PRESENT: J. Sherman Scott, in the Chair Mrs. J. L. McPherson Harvey Spang W. J. Greening Ross Deakin Hubert Wank L. T. Johnston, Clerk The following CORRESPONDENCE was considered: 1. Our s'olici tors recommend that no traffic by-laws be passed 1n Bay ~1dges until roads assumed by Township. Reeve to discuss with solicitors. 3. A rate~'ayer would like Planning Board minutes, but feels that the 10 per 100 words fee is high. See Resolution No. 58/63. Township En~ineer advises that he has let a contract for fuel 011 w1tñ E11as Rogers Company Limited to December, 1963, at a price of 1.05~lower than price from Vigor Oil Company, which supplies Township. He feels this contract should not be broken. Clerk call for tenders, but not include Engineering Department. Township Hall has now about 90 chairs. We need 100 more. Steel or wooden folding chairs. Cost - 3 quotes; $6.35, $3.85 and $2.95. 2. 4. Referred to Property Department. 5. Our solicitors submit a revised gravel pit by-law. 6. School Area 2 Board submits a copy of a resolution which advises Conso11dated BU11d1ng Corporation that Block P, Plan M-12 would not be required by their Board for a school site. 10. Department of Municipal Affairs advises that it approves the 1nsta1lat10n ofprefabr1cated pumping station as a winter works project. - 2 - 11. In reference to the need of gates at Woodview Avenue C. N. R. crossing, and "no whistling" by-law, the Board ot Transport Commissioners for Canada advises "that the protection as ordered ,for Wood view Avenue would be satisfactory for existing conditions respecting such proposal." See Resolution No. 60/~3. 12. OntarioMunici~alBoard will hold hearing on Zoning By-Law No. 2746 (O'Br1enJ, 2 p. m. April 18, 1963, at Brougham. 13. A. T. Butler, Director, Department of Municipal Affairs, advises that h1S Department has approved By-Law No. 2766, being a by- law for the Township sale of industrial lands of the south 95' of Lot 2 to Satok, but recommends further agreements be strengthened. On MOTION the following PERSONS were heard: 1. On Motion Messrs. Adamson, Van Houten and Tyas, of School Area No. 2 were heard. Mr. Adamson regretted the necessity of an increase of 6.4 m11ls tor 1963, but stated it was caused by: (1) attendance up 16 1/2% and assessment up 9%. (2) while the expected provincial grant will be up $12,000.00 the grant per A.D.A. is down. (3) $15,000.00 overdraft for 1962 because of capital purchase of land for Rouge Hill School. (4) Oral French being taught and more industrial arts and home economics. (5) most teachers who have not reached maximum get $300.00 increase. Expect no new schools or additions in 1963. They agreed to check Provincial grant before February 28, and if more than reported, then reduce rate. 2. On Motion of Mr. Wank, seconded by Mr. Deakin, Mr. Tom Newman was heard re Mr. Kay's application for a salvage yard on Concession 2, Lot 27. Mr. T. Newman stated that his client wished to dump rubble in the wet spots and cover with gravel, but trucks got stuck, so dumped rubble at entrance. There would be no burning and they would employ 9 men. The Toronto plant could be inspected at 140 Mill Street, Toronto. Council AGREED to inspect before consideration of a licence. RESOLUTION NUMBER 56/63 MOVED by Mr. Deak1n, seconded by Mr. Wank, that this Council ask perm1ssion of the Department of Highways to erect directional signs to the Township of Pickering Museum on Highway No.7, one mile east and west of Brougham. CARRIED . " RESOLUTION NUMBER 57/63 MOVED by Mrs. McPherson, seconded by Mr. Spang, that Dufferin Construction Company pave intersections of streets in Claremont Village and County of Ontario Roaàs: 304.20 Tons @ $ 9.00 .................... $ 2,737.80 l I I I subject to the approval of the Department of Highways of Ontario. CARRIED RESOLUTION NUMBER 58/63 MOVED by Mr. Deak1n, seconded by Planning Board Minutes be mailed rate of $1.00 per issue. NAY: Nil. - 3 - RESO'LUTTON 'NUMBERS'9I6 3 PtUVLD by Mr. Deak1n, seconded by Mrs. McPherson, that this Council obta~n from the Department of Planning and Development, Ontario, the list of street names that could be used in Pickering Township, so that these names may be discussed by the Street Naming Committee, as recommended by the First Committee. (Chimneys). Mr. Spang, seconded by Mr. Greening, moves that the report of the Committee of the Whole on By-Law No. 2771 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2776 Mrs. McPherson, seconded by Mr. Wank, moves for leave to introduce a By-law of the Township of Pickering to designate through highways in the Township of Pickering, and that same now be read a firs t time. Mrs. McPherson, seconded by Mr. Spang, moves that By-Law No. 2776 to designate through highways in the Township of Pickering be now read a second time, and that Council ~o into Committee of the Whoel thereon. The Committee of the vfuole arises and reports the By-Law as read. Mrs. McPherson, seconded by Mr. Greening, moves that the report of the Committee of the Whole on By-Law No. 2776 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2777 Mr. Wank, seconded by Mr. Spang, moves for leave to introduce a By-Law of the Township of Pickering to amend By-Law Number 2572 (zoning - Highway 2 area) and that same now be read a first time. Mr. Wank, seconded by Mrs. MCPherson, moves that By-Law Number 2777 to amend By-Law Number 2572, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Wank, seconded by Mr. Deakin, moves that the report of the Committee of the Whole on By-Law No. 2777 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED - 4 - CLERK'S INSTRUCTIONS 1. Obtain more copies of Official Plan and five year tax rate projection. 2. Call Ontario Municipal Board and find out if Township can issue building permits on strength of an amendment to a zoning by-law before original approved by Ontario Municipal Board. 3. Check to see if Markham Township Council has approved in principle their engineer's estimate of cost of rebuilding Town Line. AGREED Welfare Committee meeting February 21 at 8 p. m.
