hubert Wank L. T. Johnston. Cle~k The fOllowing CORRESPONDENCE was considered: l. Hr. M. G. Dobbin of Altona Road will appear and ask for a 35 M.P.H. limit on Altona Road between Concessions 1 and 2. 2. Planning Board ask Council to amend Zoning By-Law 2790 to permit a farmer to build a second house on his land. See Resolution l72/6~. 3. Planning Board consent for Holder to deed to Township a 66' pa~cel of land in Con. B.F.R. 2. Lot 3~. See Resolution No. l73/64. 4. East Fair,ort Water and Sewer petition not sufficiently signed. 5. Department of Highways of Ontario approval - Cold Mix Asphalt. 6. Mr. Andrew Dand objects to the manner sewers were installed in West Rouge in a letter to Mr. Wanke 7. Onta~io Water Resources Commission submit a report on Rouge Hills water works - recommend: (l) Minimum chlorine residual of 0.5 ppm. (2) Check residual twice daily. not once. (3) Improved records. (~) Send samples monthly to Commission Laboratory. 8. Municipal Works Assistance funds available to Township - $ 312,916.00 Municipal Building 2/3 200.000.00 Balance still available to Township l12,9l6.00 Time has been extended to June 10. 1964. 9. School A~ea No.2 advise Province has app~oved $282.862.00 of ~335,OOO.OO debenture - Sir John A. Macdonald School. 10. May Building Inspector's Report - issued 47 permits for estimated value of $~O~,OOO.OO. Total this year to date - $2.804.475.00 1963 to June 1st l.3l0.300.00 11. Townshiï Engineer submits revised proposal for proposed const~uction By-Law or water and sewer on industrial road. See By-Law 2895. 12. Township Engineer submits ~esolution of Road Committee to purchase a Loader tor Township Dump. See Resolution No. 175/64. 13. Our Solicitors recommend a new agreement for re-financing Rougedale Acres. 14. Mr. W. t. Lon. asks Council to gravel Walnut Lane in Lot 24. Concess on 1. This road not assumed by Township - 200' long. Council ag~eed ~o action be taken. 2 PERSONS HEARD 1. AGREED Mr. Saccoccio, architect. be heard. Mr. Saccoccio stated he would meet with a committee re plans for a new Municipal Building but could not make any drawings unless he had a contract; he then submitted a contract for Council's consid- eration. 2. MOVED by Mrs. McPherson, seconded by Mr. Waring. that Mr. M. G. Dobbin be heard, CARRIED Mr. Dobbin and delegation asked Council to recommend to the County of Ontario that a speed limit of 35 miles per hour be placed on Altona Road in Concession 1. See Resolution No. 170/64. 3. MOVED by Mr. Newman, seconded by Mr. Spang, that James Murdoch be heard. CARRIED Mr. Murdoch had asked $1,000.00 for approximately 1 lJ3 acres of land to widen sideline between lots l~-15 on his lands immediately north of Concession 4. However he did agree to accept $800.00 if he received title to old road allowance and that the 66 feet be taken on west side of present trespass road. See Resolution No. 171/64. 4. AGREED our SOlicitor. Mr. Elliott, be heard. Mr. Elliott had prepared a By-Law for Township to sign an agreement to make different arrangements for operation of subdivision agree- ment with McIntosh Investments Limited for Rougedale Acres which finds itself in a bad financial situation. Mr. Elliott agreed the original subdivision bad not worked satisfactory to Council but felt the new proposed agreement made the Township's position no worse and with considerable money coming into the deal the Township was in a much better position. He recommended that the Council sign the agreement. Mr. Elliott then introduced Mr. Magwood. solicitor for Traders' Finance Corporation Limited who were putting up the money,and Mr. King, an engineer. who is with Lease Buy Limited. who would act as Comptroller of funds. See By-Law 2897. RESOLUTION NUMBER 170/64 MOVED by Mr. Newman. seconded by request the County of Ontario to Road between Con. 1 and Con. 2. Mrs. McPherson, that this Council establish a 35 M.P.H. limit on Altona CARRIED RESOLUTION NUMBER 171/64 MOVED by Mr. Newman, seconded by Mr. Campbell, that Pickering offer Mr. James Murdoch $800.00 for a 66' his property which is approximately 1 1/3 acres. the Township of right-of-way over MOTION LOST RESOLUTION NUMBER l72/6~ MOVED by Mr. Spang, seconded by Mr. Newman. as Section 5.22 of Zoning By-Law Number 2790 does not permit a farmer to build a second house on his farm. the Planning Board have recommended that the Council add "in a residential zone" to such section so that it will read "No person shall erect more than one residential building on any lot, in a residential zone." and that permits for such erection be issued under this resolution until incorporated in a general amending By-Law. CARRIED RESQLUTION NUMBER l73/64 MOVED by Mrs. McPherson, seconded by Mr. Waring. that this Council make application to the Ontario Municipal Board for approval of consent. as recommended by the Township of Pickering Planning Board on December 6. 