Depar-tment of Health submits a report on excessive soot from ßunbarton High School chimney. Claims complaint justified. Recommends: (1) The boilers be not used as incinerators. (2) The boiler tubes be punched every second day, not weekly. It would be preferrable to use an industrial vacuum cleaner rather than punching the tubes. 4. See Resolution No. 111/63 - 3 - The following' 'PER'SO'NS t on MOTION, were heard: 1. MOVED by Mr. Greening, seconded by Mr. Wank, that Mr. Morton, or f'airport, be heard. £.A'3~IED 'Mr .J'. 'Mor'tön complained about the actions of the Welfare Adm1nlstrator, stating that he used the Township car assigned to him for private business, that he did not give people on welfare the amounts permitted for grant by the Department, and other matters. Because of his remarks and attitude, it was MOVED by Mr. Deakin, seconded by Mr. Mowbray, that Mr. Morton be no longer heard. Mr. Morton then retired. Later he again asked to be heard. On motion of Mr. Greening, seconded by Mr. Mowbray, he was further heard. Mr. Morton asked if the Welfare Officer kept a log of his goings and comings as he had requested a year ago, and if the Reeve would produce a report on the Welfare Officer's former employment. The Reeve refused to produce such records, and Mr. Morton retired. 2. On MOTION, Mr. Ray Vivian was heard. Mr. Vivian stated he was forced to pay $140.00 per month for his W1!e who 1S living in Scarborough with another man. He felt that under these conditions he should not be forced to pay this money. 3. On ,MOTION of Mr. Spang, seconded by Mrs. McPherson, Mr. Gordon Pearce was heard~ Mr. Pearce asked if Council would see that he was notified when Th1rd Rea~ing was given to Zoning By-Law for Concession 8, Lot 35, re 2000 square feet house on new lots. 4. Mr. B. Jãmieson spoke for a High School delegation requesting that the Dunbarton High School be serviced with municipal water. He recommended that three members each of Council and High School meet and discuss ways and means, and Council agreed that members of Council on the Public Utilities Committee meet their members shortly. It was pointed out by the Reeve that there was a sewer and smoke problem at this school, and it was agreed that the meeting should discuss these matters also. 5. Mr. R. On Motion of Mr. Wank, seconded by Mr. Greening, Mr.- Edward Fleury, solicitor, was heard. Mr. Fleury asked for a Letter of Tolerance for the hous~ 0n Lot 67, Plan 320, as such house was built on a 50 foot lot 6:j does not conform to the Zoning By-Laws. See Resolution No. lO~/63. 7. Moved by Mrs. McPherson, seconded by Mr. Greening, that ~. Hamilton be heard. Mr. Hamilton said he was employed by Kenmore Building Materials and they wished him to be near his work and act as a night watchman in their pit at Concession 4, Lot 19, so he asked permission to live in a trailer on the premises. See Resolution No. 110/63. 8. Moved by Mrs. fv'cPherson, seconded by Mr. Deakin, that t-1r. Campbell be heard. L Mr. Campbell stated he represented Bell Gbuinlock and Company Investment Dealers and asked that they be appointed Township Fiscal Agents again in 1963 as in 1962. Mßtter referred to Finance Committee. RESOLUTION NUMBER 98/63 AOVED by ~r. wank, seconded by Mr. Spang, that a large industrial advertisement be placed in the Financial Post at a cost of $420.00 _ one insert - to advertise Pickering Township Industrial Land; as recommended by the Industrial Committee. CARRIED RESOLUTION NUMBER 99/63 ~~tb DY Mr. Spang, seconded by Mr. Mowbray, that this Council make app11cation to the Ontario Municipal Board for approval of consent for Murray Cowan Brown to convey to George Clare Thorn an 'L' shaped parcel of land with frontage 73 feet to add to Mr. Thorn's existing parcel with dimensions 75 feet by 100 feet containing existing dwelling, and thereby increase his total holdings to a parcel with frontage 148 feet and