PRESENT: J. SherIDan Scott, in the Chair Mrs. Jean McPherson Harvey Spang Milton Mowbray W. J. Greening Ross ,Deakin Hubert Wank Lloyd T. Johnston. Clerk The following CORRESPOND'ENCE was considered: 1. 2. ¡ I I I I I Mr. Falb¥. Clerk of Town of Ajax, submits a summary of Mr. Smyth's municipal and planning experience. See Resolution No. 82/63. Hi~h School Board submits a report on costs of two new school ad 1t10ns to AJax and Pickering Schools. 3.. The new owners of 100 acres in the south half of Lot 1St Concession 7, propose to build a Club, and have swimming pools and riding horses. There iš-ãñe large chicken house 202' X 22' which they propose to turn into stables for 15 horses, plus tack rooms, etc. If this is a Commercial building, it requires masonry. Can it be converted? Council considered this a stable, not a Commercial building. In 1958 Council passed a "Qui'etinJ By'-Law", at the request of the Department of Munic1pal At airs, wnich would set boundaries of this municipality. Department now advises this work will be proceeded with. 5. Clerk ask Department to set out boundaries of Town of Ajax and Village of Pickering in same manner as other boundary roads. 6. Town of Oakville has never submitted Hamilton Brief on smoke By-Law for endorsement. 7. Clerk again ask for Hamilton Brief. Ontario Water Resources Commission has studied algae on lakerront for past four years, and feels that it can control it, perhaps with financial help from various municipalities. Public meeting April 2 at O.W.R.C. offices, Highway 401 west, at 1:30 p. m. Robert G. Roy advises Reeve Scott and Council that after arràng1ng for the Pickering Township Red Cross Hall for March 25th, his Rural Ratepayers' Association was refused the use of said hall at 4:30, Sunday, March 24th. He asks Council to intercede for them. 8. 9. Pickering Rural Rate~ayerg' Association invited Council to one ot ~ñe1r meet1ng ~o be held 1n the Red Cross Hall March 25th. Council unable to accept as they had a meeting arranged. - 2 - The following PERSON, on MOTION, was heard: MOVED by Mr. Greening, seconded by Mr. Deakin, that Mr. John W11l1ams be heard. C"ARRTED 'Mr. John Williams told Council that he felt that the pamphlets c1rculated by the Pickering Rural Ratepayers' Association were detrimental to the Township of Pickering, and that an action should be started against the association, even though it might cost the Township considerable money. Reeve' Scott stated such an action was being considered, but he had no w1sh to involve the Township in expensive proceedings over a long period in this matter. , RES'OUJTION' NUMBER' 8116 3 MUVEb by Mr. Deak1n~ seconded by Mr. Mowbray, that this Council accept the tenders from: (1) Canadian Petrofina for gasoline @ .1645¢ per gallon. (2) Murphy Oil Co. for Diesel Oil @ .14 ¢ per gallon. (3) Shell Oil Co. for Fuel Oil @ .1380~ per gallon. CARRIED RESO'LUTTON "NUM'BER8'2/6 3 MOVJ;;V by Mrs. McÞherson, seconded by Mr. Wank, that the Council of the Township of Pickering approves the recommendation of Mr. Ellwood Smyth, of Ajax, to represent the East District on the Metro Toronto Planning Board. CARRIED RESOLUTION NUMBER '8'3/63 MUVLV .by Mr. Deak1n, seconded by Mrs. McPherson, that all Township volunteer firemen be insured for $5,000,00 life insurance, and that the Township pay 50\ of the cost of such premiums, and that this Council call for Tenders on this insurance. CARRIED RE'SO'LUTION NUMBER '8'4/63 MUVJ;;V by Mrs. McPherson, seconded by Mr. Deakin, that as the Road Department requires additional lands for road widening from the north half of Lot 17, Concession 5, and such lands cannot be purchased at, what Council feels, a fair price, the Clerk be directed to prepare a by-law to expropriate same, all of which was recommended by the Road Committee at their