1963. for Donald C. Holder to convey to Don Kenneth Cowan part of Lots 7 and 147 and part of Blocks D, K and A. Registered Plan 3l9; and for Donald C. Holder to convey to the Local Spiritual Assembly of the Baha'is of the Township of Pickering part of Block 'A'. Registered Plan 3l9, being l.637 acres in area. CARRIED 3 RESOLUTION NUMBER 174/64 MOVED by Mr. Waring, seconded by M~. Newman, that the following nine statutory holidays shall be g~anted all full time firemen: Good Friday, Victoria Day. Dominion Day, Civic Holiday. Labour Day. Thanksgiving Day, Christmas Day. Boxing Day, New Year's Day. THAT the annual holidays be: 2 weeks after one year's service 3 weeks after ten year's service 4 weeks afte~ twenty year's service. THAT sick leave credits be: One and one-half days per month of regular service to a maximum of llO days. THAT fringe benefits be: by the Township: P.S.I. Mutual Life Insurance. One half of the cost of the following borne Ontario Hospital. Group Life Insurance. THAT the following be the salary schedule for 196~: Chief Lynde Mr. Glendinning Mr. Morgan Mr. Frazer Mr. Gordon $5,600.00 4,800.00 4.400.00 4,400.00 4.000.00 THAT grading be as followsl Probationary (6 months) - $4,000.00 3rd class. After 6 months for the next 12 months - $4.200.00 2nd class. After 19 months to 3 years - $4.400.00 1st class. Three yea~B and over - $4,600.00 to a maximum of $5.000.00; all as recommended by the Fire Committee on June 2. 1964. THAT if and when this Department commence arbitration proceedings under an affiliated organization, that this agreement become null aDd void. Mr. Wank. seconded by Mr. Campbell, moves that By-Law Number 2897 to facilitate re-financing of pa~ts of Plans M36 and M37 be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. BAY: None BY-LAW NUMBER 2898 Mr. Waring, seconded by Mr. Newman, moves for leave to introduce a By-Law of the Township of Pickering to number houses on certain streets in Broken Front, Range 3 and 2, Lots 26 and 27, and that same now be read a first time. Mr. Waring, seconded by Mr. Campbell, moves that By-Law Number 2898 to number beuses on certain streets in Broken Front. Range 3 and 2. Lots 26 and 27 be now read a second time. and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Waring, seconded by Mr. Wank, moves that the report of the Committee of tbe Whole on By-Law No. 2898 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same. and the Seal of the Corporation be affixed thereto. Mr. Newman, seconded by Mr. Wank. moves tbat By-Law Number 2899 to set a salary schedule for certain Township employees and to repeal By-Law Number 2690 be now read a second time. and that Council go into Committee of the Whole thereon. CARRIED A By-Law to authorize the borrowing of $230,000.00 upon debentures for the building of a new Municipal building was given one reading then abandoned in the second reading. It was understood that the Centena~l grant of $43.782.00 could, with other grants, be applieã' to cost but as it seemed impossible to do this the By-Law was abandoned. - 5 - Mr. Waring. seconded by Mr. Wank, moves that By-Law Number 2895 to construct a road, watermain and sewer in Lot 20. Range 3, Broken Front Concession, be now read a second time. and that Council go into Committee of the Whole thereon. BY-LAW NUMBER 28~6 (One Reading) Mr. Wank, seconded by Mrs. McPherson, moves for leave to introduce a By-Law of the Township of Pickering to regulate the construction, . repair, renewal or alteration of plumbing, and that same now be read a first time. Councillor Wank reported on problems of owners not on Local Improve- ment tapping a watermain. DIRECTIONS 1. Clerk advise Markahm Township 30 yards garbage per week maximum under temporary agreement. 2. Clerk advise Mr. Purdy re solicitors' advice. 3. Reeve and By-Law Officer contact Mrs. Beerre Township Hall water supply. ~. Clerk prepare $300,000.00 debenture by-law for Municipal Building, AGREED Road Committee meeting June ~th.
