CARRIED MOVED by Mrs. McPherson, seconded by Mr. Spang, that Minutes of meeting held September 23, 1963, be adopted. CARRIED The following CORRESPONDENCE was considered: 1. Township of Chinguacousy asks Council to endorse their resolution so that all municipalities can control the subdivision of lands up to 25 acres instead of 10 acres. See Resolution No. 266/63. 2. Township of Scarborough has submitted a proposed Road Agreement for maintenance of our Scarborough~Pickering Town Line. Referred to Road Committee. 3. Tenders for painting industrial signs. One only: The Sign Man, Ajax - Base Line Sign - $155.00 Liverpool Sign - $235.00 See Resolution No. 265/63 4. Township of Markham asks that automatic signal protection be installed at Canadian Pacific Railway crossing on our mutual Town Line. Cost to each municipality, 6 1/4% of installation cost~ plus 25% maintenance. Referred to Road Committee. 5, County Engineer recommends grade approach to Brock Road on east side Concession 5 be decreased from present 11 1/2% to 5%. County will complete to 10% free, but Township would pay $2,350.00 for the 5% grade. Referred to Road Committee. 6. Canadian National Railway asks permission to "borrow" fill for their line from Township unopened right-of-way east of Police Station. This road would be used mostly to transfer fill £rom Department of Highways of Ontario property to south. Mr. Poulsson reports the C. N. R. has given insufficient information as to how our lands would be left. ~ get more information from C. N. R. 7. Laughlin I Willi...&. and Ufnal and our Engineer approve Rosebank Waterworks xtértsion and as one year has now lapsed since completion, recommend that Council direct holdback of $7.653.22 be paid to Dundas Construction Company. See Resolution No. 262/63. --- 8. Three Planning Board consents for Ontario Municipal Board approv~l: (1) Salgo, Con. 5. Lot 18, re mortgage. No fee. Council requires more information. (2) Aitken, Con. 1, Lot 20, 2 acres for Hydro. No fee. See Resolution No. 264/63. (3) C. H. R.. Con. 1, Lot 26 - lot. $500.00 fee. S~e Resolution No. 263/63 - 2 - 9. Mr. Poulsson recommends to Council that the 14" sanitary forcemain across sand bar be accepted as completed by Marino Construction Co. Ltd., as of June 25, 1963. See Resolution No. 260/63 10. Eight applicants for position of Assistant to Clerk. 11. Halliday Fuels Ltd. supplied water and sewer plants with fuel oils for past year and as contract has run o~t will now supply balance of Township at 13.8¢. See Resolution No. 258/63. 12. Joseph Connelly, of Squires Beach wants culvert .at Sus an Drive dug out so that water will flow in a ditch and he objects to his neighbour raising his lands so that he (Connelly) is taking more water than he should. Mr. Duck will submit a report. 13. Tenders for 250 tons of salt for winter control resulted as follows: Domtar Chemicals Ltd., Sept. 30, 1963 - $10.995 per ton . Domtar Chemicals Ltd., Oct. 2, 1963 10.595 per ton Canada Salt Co. Ltd., Sept. 27, 1963 10.595 per ton 14. Copies: Highway -Law No. 2572, zoning 15. Copies of comments of Planning Board on above objections. 16. Ontario Municipal Board approval, $15,000.00 debenture Fire Area 1 Truck, 17. Ontario Municipal Board approval By-Law No. 2806 - Bay Ridges Car Ports. They recommend that a new by-law be prepared listing all lots in Bay Ridges on which, in the opinion of our Planning Director or Planning Board carports could be added as in By~Law No. 2806. 18. Van A. Vanderhout. R, R. 1, Locust Hill, compliments Road Department on quick action in controlling dust on Altona Road between Con. 5 and 6 when requested. 19. Department of Highways of Ontario approves calling for tenders for 250 tons salt for winter control. 20. P. H. Poulsson states that he is endeavouring to sell his home in Scarborough and asks that Council not ask him to sacrifice same. Will move into Township as soon as he can get a reasonable price for his home. 21. Department of Municipal Affairs re designated development areas - 8 as defined by Federal and Provincial governments. 22. Buildin~ Inspector September Report: value, 202,400.00. 38 permits. Estimated 1963 to date: 1962 to date: 300 permits - 120 dwellings - $2.108,100.00 value. 534 permits - 401 dwellings - 5,764,274.00 value. 23. Pickering District High School Board is not proceeding with their school addition at Pickering, They are working on a larger scheme. 24. Ontario Association of Urban Rural Municipalities meet at Niagara Falls Sheraton Brock Hotel October 17 and 18. - 3 - 25. All Council is invited to a special meeting of Ajax, Pickering and Whitby Association for Retarded Children at their school in Ajax Tuesday, October 29th, at 8 p. m. 26. Department of Transport has approved speed limit for Pickering Scarborough Town Line. 27. Plitz asks Council approval for the purchase of a small refrigerator for Township lunch room. See Resolution No. 257/63 29. Robert G. Roy re assessment and tax collection. Messrs. Plitz and Goslin submit reports in writing to Reeve. 30. A. G. Hazlett, on behalf of Downs Realty Ltd. applies for sewers on their 10 acres in Lot 35, between Highways 401 and 2. Mr. Poulsson submit a report to Council. The following PERSONS. on MOTION, were heard: 1. MOVED by Mrs. McPherson, seconded by Mr. Greening, that Mr. Goslin be heard. CARRIED Mr. D. F. Goslin reported on his 1963 Assessment Roll as return~d, stating that such Roll in total is 40,000 less than the 1962 Roll as returned, that he had made no major changes from 1962 Roll as after Courts except that when sewers had been installed 10% had' been added. 