Surveyor General, Department of Lands and Forests, advises his Department is still considering the use of Plan 3~5, Dunbarton Shores, for a Provincial Park. Local parties have been advised. 10. Totten and Ássoc~ates engineers for bridge at Concession 2 west of Altona Road. Department of Transport approves 35 m.p.h. speed limit on Concession 2. Solicitors for Herbert H. Usher advise he will object to any re-zoning of lands for Frenchman's Bay Yacht Club on west side of Bay. School Area 2 advises that John Williams, of Bay Ridges. will replace J, H. Adamson on their Board with Mr. Van Houten Chairman, Resolution. School Area 2, May 26, 196~ - ~That the Board looking to the future would request that the Township Council give consideration to housing the Township School Board offices in the proposed new Municipal Building." 22. Neil Patrick Motors re-tendered on a garbage truck. Total price, $5.974.36. 23. Engineer recommended tender of Neil Patrick be accepted. 24. Emergency Measures Organization. Beaverton. June 9. 25. Townshi~ Solicitors advise that Purdy watermain in Con. 1, Lot 17. is a private matter and state Mr. Purdy may apply for an award. 26. Oshawa Chamber of Commerce give notice of meeting in Oshawa Library June 18 at 8:30 p. m.. re Ontario County as an organ- ized economic region. 27. T. W. Beddall asks Council ~embers to view with him Ontario County ~unicipal Building. 28. Mr. Campbell. of Bell Gouinlock Company Limited, thanks the Reeve for the opportunity of entertaining certain members of Council and staff and the tour of Township to show investment dealers the interesting parts of the Township. He thought it was successful. 29, A petition of ratepayers of Fairport requesting municipal water and/or sewer was presented for Fairport including Liverpool Road and east of same. Clerk will check. The following PERSONS, on MOTION. were heard: l. As Mr. Cherry, of Cherry Downs Golf Club. asked the Clerk to be heard by Council May 30 at 10 a. m., it was MOVED by Mr. Newman, seconded by Mrs. McPherson, that Mr. Cherry be heard. CARRIED Mr. Cherry brought to the attention of Council: (l) Dangerous sharp hill on narrow 7th Concession Line at Lot l~, claiming near accidents. - 3 - l. (2) There should be a sign "Not a Through Road" at entrance to Sideline between Lots l~ & 15. Con. 7. (3) Dust from Concession 7 and Sideline between 12 & 13 dangerous to heavy traffic going to Conservation Park in Lots 12 & 11 and hard on golf greens. (~) Sideline between Lots 12 & 13 in north half of Con. 6 very narrow and dangerous while south half road wide and in good shape. The taxes on Golf property have increased from $700.00 to $2~00.00 in the past several years, and he thought this increase warranted consideration. Deputy Reeve agreed to inspect with Road Superintendent~ 2. Mr. Robert Duck did not give proper notification to be heard, but it was MOVED by Mr. Newman, seconded by Mr. Spang, that he be heard~ CARRIED Mr. Duck stated he wanted to spend $200,000.00 on a new car outlet on the south east corner of Liverpool Road and No. 2 Highway. As Mr. Duck did not have a site plan, Council took no action. 3. Mr. G. Astley, not having an appointment to be heard. asked for a hearing. MOVED by Mrs. McPherson, seconded by Mr. Newman that Mr. Astley be heard. Mr. Astley stated that in questioning the engineer about the surfacing of Audley road, he was discourteous to him and Mr. Astley felt Council should take some action. He also asked that the County use more calcium to protect his small fruits. RESOLUTIONS NUMBER 160/6~ KOVED by Mrs. McPherson, seconded by Mr. Newman, that this Council endorse the recommendations of the Planning Board regarding the requested 26 changes to the Official Plan. CARRIED RESOLUTION NUMBER l6l/6~ MOVED by Mr. Wank. seconded by Mr. Campbell, that Mr. Purdy be sent a copy of our solicitor's letter and that the clerk advise him that the council accept the solicitor's legal interpretation. CARRIED YEA: Mr. Newman. Mr. Spang. Mrs. McPherson, Mr. Laycox. Mr. Wank, Mr. Campbell, and Mr. Waring. NAY: None. RESOLUTION NUMBER 162/64 MOVED by Mr. Wank. seconded by Mr. Campbell, that this Council give an undertaking to build a road, sewer and water main under Local Improvement Act in Broken Front, Range 3, Lot 20, that such work will be completed by July 30, 1964, and that the Reeve and Clerk be authorized to sign such a document. CARRIED RESOLUTION NUMBER 163/64 MOVED by Mr. Campbell. seconded by Mr. Wank, that the Township of Pickering permit the Township of Markham to dump garbage in Pickering Township dump on a weekly basis for the sum of $25.00 per week and should such agreement be terminated by Pickering Township two months notice be given. In the meantime, this matter is to be deferred to the Sanitation Committee for their consideration and engineer's recommendation. CARRIED RESOLUTION NUMBER l64/6~ MOVED by Mr. Waring, seconded by Mr. Campbell, that the Reeve proclaim the week starting June 20th, 196~, as "Minor Softball Week in Ontario" and that the proclamation be published in the local press. CARRIED - 4 . RESOLUTION NUMBER 165/64 MOVED by Mr. Campbell, seconded by Mr. Waring, that this Council make application to the Ontario Municipal Board for approval of consent, as recommended by the Township of Pickering Planning Board on May 22. 