PRESENT: J. Sherman Scott, in the Chair Mrs. Jean McPherson Harvey Spang Edgar James Harry Ashton H. Ross Hawthorne Miss Viðlet Swan Lloyd T. Johnston, Clerk The following PERSONS, on MOTION, were hearQ: 1. Messrs. World andPelle~rini, of Consumers' Gas Company, explained their procedure in laying mains. rHey stated that weeks in advance of a project a blueprint of proposed work fs given to person in charge of roads for signature. If Township proposes certain work a call to their company will have a man on the iob on a few hours notice who will peg all mains and laterals in the area of road proposed to be constructed. Most of the mains in Toronto are under roadway and are safe, being tested to 2t times normal pressure. The location of their main on Second Con- cession was in best place for line because of trees, Hydro,wires, banks, etc. ? ;'oJ . Mr. GouLnlock, of Bell Gouinlock and Company, asked for a 30 day option on our $958,300.00 1ebentures to yield Township 6.95%. As O.M.I~C. had approved most of the issue without discount, no action was taken. Messrs. W. E. Johnston, Fred Major, and four others from the FiftÞ Concession west as~ed when the Fifth Concession would be ditched and ~ravelled. It was agreed that some work would be done on it this year and be priority No.1 for next year if satisfactory to the 1960 Council. Mr. Fraser, owner of a lot 427 feet by 362 feet at Greenwood stated under ~w Zoning By-Law he could not divide into three parcels for high priced ~",.and asked about such By-Law. See Resolution No. 292. ~':r:~"i::¥j:~;:P>"· Mr. T. O. Jefferson reported: ~. 4,. (a) Stated watermains in West Rouge had been commted to his satisfaction. Total contract price, $27,837.25, less 15% H 1 back, $4,175.59, and that $23,661.66 be now paid. See Resolution No.9. Birchmount Realty asked f'or a water supply to their industrial site west of Plan 319. Mr. Jef'ferson estimated cost of 800'õ" pipe $4,000.00. Council agreed that this cost was large to serve a 3000 square foot industrial building and that at a later date they would set policy on water extensions to industries. Mr. Jefferson reported f'avourably on proposed gas main f'or 200 feet on south side Concession 2, west of' Fairport Beach Road. See Resolution Number 290. (b) (c) (d) , Discussed proposal for obtaining land for road widening on sideline between Lots 14 and 15 south of' Remmer Bridge. See Resolution No. 293. (e) Stated Mr. Little, of Project Planners, at present in Newfoundland and asked if any other member of' his f'irm could do Munroe work. See Resolution Number 287. RESOLUTION NUMBER 287 MOVED by Mr. James, seconded by Mrs. McPherson, that since ,Mr. Little is not available, Mr. 'Jefferson meet wit.h Mr. Hancock of ProJect Planning Associates to discuss the problem of Mr. Munroe as related to Rougedale Acres Subdivision. CARRIED ~-.- - - 2 - RESOLUTION NUMBER 288 MOVED 1)y Mr. Ashton, seconded by Mr. Hawthorne, that whereas the cuI vert on Pickering Beach Road was enlarged to drain said road af"ter paving, and where~s the culvert on Beachview Avenue will not carry the increased f"low, Council theref"ore authorizes the replacement of" the present culvert on Beachview with a larger culvert. CARRIED YEA: Mr. Ashton, Mr. Hawthorne, Mr. Scott, Mrs. McPherson NAY: Mr. Spang, Mr. James, Miss Swan ~,g~~~O:r~~~h~;:e, seconded by Mr. Ashton, that the Township Engineer åitd-Road Superintendent each have ready f"or submission to Council by January of" eachyear a detailed summary of the past year's undertakings (jobs initiated, completed, reasons why, costs, etc.) plus their predictions and recommendations nn projects to be initiated in the current calendar year and beyond where any such undertakings are part of a long range plan. CARRIED RESOLUTION NUMBER 290 MOVED by Mr. Hawthorne, seconded by Miss Swan, that Council rescind motion 1266 requesting that gas mains cannot be laid in the Township of Pickering without the specific approval of Council. CARRIED RESOLUTION NUMBER 291 MOVED bp Mr. Ashtom, seconded by Mr. Hawthorne, that By-Law No. 2442, given two readings on September 28th, 1959, be abandoned as no enf"orceable appendix as referred to in Section 3, Schedule - Page 10, has been submitted with this by-law. CARRIED RESOLUTION NUMBER 292 MOVED by Mrs. McPherson, seconded by Mr. Spang, that the request of Mr. Fraser be referred to the Planning Board for aotion. CARRIED RESOLtnIoN NUMBER 293 MOVED by Mrs. MoPherson, seoonded by Mr. Ashton, that this Council instruct its solicitors to write to Messrs. Milligan, Frost and Frost to confirm their conversations with the Township Engineer and Road Superintendent wherein Mr. Andrew Milligan stated his willingness to trade 0.089 acres of land situated on the W~.t side of" the Road Allowance between Lots 14 and 15 South of" the Con- c:toôad between Concessions 2 and 3 in return for a strip of land 2:).58 y 205.1 feet-on the East side of" this road allowance and Messrs. Frost stated their willingness to sell 0.217 acres of land on the West side of" the road allowance between Lots 14 and 15 South of Mr. Andrew Milligan's property for the sum of $1.00 (One Dollar only). AND FURTHERMORE, if this is conf"irmA'Ï by the parties ooncerned, to draw up the neoes$ary l~gal documents to effeot these transf"ers o~ land. CARRIED RESOLUTION NUMBER 294 MOVED by Mrs, McPherson and seconded by Mr. James, that the Council instruct the Township Engineer and the Township Road Superintendent to meet with the Executors of the E. L. Ruddy Estate to discuss the transfer of a strip of" land, approximately 0..18 acres in area, situated South of" the Trespass Road in Concession 2 abutting ,:tÞø Road Allowance "between Lots 14 and 15, to the E. L.
