A meeting of Pickering Township Council was held on TUESDAY, the
TWENTY-FIRST day of ~. 1963, at EIGHT o'clock p. ,m.

The following CORRESPONDENCE was considered:
1. West Rouge Community Association asks Council to name its
parkette "Stan Frost Park" because of Mr. Frost's long service.
No Action.
2. Pickering District Hi~h School Board advises that it is
prepared to build a S1X inch water main from Bay Ridges to
Dunbarton High School, or pay this cost on a larger main.
No Action.
3. Pickering District Hifh School Board submits Town of Ajax
and Village of Picker1ng approvals for $637,606.00 debenture
for 19 room addition to Pickering High School and asks
Township to also approve. See Resolution No. 146/63.
4. Pickering District Hi~h School Board asks approval for
$166,046.00 - four room addition to Ajax School. Mr. Irwin·s
office telephoned Pickering Village and Town of Ajax have
approved. See Resolution No. 145/63.
5. Mr. Leder operates a park in the south half of Lot 8. Con. 5.
Over the past three years the Township has removed gravel
from sideline between 8-9. The road is just passable. and
he claims not good enough for people to come to his park.
Also, certain fill has been dumped on his land. Road
Superintendent has agreed to improve this road within 10
days.
6. John T. Bath asks for a licence to store cars behind his
gasoline station at No. 2 and Rougemount. No action.
7. Canadian National Institute for the Blind has arranged for
Brougham Hall, in case it rains. for outing for blind at
Greenwood Park Sunday, June 2nd. See Resolution No. 142/63.
8.
Donald L~nde and L. T. Johnston recommend acceptance of
Mutual L1fe Insurance Company at lowest bid of 31¢ per thousand
for firemen.

9.
Township Solicitors submit two by-laws to authorize Township
sale to Satok and Nordel. of Lots 6. 7, 12, 13, 4, 5, 10.
and 11. industrial lands. As they were not satisfactory to
Council, Reeve Scott agreed to have our solicitors re-write.

13. De~artment of Public Welfare advises that an allowance of up
to 665.00 monthly w111 be paid to widows and unmarried
women without dependents who are 60 years of age, if in need.
14. Our Solicitors advise that the Brantford $500.00 lot fee
case has been reserved. They will advise when decision

15. Chief R. T. Parker reports on Highway 2 and Valley Farm
Road. Traffic problem serious for short periods; cannot
place a man at this intersection, as it is unlit and
would be dangerous; not sufficient traffic for traffic
signal. Recommends intersection be flood-lit; has contacted
several Traffic Departments with no success.
16. Forbes McEwen objects to north Pickering Zoning By-Law:

(1) Pits & Quarries By-Law set-back 20t. zoning. loot.
(2) 2000 square feet house for retired farmers too large.
(3) 2000 ~quare feet house in S. S. 6 not necessary
because of the low percentage of residential assessment.
(4) 200 square feet in general, too large. 1500 square
feet in Town of Whitby, Township of East Whitby. and
Township of Darlington.

2. MOVED by Mrs. McPherson. seconded by Mr. Greening. that Thomas
Newman be heard. CARRIED
Mr. Thomas Newman again asked that his clients be permitted to
operate a salvage yard at Concession 2. Lot 26. on 6.77 acres.

3. MOVED by Mr. Wank. seconded by Mr. Deakin. that Mr. Niven be
heard. CARRIED
Mr, Fred Niven stated he spoke for the Canada Life Assurance
Company. which had submitted a price of 34¢ per thousand for Life
Insurance on Township of Pickering firemen. He stated he was
an Insurance Consultant and recommended the Canada Life policy.
4. MOVED by Mrs. McPherson. seconded by Mr. Spang. that Mr. J. Wolf.
of Mutual Life Assurance Company be heard. CARRIED
Mr. Jerry Wolf stated his firm's tender of 3l¢ per thousand
insurance for firemen was. he understood. the lowest for this
policy: His firm was very solid. and present policies held by
the Township with him paid good dividends.
5. MOVED by Mr. Greening. seconded by Mr. Deakin. that Mr. Austin be
heard. CARRIED

