PRESENT: J. Sherman Scott. in the Chair Mrs. J. McPherson Harvey Spang Milton Mowbray W. J. Greening Ross Deakin Hubert Wank L. T. Johnston, Clerk The following CORRESPONDENCE was considered: 1. Community Planning Association of Canada asks for Council's opinion on dissolving present Planning Boards and have their duties taken over by "the local Municipal Council, County Council, or a committee of either Council." See Resolution No. 273/63. 2. Canada Council of Christians and Jews asks for a Township donation. Clerk advise such grants must be i~ budget. Apply in January. . 3. Hydro-Electric Power Commission wants their poles on Concession 5 opposite Lots 19 to 24 moved this year. Estimated cost. $1,095.00. Township required to pay 50%, or $550.00. After talking to Mr. Duck, they have agreed to bill Township in 1964. Referred to Road Committee. 8. Plannin, Director submits 12 Planning Board app Ii cations for Council s consideration: (1) Frank Olsen Lot 4. P. 282 $500.00 fee. See Res. 287/63 (2) A. Pike Lot P.228 500.00 fee. See Res. 283/63 (3 ) R. Hockley Lot 18. Con. 9 500.00 fee. See Res. 280/63 (4) E. Ortiz Lot 13. P. 12 500.00 fee. See Res. 284/63 (5) Mr. McDougall Lot 98. P. 350 500.00 fee. See Res. 282/63 (6 ) L. The price of 13.7¢ per gallon for fuel oil for water and sewage plants approved last meeting has been held up to be included as a tender called by Mr. Poulsson. It was not marked "tender". Ba~ Ridges Rate~ayers' Association asks that the proposed sidewalk from L1verpool Road to the Shopping Centre on Base Line be not built by Consolidated Building Corporation, that in its stead a sidewalk be built by C.B.C. on west side of Liverpool Road from Bay Road School to Ilona Park Road. Engineer and Road Committee report. 6. Mary B. Tremblax makes application for a licence to deal in second hand goods on Harwood Avenue. Mr. Ashton advises that application conforms to By-Law. See Resolution No. 272/63. 7. Ontario Municipal Board advises that they will hold up our application for approval to Zoning By-Law 2572 and amendment 2777 until Council's decision on 46 objections has been forwarded to them. - 2 .. 8. Sales Hall and the possibility of it being moved. Marginal undertaking. Estimated cost erecting new similar building, $18,900.00. Clerk make copies for all concerned. 10. Bay Ridges Ratepayers' Association asks that the "Yield" sign at Krosno and Liverpool be erected, and that the Police enforce speed limit in their area. Clerk send copy to Police Chief. See By-Law No. 2823. 11. Ontario Water Resources Commission will operate a "Basic Sewage Works Operators ' Course" at their lab on Highway 401 November 18 to 22. 12. Metro Toronto Planning Boapd submits Part 3 of the proposed Metropolitan Official Plan. 13. Ontario Municipal Board approves $130,050.09 debenture to Central Mortgage and Housing Corporation for sewage main. (Two Readings) . 14. Canadian Legion - thanks for 1963 grant for Claremont Branch. 15. Mr. Poulsson submits report asking for an additional 50 tons Highway salt for Winter Control. 16. Mr. Douglas Boddy, of Pickering Beach, asked Council to him to live this winter in a summer cottage and he will to bring said cottage up to Township itandard in 1964. recommended he apply to Committee of Adjustment. permit agree Council The following PERSONS, on MOTION, were heard: 1. On motion of Mrs. McPherson~ seconded by Mr. Greening, Mr. Harold Bentley was heard. Mr. Harold Bentley, of Ajax, asked for tvo taxi licences that have been dropped by Eddie's Taxi on Harwood Avenue. Chief Parker has already issued two more licences to Donts Taxi, which purchased Eddie's business, and will operate from Eddie's former stand. Council asked that procedure of issuing taxi licences be checked. 2. On motion of Mr. Spang, seconded by Mr. Deakin, Mr. R. W. Hebert was heard. Mr. R. W. Hebert stated he had an option on 70 acres of gravel lands in Lots 2-3, Con. 5, Uxbridge Township; that he was sure there were 2,000,000 tons high grade gravel on it; price. $54,000.00; 6.7 miles from Brougham. Council agreed to consider. 