A meeting of Pickering Township Council was held on MONDAY, the
EIGHTEENTH day of MARCH, 1963, at EIGHT o'clock p. m.

The following CORRESPONDENCE was considered:
1. Solicitors for W. M. Br~den(General Tire Company) give notice
of appeal against paY1ng ~180.UU garbage rates, as provided
for under section 37 of The Assessment Act.
2. Pickering District High School Board' asks Council to
approve
(1) 4 room addition to Ajax High School at cost of $166,046.00,
of which the Department has tentatively approved for grant
$100,000.00.
(2) 19 room addition to Pickering High School at cost of
$637,606.00. of which the Department has tentatively
approved for grant $475,000.00.
(3) Resolutions of the Town of Ajax and Pickering Village,
asking that the High School Board submit particulars
of those costs not subject to Provincial grant.
See Resolution No. 73/63.
3. Resolution of the Town of Ajax putting forward the name of
Elwin Smyth of Ajax to represent the East District on
Metro Planning Board.

6~ D. S. McIntosh asks Council to accept watermains and sewers on
all of Pendermere Parkway and Ravine Park Crescent from Town
Line to East Willow Gate, as they have been installed two
years. Mr. Poulsson has copy. P.U.C.
7, Resolution from Fire Committee that full time firemen get
regular off-duty pay for calls after hours. Resolution No. 75/63_
8. Last September 17th Council agreed to rebate the Dunbarton
Canadian Legion their 1962 tax of $254.12. Not dõhe. Our
S011c1tors say such grants are not legal but it could be
done under sub-section 70, section 378, chapter 249, which
exempts such properties for all rates except Local Improvement
and School Rates. Further consideration.

The following PERSONS, on MOTION, were heard:
AGREED Messrs. Murray Bulmer, Lloyd Peel, M. Shorochid, and Raymond
DoaK be heard. They objected to the closing of Spruce Hill Road
for C. N. R. right-of-way with new road to Fairport Road.

Reeve Scott stated the Canadian National Railway proposed
the new line through Dunbarton and the best the Township
Could do was to secure the best possible grades, etc.. for
roads and the assurance that no road would be closed until
a suitable by-pass road was provided.
MOVED by Mrs. McPherson, seconded by Mr. Wank, that Mr.
Lewis, representing Consolidated Building eorporation. be
heard. CARRIED
Mr. Lewis asked for a Letter of Tolerance for eighteen row
houses built in Block R on Ilona Park Road, Bay Ridges, some
two years ago because a building permit was issued which
did not conform to By-Law No. 2520 as to sideyards. area
and frontage. See Resolution No. 72/63.
RESOLUTION NUMBER 72/63
MOVED by Mr. Deakin. seconded by Mr. Mowbray, that this Council
grant a Letter of Tolerance that no action will be taken by the
Township of Pickering for reason of variance from the requirements
of Township Zoning By-Law Number 2520 in the matter of frontage,
side yards, and lot area per dwelling unit, with respect to
the two existing blocks of multiple family dwellings built upon
Block "R", Plan M-15 (part of Lot 23, B.F. Range 3). CARRIED

MOVED by Mr. Wank, seconded by Mr. Mowbray, that the Pickering
District High School Board be requested to give a detailed

MOVED by Mr. Deakin, seconded by Mrs. McPlerson, that full time
firemen who attend fires during off duty hours be paid at the
same rate as regular firemen, as recommended by the FIRE COMMITTEE
on March 7, 1963. CARRIED
RESOLUTION NUMBER 76/63
MOVED by Mr. Mowbray, seconded by Mr. Wank, that the Clerk be
instructed to express to Mr. Grant Messer the thanks of this
Council for Mr. Messer's past services on behalf of this area
on the Metropolitan Toronto Planning Board and our congratulations
on his appointment as Chairman of the Toronto Waterfront Advisory
Committee. CARRIED

RESOLUTION NUMBER 77/63
MOVED by Mr. Wank. seconded by Mrs. McPherson, that the Department
of Highways be requested to install traffic lights at the inter-
section of the Port Union Road and Highway No. 2 in view of the fact that:

