Johnston, Clerk PLACE OF MEETING As the Municipal Council Chambers were full at 7:45 p.m. because of an advertised discussion on the breaking of the Township. it was MOVED by Mr. Newman. seconded by Mr. Campbell. that this Council rise and sit again immediately at the Brougham Community Centre. YEA: Messrs. Newman, Spang. Laycox, Campbell. Waring.. NAY: Mrs. McPherson. Mr. Wanke The Council resumed at the Brougham Community Centre. The following CORRESPONDENCE was considered l. ~h School Board has made a new application for a $990.000.00 e enture to cover the cost of a 25 room addition to the High School at Pickering, replacing former applications of $l.333.000. and $637.605. See Resolution No. 105/64. 2. Mr. and Mrs. Ralph Bachmann request a Kennel Licence for their 180' X l75' property in south half of Lot 35, Concession 6. TABLED FOR NEXT MEETING. 3. Mr. S. R. Goden requests a Kennel Licence for their five acre parcel of land in Village of Claremont - south of Dr. Tomlinson. TABLED FOR NEXT MEETING. 4. Pickering Rotary Club invites Council. Clerk. Treasurer and Planning Director to their Civic Night, Monday. May ~, at High School at 6:30 p. m. Eric Hardy. speaker. Like to know how many will be present. ALL TEN WISHED TO ATTEND. 5. Fair~ort Beach Ratepayers' Association wants Council's assistance to retain present baseball field on Consolidated Building Corporation property. Clerk had written Ontario Parks Integration Committee for information if they would use. 6. Planning Director asks Council for a policy on the planting of trees in any subdivision. Mr. Poulsson submits a report. REFERRED TP PROPERTY COMMITTEE. 7. Brougham Schoo¡ Section asks Council to build a sidewalk at westerly limit of Brougham to school road some 300 feet; that school board pay 50% cost if Department of Highways pay other 50%. REFERRED TO ENGINEER TO SEE IF D.H.O. WOULD PAY GRANT. 8. Su~reme Aluminum Ltd. asks Council to exclude them from garbage pick-up and they will take their own garbage to the dump. REFERRED TO SANITATION COMMITTEE. 9. Fire Committee recommends that Workmen's Compensation on firemen be increased from $~OOO.OO to $6000.00. Present cost. $l2S.00. New cost, $192.00. Department of Transport acknowledges by-law for 35 miles per hour speed limit on Concession 2. Will advise after they have inspected, 15. Ontario Water Resources Commission submits total net' cost of from Central Mortgage and Housing Corporation. 17. Mr. Tapscott will not give an option on 30 acres. He proposes to test it himself first. lB. Stevenson & Kellogg Limited advise that they are management consultants and are prepared to submit any municipal reports. 19. Seventy-One objections to Zoning (Concession 3 north). Will give to Planning Board for consideration. 20. Joint meeting of Council and School Area 2 Board April 28th at 9 p. m. in Rosebank School to discuss Goldenberg presentation. 2l. Canadian Pacific Railway claims that "if a commuter service should become a reality. it is evident that an appropriate type of shelter or station would be provided". 22~ Resolution of FairRort Beach Road North ratepayers reading: MOVED by Mr. Ryan. seconded by Mr. Heward: RESOLVED that the ratepayers of Fairport Beach Road North, Spruce Hill Road and Pineridge north of the 1st Concession and south of th. Second Concession. request Council to include this area as a top priority water area when a survey is undertaken and water areas are set up; AND FURTHER RESOLVED that the ratepayers of this area request Council to inform them when such Survey is complete; AND FURTHER RESOLVED that Council submit rates to this group once this survey is complete. CARRIED (It was later agreed by the ratepayers' meeting that the area be part of Water Area No. l). Reeve Laycox introduced the West Rouge John Inglis Juveniles, who won the Ontarjo Junior Hockey Championship. He stated that Pickering Township was justly proud of their achievement. They were: Norman Allen. Wayne Colley. Bruce Craig, Ken Craig, Evan Downing. Ron Dean, Peter Everett. Len Hart. Glen Hart. Brian Munn. Mike Willoughby, John Webster. Mike Hughes. Wolf Schlombs, Bill Gleed, Harry Colley, Trainer; Ken Tanghe (Assistant Trainer) and Gord Fern s (Manager ).. ~ 3 - H~rrY Colley replied very appropriately for his boys. The following PERSONS. on MOTION. were heard: l. Judge John Grudeff spoke on behalf of S. J. Purdy. who has a water problem in Concession 1, Lot 17. Reeve Laycox agreed to investigate. 2. Mr. Brooklin and Mr, John Williams spoke on behalf of a large delegation from various ratepayers associations in South Pickering asking Council to appoint a consultant to study the Township and bring in a report on the advisability of breaking the Township into two separate municipalities, and if advisable in his opinion, where the dividing lines should be. See Resolution No. 102 and l03/64. 3. Mr. Murray Russell, of Pickering Beach. thought that as the Township had been one for lSO years, there were no problems that could not be solved by intelligent thinking. ~. Mr. Wm. Beddall stated that he was the architect for the building of a Brewers Warehouse and a Brewers Retail Ou\let at the corner of Liverpool Road and Industrial Road, and introduced Messrs. Lamport, Skinner and Jones of the Liquor Control Board of Ontario. He stated that their present plans only permitted a setback f~om Industrial Road of 22 feet and asked for Council's approval, It was AGREED that no passageway was necessary between the buildings so that the south building could be moved four feet north, leaving a 26 ft. setback. See Resolution No.104/64. 