depth 200 feet, all part of Township Lot 28, Broken Front, Range 3; as recommended by the Township of Pickering Planning Board on April 5th, 1963. Kane a parcel of land with 86 feet frontage by 257 feet pepth with existing dwelling, from the parcel 166 1/2' X 658', now owned by Mr, and ~s. Godman, part of Township Lot 35, Broken Front, Range 2; as recommended by the Township of Pickering Planning Board on AprilS, 1963. (Fee required> CARRIED RESOLUTION NUMBER 101/63 PoVED by Mr. Deakín, seconded by ~r. Wank, that this Council make application to the 0ntario Municipal Board for approval of consent for Margaret M. Brown, owner of Lot 36, Reg. Plan 350 which is triangular in shape and contains about 1 1/4 acres, to convey to the Director of the Veteran's Land Act the southerly part of Lot 36, with area 1/2 acre and containing existing dwelling; as recommended by the Township of Pickering Planning Board April 5th, 1963. Crawford to convey to William Rozalowsky an 'L' shaped parcel to add to Mr. Rozalowsky's presently owned holdings, 75 feet by 200 feet, with existing dwellings, and thus increase his total holdings to 150 feet by 440 feet, on condition the parcel to be con- veyed is incorporated with Mr. Rozalowsky's existing lot under one deed, part Township Lot 11, Concession 2; as recommended by the Township of Pickering Planning Board on April 5, 1963. Bituminous Prime to be supplied, delivered and applieù; (3) approximately 18,000 gallons R S - 2 Emulsion for surface treatment to be supplied, delivered and applied. MCPherson, seconded by Mr. Greening, that this Council authorize the Road Department to call for tenders for the crushing of 12,000 tons 2" gravel at Concession 5 pit. CARRIED RESOLUTION NUMBER 106/63 RðVLD by Mrs. McÞherson, seconded by Mr. Mowbray, that this Council authorize the Road Department to call for tenders for approximately 800 tons 3/8" chips to be used for surface treatment, F.O.B. plant; and also delivered price Township yard. CARRIED RESOLUTION NUMBER 107/63 MOVLD by ~s. MCPherson, seconded by Mr. Wank, that this Council authorize the Road Department to call for tenders for, (1) approximately 150.000 gallons liquid calcium chloride to be supplied, delivered and applied. (2) approximately 100 tons bagged calcium chloride F.O.B. plant; and also delivered price Township yard. RESOLUTION NUMBER 108/63 MbvLD by Mr. beak~n, seconded by Mr. Greening, that the Reeve proclaim "Daylight Saving Time" in Pickering Township commencing Sunday, April 28th, at 2 a.m. CARRIED CARRIED RESOLUTION NUMBER 109/63 MDVED by Mr. Mowbray, seconded by Mr. Spang, that this Council grant a Letter of Tolerance, that no action will be taken by the Township of Pickering for reason of variance from the requirements of Township Zoning By-Law Number 1978 and By-Law Number 1787 in the matter of ' side yards with respect to Lot 67, Plan 320. CARRIED RESOLUTION NUMBER 110/63 'AOVLD by Mr. Mowbray, seconded by Mr. Wank, that no action be taken on the request of Mr. Hamilton respecting putting a trailer home in the gravel put on Brock Road north of the Fourth Concession Road. CARRIED YEA: Messrs.M oWbray, Scott, Deakin, Greening and Wanke NAY: Mr. Spang and Mrs, McPherson 6 RESOLUTION NUMBER 112/fS r'ÛVLD by r:r. wal¡-;", seconded by Mrs. McPherson, WHEREAS the Township of Pickering has experienced the ~row1:1 ::>f a ðense urban area within its municipal boundaries which wou~ ·''1eri t the establishment of a separate area within the Township which should be supplied with electric power under a separate contract with The Hydro- Electric Power Commission of Ontario; AND WHEREAS prior to the 1st day of May, 1951, under the provisions of sect10n 66 of the Power Commission Act, R.S.O. 1950, Chapter 281, the Council of a Township, with the approval of the said Commission could by by-law establish a separate area within the Township and, with the assent of the municipal