2. Mr. E. Burnie, of Bay Ridges Recreation Association was heard re moving of C~solidated Building Corporation Sales Office to the James Mitchell Park. Mr. H. Ashton stated that he had contacted the Department and that a considerable portion of the $5,000.00 provincial grant could be expected shortly after the building is moved. Mr. Poulsson will submit a report on the quality of the building, and if it can be moved. 3. MOVED by Mr. Greening. seconded by Mr. Wank, that Mr. Robert Layzell be heard. CARRIED Mr. Layzell read a letter objecting to Greenwood Avenue being taken over by the Township, stating that it was not needed and would be a large road expenditure when such monies would be better gpent on present roads. - 4 - 4. Mr. E. P. McCormack. of Bay Ridges. submitted a letter from the Bay Ridges Ratepayers' Association, asking: (1) That streets be kept cleaner and that all weeds be cut on streets and vacant lands. (2) That they be permitted to erect a bus shelter on south east corner of Base Line and Liverpool Road corner. (3) That Township make application to the government for Township share of funds available for Canada's 1967 Centenary, and it be used for park or the building of a new library. The Attorney General's Department had advised the Clerk that information would be mailed within two weeks, and that it would appear that this Township would be entitled to $21.837.00. Reeve Scott stated that they had discussed using this money for a new Township Building It was agreed that the Committee should locate the proposed site of the bus shelter for Mr. Poulsson who would report to Council. 5. Mr. Clifford Dunkeld asked Council to open the southerly 1500' of unused sideline between Lots 34-35 in the 8th Concession. and he and Mr. Pearse would pay cost as was agreement with Planning Board. As Mr. Dunkeld's consent was dated Jan. 5. 1962. it was recommended that he again contact the Planning Board and that Mr. Poulsson give estimate of cost of such road. RESOLUTION NUMBER 255/63 MOVED by Mrs. McPherson, seconded by Mr. Spang, that By-Law No. 2783 which provided for the 1963 Road Expenditures for the Township of Pickering, be amended as fOllows, under Road Construction: 1. Transfer $350.00 from White's Side Road Sideline 28-29, B.F. R.3. to Park Crescent. Lot 27, B.F. R.3. 2. Transfer $450.00 from White's Side Road Sideline 28-29, B.F. R.3, to Pine Drive, Lot 27, B.F. Mr. Mowbray, Mr. Wanke - 5 - RESOLUTION NUMBER 256/63 MOVED by Mr. Mowbray, seconded by Mr. Wank, that the Township adopt a policy of advancing to each employee and member of Council about to attend a convention an amount not in excess of the maximum amount, which is allowed to such employee, or Council member, for attendance of such convention, but that each such employee or Council member be required forthwith after such conv.ntion has taken place to submit to the Treasurer a detailed account of his actual expenses incurred together with a refund of any amount by which the advance exceeds the expense incurred, and that the Treasurer do render to Council a report respecting each such account. Ltd. for delivery of salt at 10.595 per ton be accepted for approximately 225 tons as per tender dated September 27th, 1963. CARRIED RESOLUTION NUMBER 260/63 MOVED by Mr. Wank, seconded by Mrs. McPherson. that this Council accept the sewer main from Lakecrest Pumping Station to Bay Road Sewage Plant installed by Ma~ino Construction Company Limited as of June 25. 1963, subject to one year's maintenance to June 25, 1964, as recommended by our Engineer. CARRIED RESOLUTION NUMBER 263/63 MOVED by Mr. Mowbray, seconded by Mr. Wank, that this Council make application to the Ontario Municipal Board for approval of consent for the Canadian National Railway Company to convey to Brian Gill, being part of Lot 26. Con. 1. as recommended by the Township of Pickering Planning Board on January 4. 1963. CARRIED RESOLUTION NUMBER 264/63 MOVED by Mr. Spang, seconded by Mr. Greening. that this Council make application to the Ontario Municipal Board for approval of consent for Edward Aitken to convey to the Hydro-Electric Power Commission of Ontario a parcel of land 2.397 acres in area being part of Lot 20. Concession I, as recommended by the Township of pickering Planning Board on September 6, 1963. Mrs. McPherson, seconded by Mr. Greening, moves that By-Law No. 2819 to provide for the Township Road Department to take over and assume Greenwood Avenue as a Township Road be now read a second time. and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mrs. McPherson, seconded by Mr. Spang, moves that the report of the Committee of the Whole on By-Law No. 2819 be adopted. and that the said By-Law be now ~ead a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIE D CLERK'S INSTRUCTIONS 1. Get more information re Mr. Poulsson's moving into Township. 2. Contact C. N. R. re foot-path at Rosebank and find out how long road will be closed. 3. Check Bell Telephone September accounts. 4. Have Pickering Township Parks and Recreation Committee supplied with monthly statements of accounts paid for their account. AGREED Council meet in Committee October 15 to interview applicants for position of Assistant to Clerk and other matters. AGREED Council meet October 21st for general business.
