Jose~h M. sartent, owner of two 82' frontage lots on east side of Altona Road, 00' north of Highway 2, asks the use under By-Law No. 2572 be changed from R3 to Cl, which abuts. Clerk will advise Mr. Sargent of Onta~io Municipal Boa~d hea~ing on By-Law No, 2572.' 2. Planning Boa~d consents fo~ Council's approval: (1) Hofbaue~ to C. N. R., Con. 1, Lot 31. No fee. See Resolution No. 347/63 (2) F. W. White to Liquor Control Board, Con. 1, Lot 22. No fee. See Resolution No. 348/63 (3) Brudniski to H.E.P.C., Con. 2, Lot 24. No fee. Plannint Boa~d has received and fo~wa~ds a copy of resignation of WellaR tchie f~om that Board. 5, Plannin~ Boa~d recommends that a Letter of Tole~ance be issued to D. Hewson, Tenant (Leo. & Lilly Cassidy, owne~s) part Lot 6, Con. 1. so that he may operate a ~adio and television sales and service store. The area is zoned C 3 and Cl would be required to permit such use. See Resolution No. 352/63. 6. Steinberg's Limited advise that they have a large stock of turkeys available to the Township at reasonable prices should they wish to give the staff Ch~istmas presents. No discussion. 7. Treasure~ ~equests a resolution to permit him to borrow f~om the bank a sum of money in excess of the 70% of current estimated revenues for the yea~ if required befo~e December 31. 1963. 8. CARRIED 9. 10. 11. 12 13. 14. 15. 16. 17. 18. 19. 2 Township Solicitors recommend that the Township do not proceed with the purchase of a gravel pit outside the limits of pickering Township, as they feel that the Municipal Act makes no provision for such purchase. Building Committee report on renting Township Hall. See Resolution No. 358/63 Metro Toronto and Region submits a report of Transportation study. Department of Munici~al Affairs will shortly send copy of regulations re Confe eration Celebrations, 1967, stating what grants will be made for certain buildings. Gray Coach Lines Limited advise it is not possible to route their buses over the C. N. R. By-Pass at Dunbarton because they believe that this would cause more inconvenience and time loss to general customers than help locally. They regret the necessary action. Ontario Municipal Association will present Township Resolution "that H.E.P.C. areas be permitted in a part of a municipality" to Cabinet in mid December, or early in January. They ask two persons to join their delegation for this presentation, De~artment of Transport approves Stop street at Pine Ridge Road and C. N. R. Road. Department of Highways of Ontario advises final 1963 payment on Road Expenditures to be $56,440,48. Department of Hi~hways of Ontario approves road purchase of 400 steel posts.. Joseph Garland has refused to accept $500.00 for Township road appropriation. in 1953 without interest. Will meet Council in 1964. Mr. and Mrs. J. S. Scott letter of appreciation to Township for expressions of sympathy in the death of Reeve Scott's mother. Mr. John Faulkner explained Planning Board's position on the objections to Zoning By-Law No. 2572. Spang, that this Council concur ~y Planning Board on Zoning CARRIED RESOLUTION NUMBER 345/63 MOVED by Mr. Wank'qseconded by Mr. Deakin, that this Council make application to the Ontario Municipal Board for approval of consent, as recommended by the Township of Pickering Planning Board on December 9. 1963. for Irena Brudnicki to convey to The Hydro-Electric Power Commission of Ontario a parcel of 3.229 acres for right-of-way purposes ,from. the total holdings of 41.19 acres. CARRIED 3 RESOLUTION NUMBER 347/63 MOVED by Mr. Deakin, seconded by Mr. Mowbray, that this Council make application to the Ontario Municipal Board for approval of consent. as recommended by the Township of Pickering Planning Board on December 9, 1963, for Willi Wolfgang Hofbauer and Gertrude Hofbauer to convey to the Canadian National Railway Company a triangular portion "for grade separation now being constructed at the intersection of Rosebank Road and the C. N. R. York Subdivision", being part of Lot 31, Concession 1, CARRIED RESOLUTION NUMBER 348/63 MOVED by Mr. Greening, seconded by Mr. Wank. that this Council make application to the Ontario Municipal Board for approval of consent, as recommended by the Township of Pickering Plannnng Board on December 6. 1963, for Frederick William White and Irene White to convey to The Liquor Control Board of Ontario a parcel having 150 foot frontage by 200 foot depth from a total holding of 251 foot frontage by 200 foot depth lying immediately north of Industrial Road. CARRIED RESOLUTION NUMBER 349/63 MOVED by Mr. Wank, seconded by Mrs. McPherson. that this Council endorse the recommendation of the Township of Pickering Planning Board on December 9, 1963, and directs that Section 5.7 of By-Law 2572 be deleted as being unnecessary and conflicting. CARRIED RESOLUTION NUMBER 350/63 MOVED by Mr. Deakin, seconded by Mr. Mowbray, that this Council endorse the recommendation of the Township of Pickering Planning Board on November 6, 1963, aud directs that Section 6.2 be deleted and new Sections 6.2 and 6.2.1, hereto attached, be included. CARRIED RESOLUTION NUMBER 351/63 MOVED by Mr. Mowbray, seconded by Mr. Wank, that this Council endorse tne recommendation of the Townshi~ of Pickering Planning Board on December 9, 1963, and directs that basement recreation rooms be not considered as habitable rooms for the calculation of minimum floor area and that this change be made in the definition of floor area in each zoning by-law. CARRIED RESOLUTION NUMBER 356/63 MO%ED' by Mr. M0wb~ay, 'S~conded by Mr. Wank, that the Reeve and Treasurer ~--~d are hereby authorized, subject to the approval of the Ontario Municipal Board, to borrow from~Cknadian Imperial Bank of Commerce money in excess of 70% of the uncollected balance of the estimated revenues of the Township as set forth in the estimates adopted for the year 1963 and that application be made to the Ontario Municipal Board for approval of such borrow~nE, CARRIED YEA: Messrs. McPherson NAY~ Mr. Greening 5 RESOLUTION NUMBER 357/63 MOVED by Mr. Mowbray, seconded by Mr. Spang, that no further action be taken with respect to the gravel pit purchase other than tentative negotiations respecting extension of time for closing. CARRIED RESOLUTION NUMBER 358/63 MOVED by Mr. Spang, seconded by Mr. .Wank, that a deposit of $25.00 be required from all persons or organi~ations who hold a liquor banquet licence when they rent the Township Hall in Brougham, and that the cost of replacing any broken Township property or undue cleaning up from such use be withheld from such deposit. CARRIED BY-LAW NUMBER 2816 - Third Reading The Committee of the Whole arises and reports the By-Law as read. Mr. Mowbray. seconded by Mr. Deakin, moves that the report of the Committee of the Whole on By-Law No. 2816 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED Reeve Scott brought to the attention of Council that Mrs. Harvey had acted as Welfare Administrator during past summer and should receive extra remuneration. It was AGREED that new 1964 Council keep this in mind when increases are considered. AGREED to meet December 30th at 8 p. m. and pass a By-Law appointing member to High School Board. On Motion of Mr. Mowbray, seconded by Mr. Deakin, the meeting adjourned. APPROVED