Mr. Austin asked:
(a) a second licence for a car to be used for "driving in-
struction" as one was not sufficient. See Resolution
No. 147/63.
(b) that he be permitted to start his taxi meters at 40¢
rather than 30¢ to conform with surrounding municipalities.
See Resolution No. 148/63.
6. AGREED Mr. Willard Lamb. of Rivercourt, be heard.
Mr. Willard Lamb stated he had lived in West Rouge thirty years;
his taxes had gone from $7.00 to $114.00. and got no increased
services. He objected to rubbish being dumped on lots next to
his and when water was brought across the Rouge the small stream
was blocked and as effluent from septic tanks had been dumped

6. into the sewer at top of hill. it now lies stagnant near
his lot.
It was AGREED that the Engineer inspect. Road Department not
dump snow on vacant lot, and Clerk give a breakdown of Mr.
Lamb's taxes.
7. MOVED by Mrs. Mc'herson. seconded by Mr. Deakin, that Mr.
Fetter, of Spruce Hill Road be heard. CARRIED
Mr. Fetter objected to the C. N. R. having the Spruce Hill
Road closed and putting By-Pass road to Fairport Road so far
north that his children now¡have 9/10 of a mile to walk to
school instead of 2/10 miles.
Messrs. Howard Mason and Mr. Skorachid supported Mr. Fetter in
asking Council to use their influence to have the By-Pass road as
near as possible to the C. N. R. line. Reeve Scott stated
Mr. Poulsson, our Engineer, had no knowledge that By-Pass
was being moved further north.

MOVED by Mrs. McB ærson, seconded by Mr. Spang, that this Council
accept the Mutual Life tender of 31¢ per month per $1000.00 for
the Firemen's insurance. CARRIED
RESOLUTION NUMBER 134/63
MOVED by Mr. Mowbray, seconded by Mr. Wank. that Giles Chevrolet
Oldsmobile Limited be advised that this Council considers that an
agreement has been made between them and the Township for supply
of a truck at the price of $3,929.45; that as the tender was not
conditioned on production by us of a Federal Sales Tax exemption
certificate or declaration, we take the position that the tender
price includes all taxes other than Ontario Retail Sales Tax.

MOVED by Mrs. McPherson, seconded by Mr. Mowbray, that the tender
of Miller Paving Limited for Liquid Calcium Chloride, at price
of $0.144 per gallon, or $47.50 per ton flake equivalent be
accepted by this Council, subject to the approval of the Department
of Highways of Ontario. CARRIED

MOVED by Mrs. McFherson, seconded by Mr. Wank, that the tender of
L. N. Howe of $51.30 per ton for bagged calcium, F.O.B., Pickering
Township, be accepted by the Council, subject to the approval of
the Department of Highways of Ontario. CARRIED

THAT WHEREAS on the 4th day of March, 1963. this Council passed
Resolution Number 64/63 making application to the Ontario
Municipal Board for approval of consent for Edgar Ward to convey to
Dean W. Evans a parcel of land 102 feet by 147 1/2 feet. part of
Lot 31. Registered Plan 12. Village of Claremont, and such approval
was granted under the Ontario Municipal Board's Order dated March
12th, 1963;
AND WHEREAS having failed to conclude a sale to the said Dean W.
Evans. the owner now requests approval to convey the said parcel
to Glen Clifford Evans and Isobel Christine Evans;
NOW THEREFORE this Council now requests the Ontario Municipal
Board's approval of the conveyance of the said parcel of land from
Edgar Ward to Glen Clifford Evans and Isobel Christine Evans.

first given that the operation carried on on the property will involve

MOVED by Mr. Mowbray, seconded by Mr. Spang, that the Assessment
Department be instructed to vacate the room at the south-west corner
of the second floor of the Municipal Building. and that the Clerk be
instru~ted to make arrangements to have the doorway between the said
room and the room immediately to the east thereof closed. CARRIED

BY-LAW NUMBER 2793 (Third Reading)
The Committee of the Whole on By-Law No. 2793 to authorize the
borrowing of $151.694.72 upon debentures for the installation of a
waterworks extension, arises and reports the By-Law as read.

Committee of the Whole on By-Law No. 2793 be adopted. and that the
said By-Law be now read a Third time and PASSED; that the Reeve and

AGREED - that Third Reading to Zoning By-Law for the Third Concession

the Township Hall, Brougham, shortly - preferably ear¡y June.
