HomeMy WebLinkAboutDecember 21, 1959 \T MUNICIPAL B U I L DIN G BHOUGHAM A Meeting of the FINANCE COM}UTTEE of Pickering Township Council was held on MONDAY, the TWENTY-FIRST day of DECEMBER, 1959, at EIGHT o'clock in the evening. ~~ PRESENT: B4gar Iames, in the Chair J. Carlton, Concession 1, ~t 29, stated he had sold a lot from his acreage, he has given a deed for 10 feet road widening, now the propos~d purchaser claims his lot is land-locked because Township has not assumed the 10 feet as part of the road system. Mrs. Ross Redshaw of Claremont claimed her claim for car damage because of icy road conditions on January 9, 1959, had never been investigated. Clerk make enquiries. Mr. Robt. Turk submitted the following recommendations for Town- ship office adjustments for approval: PROPOSED RESULUTION That the following be recognized as the departments of the Civic Administration of the Township, and that the person appointed to the head of any of these departments, shall be the department head re~erred to in any presently effective or future By-Law or resolution of the Council, and further that no person in the future shall be construed to be a department head unless he is appointed to fill a vacancy as head of one of these departments, or Council by resolution erects a new department and appoints the person to head it: The Office Manager's Department The Assessment Department The Clerk's Department The Treasurer's Department The Welfare Department The Roads Department The Works Department The Fire Department !,t MOVED by Mr. James, seconded by Mr. Spang, that we recommend to Council to give approval of the proposed Resolution of our Office Manager setting up eight departments of Civic Administration of the Township. CARRIED PROPOSED RESOLUTION That as of this date R. G. Turk, Office Manager and Treasurer be and is the head of the Office }mnager's and Treasury Departments; D. F. Goslin, Assessment Commissioner, be and is the head of the Asse ssment Department; L. Johnston, Clerk, be and is the head of the Clerk's Department; A. Cane, Welfare Administrator, be and is the head of the Welfare Department; J. Chapman, Roads Superintendent, be and is the head of the Roads Department; 2 T. Jefferson~ Kngineer, be and is the head of the Works Department; D. Lynde~ Fire Chief, be and is the head of the Fire Department; MOVED by Mr. Hawthorne, seconded by Mr. James, that recommend to Council the approval of the resolution Mr. Turk recommending the appointment of department ified. this Committee pre sented by heads as spec- CARRIED Y~A: Mr. Hawthorne, Mr. Sçott, Mr. Spang, Mr. James NAY: Mr. Ashton, Miss Swan, Mrs. McPherson PROPOSED BY-lAW HE DUTIES AND AUTHORITY OF THE OFFICI!; MANAG~R That in addition to the duties and authority prescribed by By-Law #2453 passed November 16th, 1959, but without limiting the generality of any of its provisions, the Office Manager shall, 1. Have general direction of the Treasury, Assessment, and Welfare Departments, which group of departments is hereinafter referred to as the General Office Group; 2. In the case of a vacancy at the head of anyĹ“partment in the General Office group, nominate candidates to Council for appointment; 3. Recommend to Council the dismissal or suspension of department heads in the General Office group; 4. Recommend to Council salaries or salary scales for department heads in the General Office group; 5. Where he deems it expedient or it is so ordered by Council, audit any record, book, contract, document or thing which is within Council's jurisdiction; AND TH~ 8FFlGE MANAGER MAY: 6. Classify the work performed within the office group, and prepare job descriptions, and recommend to Council salary scales for any such class or description of work; 7. £~commend to Council a staff establishment for the General Office Group, and from time to time recommend alterations in the establishment, and within the then existing approved establishment, reclassify and adjust the salary, within the scales approved, of any employee except a department head; 8. Without prior approval of Council, approve the purchase of goods or services or the disbursement of funds not exceeding $200.00, providing funds appropriated to that particular use will not be thereby over expended; 9. Without prior approval of Council, approve the return of guaranty deposits placed with the Town&1ip providing the appropriate department head has certified that the conditions or terms of the guaranty have been met; and 10. Without prior approval of Council, disburse funds in full or partial settlement of any liability which the Township is by express written contract or law obligated to pay. MOVED by Mr. James, seconded by Mr. Spang, that Mr. Turk be author- ized to proceed with the office re-organization as presented to the Council in Committee of the Whole on December 21st, and amended by the Committee and that by-law be prepared for presentation to the next meeting of Council implementing the program. CARRIED 3 MOVED by Miss Swan, seconded by Mr. Ashton, that a By-Law be prepared as outlined "Re Duties & Authority of the Office Manager" for Council's approval. CARRIED MOVED by Miss Swan, seconded by Mrs. MCPherson, that Mr. Carlton be granted a right of way over 10 feet of Township property between lots 28 and 29, Con. 1, and confirmation be granted by Council also that the Reeve and Clerk sign any necessary documents.