3. Mr. Ross Done~. of Pickering Beach, was heard. He asked that he be permitted to I1ve in a 960 square feet summer cottage for winter of 1963-4, that he would now take out Building Permit with $300.00 deposit and agree to complete to Township standard by one year. It was recommended that he take out the building permit and apply to the Committee of Adjustment for permission to live in present cottage this winter. CARRIED RESOLUTION NUMBER 270/63 M~VED by Mr. Greening, seconded DX Oil Company of Oshawa, being Domestic #2 Fuel Oil, at a cost accepted. by Mr. Deakin, that the tender of the lowest tender for the supply of of 13.25 Cents per gallon, be CARRIED RESOLUTION NUMBER 271/63 MOVED by Mrs. McPherson, seconded by Mr. Greening, that the Road Department purchase from Canada Salt Company Limited a further 50 tons Highway fine salt in bulk at price of $10.595 per ton which purchase shall be in addition to tendered accepted price under Resolution No. 259/63 passed October 7, 1963. Tremblay be granted a licence to operate a second hand goods store on Harwood Avenue to be known as "Aj ax Auto Parts". CARRIED RESOLUTION NUMBER 273/63 MOVED by Mr. Mowbray, seconded by Mr. ~ank, that this Council does not consider that the present Planning Boards should be dissolved and replaced by local municipal councils. County councils, or committee thereof, but that this Council does consider that the Planning Boards as presently constituted should be replaced by Planning Boards having jurisdiction over larger areas in conjunction with general change to larger territorial units for planning purposes. CARRIED RESOLUTION NUMBER 275/63 MOVED by Mr. Wank, seconded by Mrs. McPherson. that the Ontario Water Resources Commission be authorized to clean out the manholes of the West Rouge sewage system at an estimated cost of $1,000.00. CARRIED RESOLUTION NUMBER 276/63 MOVED by Mr. Wank, seconded by Mr. Deakin, that the Clerk prepare a forced local for the extension of water and sewer services in the West Rouge Chesterton Shores Industrial Area. CARRIED RESOLUTION NUMBER 277/63 MOVED by Mr. Wank. seconded by Mr. Deakin, that our Clerk advise our Solicitors of the urgency to completing the subdivision agreement for both Rouge Highlands and Chesterhill subdivisions if the work is to be completed before inclement weather sets in. CARRIE D RESOLUTION NUMBER 278/63 MOVED by Mr. Wank. seconded by Mr. Mowbray, that this Township apply to the County of Ontario for a by-law that the County Assessor be appointed Assessment Commissioner for the Township of Pickering. CARRIED RESOLUTION NUMBER 283/63 MOVED by Mr. Deakin, seconded by Mr. Wank, that this Council make application to the Ontario Municipal Board for approval of consent, as recommended by the Township of Pickering Planning Board on October 4, 1963, for Mr. and Mrs. A. Pike to convey a parcel having 100' frontage by 402' depth from a total holding of 210' frontage by 402' depth, being part of Lot 27, Plan 228. CARRIED RESOLUTION NUMBER 287/63 MOVED by Mrs. McPherson, seconded by Mr. Spang, that this Council make application to the Ontario Municipal Board for approval of consent, as recommended by the Township of Pickering Planning Board on October 4. 1963. for Mr. and Mrs. Frank Olsen to convey to their daughter a parcel 80' frontage by 200' depth from a total holding of 200' frontage by 385' depth. being part of Lot 4. CARRIE D - 5 - RESOLUTION NUMBER 288/63 MOVED by Mr. Spang, seconded by Mr. Wank. that this Council does hereby endorse the recommendation of the Planning Board of October 4, 1963, in respect to an application by Dr. R. La Forest ort part of Lot 31. Con. 4. and this Council hereby directs that an exemption by-law to By-Law No. 2790 be prepared in accordance with the conditions imposed by the said Planning Board recommendation. CARRIED RESOLUTION NUMBER 289/63 MOVED by Mrs. McPherson, seconded by Mr. Deakin, that this Council does hereby endorse the recommendation of the Planning Board of October 4, 1963, and hereby directs the preparation of a by-law to amend By-Law No. 2572 from Zone A to Zone Ml on the proper.ty of Robertson Hydraulic Machinery Limited. as outlined on a Plan of Survey of Part of Lot 20, Concession I, Township of Pickering. County of Ontario, as prepared by D. H. Black. Ontario Land Surveyor. and dated September 25, 1963. CARRIED RESOLUTION NUMBER 290/63 MOVED by Mr. Deakin, seconded by Mrs. McPherson, that this Council does hereby endorse the recommendation of the Planning Board of July 26. 1963. that the Parts of Lots 19 and 20 in Concession 4 south of the abandoned railway be changed from Zone 'Q' designation to Zone 'A' designation, and this Council does hereby direct the preparation of a by-law to amend By-Law 2790 accordingly. CARRIED AGREED: (1) Council not purchase a new postage meter at this time but would rent one until January, 1964. (2) Council meet Monday, October 28th to discuss zoning objections to By-Law 2572 and 2777. (3) Road Committee meet Tuesday October 29th, at 8 p. m.
