A meeting of Pickering Township Council was held on MONDAYf the
"FIRST day of APRIL, 1963, at EIGHT o'clock p. m.

MOVED by Mrs. McPherson. seconded by Mr. Spang, that minutes of
meet1ng held March 4, 1963, be approved. CARRIED

meet1ng held March 18, be approved as amended. CARRIED

Department of Highwa~S of Ontario asks Council to transfer

Mrs.. Dorothy 'Miller. Secretary Brougham Library, asks Council
to have ra1n water from garage carried past Library, as after
heavy rains the floor of Library is flooded. Referred to
Road Department.
Metro Toronto Industrial Commis'sion asks for annual $500.00

The following PERSONS, on MOTION, were heard:
1. AGREED Mr. J. K. Brower and Mr. Donald Jackson be heard.
Mr.' "Br"Ower stated his company, Four Seasons Country Club,
proposed to open May 24th of this year on 100 acres in the
south half of Lot 15, Concession 7. This Club would have
swimming pools, riding, football fields, camping, etc., for
a family fee of $50.00 per year.

Beckstead be heard. CARRIED
Mr's. GTadys Beckstead stated she had appeal led her 1962 assess-
ment because she !elt there should have been a location allowance
due to the boat works having been built across the street since
she built her house. She stated that the Assessment Commissioner
referred her to Council, as no policy had been set for such
allowances. See Resolution No. 95/63,
3. MOVED by Mrs. McFherson, seconded by Mr. Greening that Mr. John
W1111ams, of Bay Ridges Ratepayers' Association, be heard. CARRIED
'Mr.J'ohnWilliams asked:
(1) if the Township would assume liability of a bus shelter
if built on the County Road. It seemed to be the
general feeling of Council that this could not be done.
(2) that many of the speed signs in Bay Ridges were broken or
blown down and in a state of disrepair; also, the stop
signs had not been erected as requested a year ago.
Reeve Scott read a letter from our solicitors which
stated the Township should not regulate traffic on roads
or streets not assumed by the Township. Mr. Scott said
he wished to discuss this further with our solicitors.
(3) that a cross walk be placed on Liverpool Road at Krosno
Blvd. A report be requested from the Police Department
and Clerk find out under what authority this could be done.
RESOLUTION NUMBER 89/63
, MOVLÐ by Mrs. McPherson, seconded by Mr. Wank, that the following sums
of money in the Road and Bridge appropriation by-laws passed in 1962
be approved as recommended by the Department of Highways By-Law
Number 2715:
$18,000.00 from Bridge and Culvert Construction to Roads Construction
By-Law Number 2677.
$1,000.00 from Bridge and Culvert Maintenance to Road Maintenance.
$5,000.00 from Bridge and Culvert Construction to Road Maintenance.

subject to the approval of the Department of Highways of Ontario.

of P1ckering call for tenders for the crushing in the Township
gravel pit of:
(1) Approximately 40,000 tons 3/4" gravel,
(2) Approximately 25,000 tons sand,
subject to the approval of the Department of Highways of Ontario.

attached resolution to have the Altona Road from Highway No.2 to
Highway No. 7 be assumed by the County of Ontario. CARRIED
attached resolution being:
WHEREAS that area of Pickering Township from the Ninth Concession
South to No. 2 Highway and west of the Brock Road to the Scarborough
Town Line and that area from the lake north to # 2 Highway and west
of Liverpool Road to the Scarborough Town Line is not served by a
County Road;
, AND WHEREAS the assessment of this area is approximately $14,500,000.,
and the population is approximately 13,000, and the acreage is
approximately 30,000 acres;
AND WHEREAS in 1962 the Township of Pickering requested the County
of Ontar10 to consider extending the Base Line from Liverpool Road to
the Scarborough-Pickering Town Line and, if this was not possible, to
consider adding the Altona Road to the County Road System;
AND WHEREAS because of the magnitude of the project the County is
unable to undertake the Base Line extension;
AND WHEREAS the traffic and other conditions on the Altona Road
meet the requirements necessary for assumption of a Township Road
by the County;
BE IT THEREFORE RESOLVED that this Council re~pectfully request the
County of Ontar10 to assume the Altona Road as a County Road from
No. 2 Highway to No. 7 Highway. CARRIED

By-Law of the Township of Pickering to appoint an Inspector to
enforce the Trench Excavators' Protection Act in the Township of
Pickering, and that same now be read a first time.
Mr. Wank, seconded by ITs. ·JMcPherson, moves that By-Law Number
2788 to appoint an Inspector to enforce the Trench Excavators'
Protection Act in the Township of Pickering, be now read a second
time, and that Council go into Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-Law as read.

said By-Law be now read a Third time and PASSED; that the Reeve and

By-Law of the Township of Pickering to amend By-Law Number 2779,
which sets rates for the various schools in 1963, and that same now
be read a first time.
Mr. Greening, seconded by Mr. Wank, moves that By-Law Number 2789 to
amend By-Law Number 2779, which sets rates for the various schools
in 1963, be now read a second time, and that Council go into Committee
of the Whole thereon.
The Committee of the Whole arises and reports the By-Law as read.

Committee of the Whole on By-Law No. 2789 be adopted, and that the
said By-Law be now read a Third time and PASSED; that the Reeve and

Mr. Mowbray, seconded by Mr. Spang, moves for leave to introduce a
By-Law of the Township of Pickering to zone that portion of the Township
of Pickering which lies north of the Third Concession Line, and that
same now be read a first time.
Mr. Mowbray, seconded by Mr. Wank, moves that By-Law No. 2790 to
zone that portion of the Township of Pickering which lies north of the
Third Concession Line, be now read a second time, and that Council go
into Committee of the Whole thereon.
AGREED Zoning By-Law No. 2790 be considered in detail May 6, 1963.
INSTRUCTTONS
1. Clerk get Chesterton Shores Road Agreement for next meeting.
2. Clerk get total audit fee for past year.
3, Clerk get Bell Telephone recommendations for service at
Brougham Office and Engineering Department.

6. Public Utilities Committee report on Engineer's need for
Atlantic Telephone and number of city calls per month.
7. Parks Administrator initial and stamp all his accounts.
8. Fire Chief use petty cash for small amounts only.
MOVED by Mr. Greening, seconded by Mrs. McPherson, that this Council
do now adjourn to meet again on MONDAY, the 6th day of MAY, 1963,
at 8 o'clock p. m, CARRIED
