A meeting of Pickering Township Council was held on MONDAY, the
FOURTEENTH day of JANUARY, 1963, at EIGHT o'clock p. m.

The following CORRESPONDENCE was considered:
1. Stevens, Hassard and Elliott ask that a 5% commission agreement
be s1~ned by l'ownsh1p tor all sales of Township owned industrial
lands.
AGREED Clerk find out what commercial rates are permitted.
2. Board of Tr'ansport Comrnissionersfor 'Canada advises that its
. Inspector recommends the 1nstallat10n of automatic crossing
protection at C.P.R. and Audley Road crossing, following the
recommendation of the Coroner's Jury. The Board asks for a
Township submission.
CLERK submit report.
3. Oliver Lloyd and Associates Ltd. submits two tendered prices
tor the 1nstallat1on of the Lakecrest Drive sewage pumping
station and an analysis of cost as follows:
Total cost of materials, equipment and labour
Lowest Tender for Installing - Ruscica Const.
10% Engineering

The Villa~e of Sutton asks Council to approve its resolution which
asks the epartment of Municipal Affairs to amend the Municipal
Act so that in calculating the municipalities' population for
grant purposes "house holders" may be included. This would
actually be counting all non-residents, or summer residents.
CLERK ask Department of Municipal Affairs what effect such
leg1slation would have on general municipalities.
5. Mr.. Lee p.~ Morgan, President of Pickering Rod and Gun Club,
stafes that h1S Club is anxious to keep our streams clean, and
as the Drew Chemical Company of Ajax is permitting effluent and
detergent to flow into Duffin's Creek north of the Base Line,
he wants to know if the Township will assist them to stop this
pollution. They seek direction as to whom to contact in the
Provincial Government. Our Health Unit is making a report and
will go to Ontario Water Resources Commission if necessary.
6.
Planning Board recommends that Council name a "Committee of
AdJustmenf" tor Planning Board. The members shall be appointed
for staggered terms up to three years and not be a member of
Council, a local Board, or a Township employee - and approved
by the Minister. (Committee may be comprised of 3 or more
members,)

Townshik Solicitors submit agreement for Tillings Windows Ltd.,
now ban rupt, re their arrears of business tax.

Planning Board recommends that Council appoint ¿'} "Committee of
Adjustment". AGREED each Councillor submit a name next meeting.

Board of Transport approves By-Law No. 2745 - Stop streets.

Markham Village Fire Agreement with Township dated February 8,
1~5l, never approved. Ihe V111age now wishes changes in the
agreement and asks Council to submit any changes it requests
to the Village.

OntarioWat'e'r' Resources' Commis-sion submits a report on operation
of Sewage Ireatment Plant - 2 recommended changes. Mr. Poulsson
will advise them of steps taken to correct.
O. W. R. C, has issued its certificate of approval for pro-
posed sewage pumping station at Lakecrest Drive.
O. W, R, C. submits a report on the operation of the J. Sherman
~cott Water Plant - four recommendations for change.
Department of Agriculture submits information re proposed changes
1n Warble-f'ly control. Council may then inform cattle owners
that it proposes to repeal by-law; then it would be necessary
for those owners who favour control to petition not to have
By-Law repealed.
County 'of Ontario, advising that Mr. R. G. Baker has been
app01nted Construction Safety Inspector for the County and
wishes to meet Council. Clerk arranging for March 4th meeting.
The Town of Ajax is amending its zoning by-law which proposes to
change the use of lands abutting Pickering Township north of
the Base Line. Mr. Little feels that the Township would have
no good reason to object to the proposed change.
Township Solicitors have extended the date of closing of the
Sale o± south ~b feet of Lot 2 industrial lands from December
28, 1962, to February 1, 1963.
Mrs.W. K. McLean, Secretary of Fairport Beach Association
L1brary, adV1ses that they are distributing books at rate of
over 7000 per year, and again asks for Township grant for 1963.
The following PERSONS, on MOTION, were heard:
1. On MOTION of Mrs. McPherson, seconded by Mr. Greening, Professor
La Brie was heard.
Professor F. LaBrie discussed recent assessments, costs of
Courts, and asked for the resignation of the Assessment CommissiQner.
2. On MOTION of Mrs. McPherson, seconded by Mr. Deakin, Colin Beal
was heard.
Colin Beal stated he felt that the Assessment Commissioner was
d01ng a f1ne job.
3. On MOTION of Mrs. McPherson, seconded by Mr. Greening, Mr.
Ellwood was heard.
John G. Ellwood said he owned a lot in Concession 1, Lot 18,
be1ng one of two lots not built upon of some 15 lots on Brock
Road. He purchased in 1959, and did not know then that it was
in an industrial area. The Planning Board has refused the
Use for a home as it is now zoned M2, and the Building Depart-
ment has refused a permit.
Council AGREED to inspect lot and advise Mr. Ellwood.