electors of the area qualified to vote on money by-laws, could enter into a contract with the Commission for the supply of electricity for the use of the municipality and the inhabitants in the separate area. AND WHEREAS the Power Commission Act was amended by Section 10 of the Statutes of Ontario, 1951, Chapter 67 (now subsection 12 of section 70 of The Power Commission Act R.S.O. 1960, Chapter 300) to provide as follows: "Notwithstanding anythinF in this section no areas shall be established nor the boundaries of any established area enlarged or altered after the 1st day of May, 1951." AND WHEREAS the effect of the above amendment to The Power Commission Act 1S'to prevent the establishment of areas within a Township which could enter into contracts with the said Commission for the supply of electric power. NOW THEREFORE BE IT RESOLVED THAT representations be made to have Sect10n 7U of The Power Comm1SS10n Act, R.S.O. 1960, Chapter 300, amended by deleting therefrom subsection 12 to reinstate the right of a Township to establish, with the approval of The Hydro-Electric Power Commission of Ontario, areas capable of entering into contracts with the Commission for the supply of power for the use of the municipality and its inhabitants in any established separate area. CARRIED RESOLUTION NUMBER 113/63 MOVLV'by Mr. Deak1n, seconded by Mr. Greeninp, that the ratepayers of Dunbarton Shores be informed by letter that the road and shoulders will be restored as soon as the work is completed in approximately 2 to 3 weeks. CARRIED RESOLUTION NUMBER 114/63 MOVtv by Mrs. McPherson, seconded by Mr. Mowbray, that the Township purchase a snow plow from American Coleman of Canada for the sum of $1,143.69, subject to approval of the Department of Highways of Ontario. MOTION LOST RESOLUTION NUMBER 115/63 MOVED by ~r. Wank, seconded by Mr. Spang, that lowest tender for One Way Plow, namely Wheel and Break @ $1,085.00 plus tax, be accepted. Dedore @ 12.25 per hundred feet for a total of 10,000 feet, be accepted. CARRIED RESOLUTION NUMBER 117 MovtD by Mr. Spang, seconded by Mrs. McPherson, that the 1bwnship of Þ1ckering purchase from Giles Chev. & 01ds. Dealer (Stouffville) one 2 ton Chevrolet durnp truck at the tender price of $3,929.45, subject to approval of Department of Highways. CARRIED 7 BY·LAW NUMBER 2782 - Third Reading The Committee of the Whole arises and reports the By-Law as read. Mr. Spang, seconded by Mr. Wank, moves that the report of ~h~ Committee of the Whole on By-Law No. 2782 be adopted, and tha~ the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2791 Mr.'Wank, seconded by Mr. Spang, moves for leave to introduce a By-Law of the Township of Pickering to amend By-Law Number 2770 and to repeal By-Law Number 2785, which appoints members to the Committee of Adjustment, and that same now be read a first time. Mr. Wank, seconded by Mrs. McPherson, moves that By-Law Number 2791 to amend By-Law Number 2770 and to repeal By-Law Number 2785, which appoints members to the Committee of Adjustment be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Wank, seconded by Mr. Mowbray, moves that the report of the Committee of the Whole on By-Law No. 2791 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED DIRECTIONS 1. Clerk advise Fairport Beach sewer and water petitioners that water cannot be made available to them until Consolidated Building Corporation extend their mains to west side of Bay and they should contact Mr. Poulsson re sewers. 2. Councillor Deakin arrange fire meeting with Ajax. 3. Clerk write Ronald Hockey that land over sewer main will be replaced and left in as good n condition as before when Council deems it opportune. 4. Clerk find out how Township boundary roads may be re-established. 5. Clerk send copies of Hydro resolution to Ontario Municipal Association, Mayors and Reeves, Urban-Rural Associations and Dr. Dymond and T. Thomas. 6.