RESOLUTION NUMBER 78/63
MOVED by Mr. Deakin, seconded by Mr. Wank, that this Council make
application to the Ontario Municipal Board for approval of consent
for Tee Pee Limited to convey to Tee Pee Theatre Limited a parcel
of 10.7 acres for drive-in theatre use, from their parcel of 16
acres located in Lot 23. Concession 1; as recommended by the
Township of Pickering Planning Board March 9th. 1963. CARRIED
RESOLUTION NUMBER 79/63
MOVED by Mr. Spang. seconded by Mrs. McPherson. that Pickering
Township purchase 100 plywood tubular chairs at a price of
$4.65 less 10%, plus 3%, to be hept in the Township Hall. CARRIED

MOVED by Mr. Deakin, seconded by Mr. Wank, that this Council appoint
a committee to arrange for our annual dinner. CARRIED

BY-LAW NUMBER 2772 (Third Reading)
The Committee of the Whole on By-Law No. 2772 to stop up and close
a portion of Bayview Road, arises and reports the By-Law as read.
Mr. Greening, seconded by Mr. Spang. moves that the report of
the Committee of the Whole on By-Law No. 2772 be adopted, and
that the said By-Law be now read a Third time and PASSED; that
the Reeve and Clerk sign the same, and the Seal of the Corporation
be affixed thereto. CARRIED

The Committee of the Whole on By-Law No. 2773 to stop up and

The Committee of the Whole on By-Law No. 2775 to stop up and
close a portion of Pine Ridge Road, arises and reports the By-Law
as read.

of the Committee of the Whole on By-Law Number 2775 be adopted,
and that the said By-Law be now read a Third time and PASSED;
that the Reeve and Clerk sign the same. and the Seal of the

BY-LAW NUMBER 2779 (Third Reading)
The Committee of the Whole on By-Law No. 2779 to levy such
rates against all the assessed properties in the Township of
Pickering as will be required to operate the various Public,
Separate and High School Boards, and to pay the debentures
and interest falling due for schools in the year 1963, arises
and reports the By-Law as read.
Mr. Mowbray, seconded by Mr. Spang, moves that the report of
the Committee of the Whole on By-Law No. 2779 be adopted, and
that the said By-Law be now read a Third time and PASSED;
that the Reeve and Clerk sign the same, and the Seal of the
Corporation be affixed thereto. CARRIED

Mr. Mowbray, seconded by Mr. Greening, moves for leave to
introduce a By-Law of the Township of Pickering to adopt the
1963 budget and to provide for the levying of all non-educational
rates to raise the various monies required in the budget, and
that same now be read a first time.
Mr. Mowbray, seconded by Mr. Wank, moves that By-Law No. 2780
to adopt the 1963 budget and to provide for the levying of all
non-educational rates to raise the various monies required in
the budget be now read a second time, and that Council go into
Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-Law as
read.

the Committee of the Whole on By-Law No. 2780 be adopted, and
that the said By-Law be now read a Third time and PASSED;
that the Reeve and Clerk sign the same, and the Seal of the

Mrs. McPherson, seconded by Mr. Spang, moves for leave to
introduce a By-Law of the Township of Pickering to establish
a Community Centre and Athletic Field in Block DA, Plan M-ll
at Bay Ridges, and that same now be read a first time.

BY-LAW NUMBER 2782 (Two Readings)
Mr. Spang, seconded by Mr. Deakin, moves for leave to introduce
a By-Law of the Township of Pickering to stop up and close a
portion of Dixie Road in the Township of Pickering, and that
same now be read a first time.
Mr. Spang, seconded by Mr. Greening, moves that By-Law
Number 2782 to stop up and close a portion of Dixie Road in
the Township of Pickering, be now read a second time, and
that Council go into Committee of the Whole thereon.

AGREED that Deputy Reeve McPherson discuss with Park Board
1f or not all membe rs of various Park Boards in Bay Ridges
should comprise the same members.
AGREED that Reeve Scott and our Solicitor and any other persons
recommended by the Ontario Municipal Board meet the O.M.B. to
discuss zoning and Pickering Township financial condition.
Clerk push our solicitors for all outstanding requested reports.