5. Miss Violet Swan stated she and her neighbours in East Rouge were required to pay for their sewers in cash and are now being charged $20.00 on their tax bills for sewers, and 50% of water consumption. Reeve Laycox agreed to write Miss Swan, Mrs. Miller, and Mr. La Fontaine, setting out costs of sewers. RESOLUTION NUMBER 98/64 MOVED by Mr. Campbell. seconded by Mr. Waring. that this Council agree to carry the pension for each former Township Assessor now with the County of Ontario for a period of up to four years; that the Township pay such premiums and will be re-imbursed each three months by the County. CARRIED RESOLUTION NUMBER 99/64 MOVED by Mr. Wank, seconded by Mr. Newman. that this Council consider the use of all or part of the Centennial grant, Municipal Loan Fund. and Winter Works Grant. towards part of the cost of a Municipal Building, and the decision made in time to insure the Centennial grant deadline of August 31st, 196~. CARRIED RESOLUTION NUMBER 100/64 M6vED by Mr. Waring. seconded by Mr. Campbell. that the ~orkmen's Compensation coverage on all volunteer firemen be increased from $~,OOO,OO to $6,000.00 per man effective immediately. CARRIED REiOLUTION NUMBER lOl/64 MOVED by Mr. Campbell, seconded by Mr. Waring, that the Reeve proclaim Daylight Saving Time the official time of the Township of Pickering commencing Sunday, April 26th, at 2 o'clock a. m. CARRIED RESOLUTION NUMBER l02/63 MOVED by Mr. Waring, seconded by Mrs. McPherson. that, taking into consideration the delicate condition made by the taxpayers of the northern portion of the Township. and the taxpayers of the southern portion of the Township in submitting separate petitions to the Ontario Municipal Board for the separation of the Township into two separate municipalities. that the Council of the Township of Pickering: l. Se« advice from Queen's Park to the end of securing what ram- ifications are present in this matter. 2. Obtain an estimate of hiring a Municipal Consultant to invest- igate this problem. LOST ... 4 - RESOLUTION NUMBER l03/64 (Amendment to 102/64) MOVED by Mr. Wank, seconded by Mr. Newman. that the terms of reference for the proposed study be designated by the Council prior to any decision to engage consultants. CARRIED RESOLUTION NUMBER 104/64 MOVED by Mr. Newman. seconded by Mr. Wank, that a Letter of Tolerance be granted to L. C. B. O. to proceed with this project subject to Planning Board recommendations and approval. CARRIED RESOLUTION NUMBER lOS/64 MOVtD by Mr. Spang. seconded by Mr. Wank, that this Council approve the attached resolution to provide for the Township of Pickering assuming their share of a $990.000.00 debenture to build an addition of 25 rooms to the Pickering High School. CARRIED YEA: NAY: Messrs. Newman. Wank, Spang. Laycox, Campbell. Mrs. McPherson. Mr. Waring. Resolution Approving High School Addition: WHEREAS the Board of Trustees of the Pickering High School District õave applied to the municipal Councils having jurisdiction in the said High School District for the issue of debentures in an amount not exceeding $990.000.00, repayable over a period of 20 years to provide for the cost of constructing and equipping a high school for the said district or for the purpose of making permanent improvements to the existing high school at Pickering. consisting of 25 room addition to Pickering District High School; BE IT RESOLVED that the Council of the Corporation of the Township of Pickering being a municipality included or partly included in the said High School District hereby approves the said application and agrees to assume its proper proportion of the amounts required to pay for the said debentures and interest thereon and the expenses connected therewith to be determined from time to time in the manner provided by The Secondary Schools and Boards of Education Act. 1954. PASSED this 20th day of April, 1964. RESOLUTION NUMBER l06/6~ MOVED by Mrs. McPherson, seconded by Mr. Wank. that this Council authorize our solicitors to submit an offer of purchase to Mr. Heibert for the purchase of 70 acres of gravel lands in Uxbridge Township at Concession 5, Lot 2 (50 acres) and Lot 3 (20 acres) for the price of $~5,000.00 and that permission for such purchase be secured from the Department of Highways. Newman and MOTION WITHDRAWN ~\ 'BY-LAW NUMBER 2879 Mr. Wank. seconded by Mr. Waring. moves for leave to introduce a By-Law of the Township of Pickering to regulate the connection of weeping tiles to a sanitary drain, and that same now be read a first time, Mr. Wank. seconded by Mrs. McPherson, moves that By-Law Number 2879 to regulate the connection of weeping tiles to a sanitary drain be now read a Second time. and that Council go into Committee cf the Whole thereon. - 5 - The Committee of the Whole on By-Law No. 2879 arises and reports the By-Law as read. Mr. Wank. seconded by Mr. Spang, moves that the report of the Committee of the Whole on By-Law No. 2879 be adopted and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. Mr. Campbell. seconded by Mr. Spang, moves that By-Law Number 2880 to establish a Community Centre at Pickering Beach. be now read a second time. and that Council go into Committee of the Whole thereton. The Committee of the Whole arises and reports the By-Law as read. Mr. Campbell, seconded by Mr. Wank. moves that the report of the Committee of the Whole on By-Law No. 2880 be adopted. and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same. and the Seal of the Corporation be affixed thereto.