meeting of March 20, 1963. CARRIED RESOLUTION NUMBER "85/63 -MoVED .by Mrs. McPherson, seconded by Mr. Mowbray, that a sum of $b,ooo.oO be included in the road budget for soil tests and surveying on the Markham-Pickering Town Line provided that the Township of Markham provide a like amount, as recommended by the Road Committee. CARRIED RESOLUTION NUMBER 86/63 MOVED by Mrs. McPherson, seconded by Mr. Spang, that the Treasurer make application to the Department of Highways of Ontario for the balance of grant on the $359,400.00 expended by the Corporation of the Township of Pickering on roads in the year 1962. CARRIED RESOLUTION NUMBER 87/63 MOVED .by Mr. beak1n, seconded by Mr. Greening, that this Council request from the Air Pollution Department of Ontario that they investigate the complaint of smoke coming from the Dunbarton High School chimney. CARRIED RESOLUTION NUMBER 88/63 MOVLD by Mr. Spang, seconded by Mr. Greening, that the conversion of a 202' X 22' hen house to a stable for riding horses on Lot 15, Concession 7, be considered a horse barn, CARRIED - 3 - BY- LAW NUM BER '27'8 3 Mrs. McPherson, seconded by Mr. Mowbray, moves for leave to introduce a By-Law of the Township of Pickering to provide for the 1963 expenditures on roads in the Township of Pickering, and that same now be read a first time. Mrs. McPherson, seconded by Mr. Spang, moves that By-Law Number 2783 to provide for the 1963 expenditures on roads in the Township of Pickering, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mrs. McPherson, seconded by Mr. Wank moves that the report of the Committee of the Whole on By-Law No. 2783 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2'784 Mrs. McPherson, seconded by Mr. Spang, moves for leave to introduce a ByøLaw of the Township of Pickering to provide for the Township Road Department to take over and assume as Township Roads certain roads in the Township, and that same now be read a first time. Mrs. McPherson, seconded by Mr. Spang, moves that By-Law Number 2784 to provide for the Township Road Department to take over and assume as Township Roads certain roads in the Township, be now read a second time, and that Council go into Committee of the Whole thereon. CARRIED BY-'LAW NUMBER 2785 Mr. Wank, seconded by Mr. Spang~ moves for leave to introduce a By-Law of the Township of Pickering to amend By-Law Number 2770 which appointed members to the Co~~ittee of Adjustment, and that same now be read a first time. (To include Melvin Johnson). Mr. Wank, seconded by Mr. Mowbray, moves that By-Law Number 2785 to amend By-Law Number 2770 which appointed members to the Committee of Adjustment, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Wank, seconded by Mr. Deakin, moves that the report of the Committee of the Whole on By-Law No. 2785 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2786 Mrs. McPherson, seconded by Mr. Wank, moves for leave to introduce a By-Law of the Township of Pickering to establish a Community Centre and Athletic Field in Block V, Plan M-15, at Bay Ridges, and that same now be read a first time. 'CARRIED BY-LAW NUMBER 2787 Mr. Spang, seconded by Mrs. McPherson, moves for leave to introduce a By-Law of the Township of Pickering to appoint a Museum Committee of the Township of Pickering, and that same now be read a first time. Committee: Dr. N, F. Tomlinson, Hugh Gregg, Milton Parkin, Wm. Brownt Mrs. K. Fallis. Mrs. M. Loucks, E. C. Petitjean. J. S. Scott and M. J. Mowbray. Mr. Spang, seconded by Mr. Wank, moves that By-Law No. 2787 to appoint a Museum Committee of the Township of Pickering. be now read a second time, and that Council go into Committee of the Whole thereon. CARRIED CLERK get a proposed date and problems when our solicitors may have reports on: (1) Legality of $500.00 fee for dividing land.