1964, for Crawford Coakwell and Narine Coakwell to convey to Joseph Haney and Margaret Haney a parcel of land 81 feet by 20 feet being part of Lot 19, Plan S09. This parcel to be so joined to Lot 20, as to be all one parcel. CARRIED RESOLUTION NUMBER 10e/$~ MOVED by Mr. Waring. seconded by Mr. Newman, that this Council make application to the Ontario Municipal Board for approval of consent, as recommended by the Township of Pickering Planning Board on May 22, 196~, for F. Major to convey to the Whitevale United Church Cemetery a parcel of land 33 feet by 660 feet~ in part of Lot 28, Concession 4, to be used for cemetery purposes. CARRIED RESOLUTION NUMBER 167/64 MOVED by Mrs. McPherson, seconded by Mr. Wank. that this Council make application to the Ontario Municipal Board for approval of consent. as recommended by the Township of Pickering Planning Board on May 22, 1964, for George Shulha, Lydia Tymoshenko and Walter Tymoshenko to convey to the Hydro-Electric Power Commission of Ontario a parcel of land having ~.S84 acres, for right-of-way purposes as part of the proposed transmission line, north from Lake Ontario. This parcel being part of Lot 20. Concession 1. CARRIED RESOLUTION NUMBER l68/64 MOVED by Mrs. McPherson, seconded by Mr. Spang, that Claud Smith tender be accepted for crushing 30,000 tons of 7/8" gravel at 38¢ per ton and 20,000 tons 2" gravel in accordance with D. H. O. specification. Mr. C. Smith being the lowest tender. CARRIED RESOLUTION NUMBER l69/6~ MOVED by Mrs. McPherson, seconded by Mr. Wank, that the tender of Neil Patrick Motors Ltd. of $5,974.36 for a 28.000 lb. rated truck be accepted, as recommended by the Township Engineer. CARRIED BY-LAW NUMBER 2872 (Third Reading) The Committee of the Whole on By-Law No. 2872 to authorize the borrowing of $36.000.00 upon debentures for Public School purposes, arises and reports the By-Law as read. Mr. Spang. seconded by Mr. Wank, moves that the report of the Committee of the Whole on By-Law No. 2872 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2878 (Third Reading) The Committee of the Whole on By-Law Number 2878 to authorize the borrowing of $33S,O~0.00 upon debentures for Public School purposes, arises and reports the By-Law as read. Mr. Newman, seconded by Mr. Spang. moves that the report of the Committee of the Whole on By-Law No. 2878 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2895 (Two Readings) Mr. Waring, seconded by Mr. Campbell. moves for leave to introduce a By-Law of the Township of Pickering to construct a road, watermain and sewer in Lot 20, Range 3, Broken Front Concession, and that same now be read a first time. 5 MOVED by Mrs. McPherson. seconded by Mr. Wank, that the report of the Standing Committee on SANITATION recommending payment of accounts in the amount of $3.483.68. be adop~ed. CARRIED MOVED by Mr. Wank, seconded by Mrs. McPherson. that the report of the Standing Committee on PUBLIC UTILITIES recommending payment of accounts in the amount of $4.223.82. be adopted. CARRIED MOVED by Mr. Campbell. seconded by ~~. Waring. that the report of the Standing Committee on ENGINEERING recommending payment of accounts in the amount of $3.721.16. be adopted. CARRIED MOVED by Mr. Spang. seconded by Mrs. McPherson, that the report of the Standing Committee on PROPERTY recommending payment of accounts in the amount of $l,2Gl.79 be adopted. CARRIED MOVED by Mr. Waring, seconded by Mr. Campbell. that the report of the Standing Committee on FIRE recommending payment of accounts in the amount of $5.224.03 be adopted. CARRIED MOVED by Mr. Wank, seconded by Mr. Waring, that the report of the Standing Committee on SEWAGE recommending payment of accounts in the, amount of $3.132.23 be adopted. CARRIED MOVED by Mr. Waring, seconded by Mr. Campbell, that the report of the Standing Committee on PARKS AND RECREATION recommending payment of accounts in the amount of $4.694.09 be adopted. CARRIED MOVED by Mr. Newman. seconded by Mr. Wank, that the report of the Standing Committee on FINANCE recommending payment of accounts in the amount of $765,628.65 be adopted. CARRIED MOVED by Mr. Waring. seconded by Mr. Newman. that the report of the Standing Committee on POLICE recommending payment of accounts in the amount of $10.6l5.1l be adopted. CARRIED MOVED by Mr. Spang. seconded by Mr. Newman. that the report of the Standing Committee on BY-LAW ENFORCEMENT recommending payment of accounts in the amount of $1.90l.l5 be adopted. CARRIED MOVED by Mr. Campbell, seconded by Mr. Waring. that the report of the Standing Committee on WELFARE recommending payment of accounts in the amount of $6,860,99 be adopted. CARRIED MOVED by Mrs. McPherson, seconded by Mr. Spang, that the report of the Standing Committee on ROADS AND BRIDGES recommending payment of accounts in the amount of $28.162.22 be adopted.