4. MOVED by Mrs. McPherson, seconded by Mr. Greening, that Mrs. G.
Newell be heard. CARRIED
. Mrs.' G. Ne'well asked that building permits be given for two
eX1st1ng lots in north half of Lot 6, Concession 1 - one 70' X 650'
and other 66' X 650'.
COUNCIL asked Mrs. Newell to wait until the "Committee of Adjust-
ment" was set up.
RESOLUTION NUMBER 8/63
MOVED by Mr. Deak1n, seconded by Mr. Wank, that Council accept the
~entler of Ruscica Construction Limited at $25,739.70 for the install-
ation of the sewage pumping station on Lakecrest Drive with the
Towpship supplying all equipment, on the recommendation of Oliver
Lloyd and Associates Limited, and that Reeve and Clerk be authorized
to sign any agreements that are necessary. CARRIED
RESOLUTION NUMBER 9/63
Y r. ow ray, seconded by Mr. Spang, that this Council
res ectfully requests the Ontario Municipal Board to approve the
release for registration of the plan of subdivision (as amended,
dated March 15,1961), of Block 'Y', Plan M-16, approved by the
Township of Pickering Planning Board March 17, 1961. CARRIED

MOV~D by ~r. Green1ng, seconded by Mr. Deakin, that this Council
mak~ application to the Ontario Municipal Board for approval of
con~ent for the Board of Trustees for Roman Catholic Schools in
Sch~ol Section No. 2 of the Township of Pickering to convey to the
Rom~n Catholic Episcopal Corporation for the Diocese of Toronto, the
southerly 1.25 acres with 140 ft. frontage on Liverpool Road, of
Block Q, Plan M-15, for a Roman Catholic Church site; as recommended
by the Township of Pickering Planning Board January 4, 1963. CARRIED
RESOLUTION NUMBER 11/63
MOV~D by Mr. Spang, seconded by Mr. Mowbray, that this Council make
appJ1cation to the Ontario Municipal Board for approval of consent
for Thomas E. Ashton, Executor of the Estate of Harriet Ashton, to
convey to Lillian Taylor the west half of Lot 11, and all of Lot 10,
according to Registered Plan 250; as recommended by the Pickering
Township Planning Board January 4, 1963. CARRIED
RESQLUTION NUMBER 12/63
MOV~D by Mrs. McPherson, seconded by Mr. Mowbray, that this Council
mak~ application to the Ontario Municipal Board for approval of
con~ent for John E. Regan to convey to Elmer J. Annis, owner of
Lot~ 199 and 314, the east half, front to rear, of Lots 194 and 313
and 'the west half, front to rear, of Lots 192 and 315 all according
to Registered Plan 299, to add to his existing holdings, it being
provided in deed that no cottage or other dwelling shall be erected
on the lands being conveyed; as recommended by the Township of
Pickering Planning Board January 4th, 1963. CARRIED
RESQLUTION NUMBER 13/63
MOV~D by Mrs. McPherson, seconded by Mr. Mowbray, that the Reeve and
Tre~surer be authorized to sign an agreement with the Higgins
Company Limited whereby the Township agrees to accept a cash payment
of ~900.00, allowing $501.96 as an unsecured claim and the balance of
$78~.7l deducted by way of compromise for the business tax of
Tillings Windows Ltd., now in bankruptcy, for a total amount of
$2,185.67 owing for period April 1961 and April 30, 1962. CARRIED
RESOLUTION NUMBER 14/63
AÒVLD by Mr. Wank, seconded by Mr. Deakin, that the Township of
P1ckering place an Offer of Purchase with Mechron Engineering Products
Limited for the purchase of 1 mechron 125 F.W. 2577 Diesel Generating
Plant at total cost of supplying&installing of $14.162.94, as set out
in attached list of specifications. CARRIED

By~Law of the Township of Pickering to repeal By-Law No. 2667 and Clause
2 pf By-Law No. 2627 relating to the use of certain lands for operation
of, an automobile racing circuit which proposed to amend Zoning By-Law
Number 25ll,and that same now be read a first time.
Mr. Wank, seconded by Mrs. McPherson, moves that By-Law Number 2758
to repeal By-Law No. 2667 and Clause 2 of By-Law No. 2627 relating to
th~ use of certain lands for operation of an automobile racing circuit
which proposed to amend Zoning By-Law Number 2511, be now read a
seçond time, and that Council go into Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-Law as read.

Mrs. McPherson recommended a Township Picnic for the employees and
the~r íam111es this year.
AGREED that committees be instituted to organize such a gathering.
