Robert Madill cannot accept position as a member of Parks and Recreation Committee due to his having to work nights for next four months. ~esolutiQn. Planning Board - consent. Wilson. The Ontario Municipal Board asks Council to submit to them a ~ive year forecast of necessary Township increased debt. In October, 1961, our Auditors submitted to us such a report qovering period 1961 to 1965. Staff provide. 5. We have taken delivery of a fire truck for Area 1. $5.000.00 j¡n 1963 budget. Cost: $19.525.00 - $5,000.00 = $1~,525.00 5 year debenture - .21 Mills per year. Payoff in 196~ - .81 Mills. 6. AGREED no action be taken until Fire Budget presented. Mr. Poulsson recommends that Township accept the County of Ontario tendered prices on purchase of all Township tires. This would save 12% on cost. See Resolution No.43/64. 7. Pascoe Hartjes & Sons Central Installation & Caulking $ 920.00 740.00 898.00 8. 835.00 (includes paintin~) See Resolutio~ No. 36/6~ Our solicitors advise that if a road has not been used for 35 jears and no person can show his lands are depreciated from when he purchased the lands. and he can prove no damage, it is up to ratepayer to show why the road is necessary and ~hat portion of the cost of re-building the road he is prepared to pay. 9., By-Law tp expropriate Lot 80~ Plan M-37. being a 66' lot, to be used as road allowance on McIntosh Plan, West Rouge, for future development of Alex Munroe property, as recommended by our solicitors. See By-Law No. 2859. lOt Mr. Poulsson reports on trees affected by Dutch Elm Disease. tbe Hydro-Electric Power Commission is now engaged in removing 232 elms, ~" to 36" in diameter, which trees are hazardous to their li~es. at a cost of from $22.00 to $120.00 per tree. - 2 - Many of these trees I'l: on road allowances. and Mr. Poulsson qan see no objectior ~f abutting owners do not object. Councillor Campbell asks that the following by-laws and resolu- t~ons be re-discussed: By-Law 285~ - Partial fire rate exemptions for some ratepayers. By-Law 2857 - Garbage rate exemption for certain ratepayers. Résolution 6/64 - that legal advice be secured re damage to property when Township plowing private lanes. (Insurance Company advises Township fully covered). See Resolution No. 35/64. The fo~lowing PERSONS, on MOTION. were heard: 1. ~VED by Mr. Newman, seconded by Mrs. McPherson, that Mr. M,wbray be heard. CARRIED Mr. Milton Mowbraz spoke for a delegation in excess of 80 persons who are Township residents. most of whom lived in the northern part of the Township, who objected to the change of zoning under By-Law No. 2790 for the south-east five acres in Lot 2, Con- cession 6, from "A" to "C" and such lands be used for a Motel-Hotel site with liquor lounge licence. ~ Mr. Mowbray stated that the liquor vote in 1962 at Poll 8 was ~~ for and 78 against; that the site of hotel was between two hills on Highway 7 at Kinsale. which represented a'poor entrance¡ that the lands in the area are zoned agricultural and residentiai. a~d as considerable lands on No. 7 Highway are zoned "C" now. ' a location in such area should be secured. In their opinion tije project could not be a financial success because Highway 7 east of Brougham is now becoming a secondary road as daily average traffic has dropped over the past four years: , 1959 - 2200 1960 - 2000 1961 - 1700 1962 - 1600 A~d if regular business falls off a poorer type of business may be operated which would present a problem. The added assessment m~ght not be an asset, if because of this hotel, north Pickering wére forced to secure their own police. 2. Mr. Peter Rasins, Architect for Mrs. Choquette, owner of tþe proposed hotel property, stated all business was a hazard; that the Department of Highways of Ontario had approved the site, and the Liquor Control Board had agreed to issue a permit. - 3 ... 3. Mrs. J. Choquette said she proposed to sell good food and that ~7.5% of local people in one-half mile radius whom they asked, had signed the petition for the hotel. and that this area needed better police protection than they are now receiving. ~. CARRIED . ¡ Mr. Robert Smith stated he had circulated the petition for the ~bove...mentioned hotel and only had two persons object to signin~ ~ame. See Resolutions 37/6~ and 38/64. 5. ~OVED by Mr. Waring, seconded by Mr. Campbell, that John Williams ~e heard. CARRIED Mr. John Williams objected to By-Law No. 2853. which exempted qertain farm lands from fire rates. It was AGREED that Mr. Williams would present his letter or brief to Council at a special Committee Meeting and discuss the matter fully. CARRIED RESOLUTION NUMBER 35/64 MOVEU by Mr. Wank. seconded by Mrs. McPherson, that the Clerk obtain our solicitors' interpretation of partial exemption of taxation for cert~in expenditure such as fire protection and garbage collection. CARRIED RESOLUTION NUMBER 36/64 MOVED by Mrs. McPherson, seconded by Mr. Wank. that the tender of K. C; Pascoe for the Council Chambers be accepted for the sum of $740~00. being the lowest tender. CARRIED RESO~UTION NUMBER 37/64 MOVEQ by Mr. Newman. seconded by Mr. Wank. that this Council recomm~nds to tije Planning Board that further consideration be given to the Ru~al Area~Zoning By-law 2790. Section 6 - RURAL AGRICULTURAL ZONE A, by tqe inclusion therein of a requirement that any residential dwelting to be erected on a parcel of land of five (5) acres or mor~, and held under separate ownership on the date of passing of said By-law, be required to provide a minimum floor area of 2,000 square feet. this recommendation being made in accordance with the Rural Area Development Policy of this Council. and Section B(k), Page 21 of tqe Official Plan. Plan 353, on the west side of Spruce Hill Road into two parcels of 75 feet frontage by 295 feet depth. CARRIED RESOLUTION NUMBER ~2/6~ MOVED by Mr. Campbell. seconded by Mr. Wank, that this Council make appl~cation to the Ontario Municipal Board for approval of consent. as r,ecommended by the Township of Pickering Planning Board on June' 7, 1963. for Orval Douglas Wilson and Rose Anne Wilson to convey to Rose Anne Wilson parts of three registered lots having 140.58 feet frontage by a depth of 165 feet and being all of Lot 28, and parts of Lots 26 and 27, according to Plan 21 for the Village ' of Whitevale. Mr. Waring, seconded by Mr. Newman, moves that By-Law Number 2858 tq appoint members to the Fairport Beach Recreation Committee for the year' 196~ be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Waring, seconded by Mr. Spang, moves that the report of the Committee of the Whole on By-Law No. 2858 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed therèto.
