Solicitors forHi~h Hills Limited ask that they be permitted to place a gate on sideline between Lots 8 and 9, Concession 9, at the Ninth Concession Line; as this would be agreeable to all owners affected, then it might prevent a certain amount of trespassing, etc. NO ACTION 2. Mr. Hassard has given his legal opinion that "Township Engineer" in By-Law No. 2119 means person in charge of roads. 3. Mr. Hassard encloses second draft By-Laws of both (1) yard in unsafe condition. Recommendations of Plannin~ Board, by resolution, to Council: (i) MOVED by Mr. Ritchie, seconded by Mr. Newman, that it is recommended that Mr. Little and Mr. Jefrerson confer with Mr. Nunroe on his property, to assure that the present proposed subdivision plan does not jeopardize any future subdivision plan for Mr. Munroe's property, and report baok. - CARRIED (ii) MOVED by Mr. Newman, seconded by Mr. Ritchie, that Council be requested to reconsider Resolution No. 278, passed September 28th, 1959, as it is . considered north of the Third Concession Road should not be zoned until rurth&r discussions are held on the permitted uses for this portion of the Township. CARRIED (iii) MOVED by Mr. Craig, seconded by recommends to Council that the be given two readings to cover south of the Third Concession. Cam~ Yun~velt operator of Arbiter Ring, asked Council to consider their Frésh Air Camp at Concession 3, Lot 15, as a charitable and educational ins--titution so that all or part of taxes could be remitted. Council directed applicant to appeal his 1959 assessment for consideration of Court of Revision. 10. Clerk reported O.M.I.C. had annroved (by telephone) that they would purchase $750,000.00 High School debentures at about 7%. The following PERSONS, on MOTION, were heard: 1. Mr. A. Bredovskis, owner of Lot 21, Plan 284, being 50' X 276', with rear 39'9!", asked for a Letter of Tolerance for proposed 1200 square foot hou.e~he intended to erect because it infringed on sideyard up to 10". See Resolution No. 280. 2, Mr. Alex Munroe, Concession Broken Front, Range 2, Lot 35, owner of 11 acres, asked that proposed roads in McIntosh Subdivision conform to a plan that could be used for roads in his lands if he subdivided. See Resolution No. 282. 3. Mr. D. Hindson, Solicitor for Gordon Pearce and Clifford Dunkeld asked Co~~cil to reconsider zoning the Township north of Concession 3, giving consideration to zoning·of certain greenbelt areas for high priced homes on large lots, and that the Police Village of Claremont and some hamlets be permitted more residential and commercial, etc., lands. Mr. HgFPY Tindall, of Altona, objected to paying $55.00 for a 15 inch, 1Sfoot culvert and claimed old culverts were taken away and not used by the Township. Mr. Chapman, Road Superintendent, stated that $55.00 was the average cost of such a culvert and that old culverts were used for Township purposes if of any value. 4. ~ '!;,.) . ., Mr. Donald McIntosh and his Solicitor, Mr. Scott, discussed his proposed . subdivision in-West Rouge and agreèd to submit a proposal for the sub- division agreement with the Township re said subdivision. ~. Mr. J. Chanman and Mr. A. Cane discussed a "Winter Works Programme". Mr. Chapman stated that he could get more work done with several regular men working on a 5010 road subsidy than many winter works men working on a 75% grant and claimed his department would lose oonsiderable money by having such men working on Township roads. It was agreed that if Counoil adopted a winter works programme, the work would not be done on the roads. Mr. Cane also disoussed "Homemaker Servioes". See Res. No. 285. Mr. Chapman gave the oost of an average installed culvert as $55.00 broken down to-oulvert, $43.60; gravel, $5.00; and labour, $7.20. He stated the outlet for water through Bourgeois Easement would require 1000' ~ipe and be 15 feet deep at deepest seotion, and prioe would be about '2,000..00, so asked for Council's approval for a total cost of· $4,000.00. See Resolution No. 281. . Mr. Chapman also stated there is no subsidy for private culverts. The Zoning By-Law, given two readings on September 28th, was again disoussed. Messrs. James and Spa~g thought the Township should not be zoned north of Concession 3 until the Planning Board had studied the area. Messrs. Soott and Ashton thought the Planning Board should give more study to Schedule "A" in whioh the areas were olassified. Road Superintendent be and Bourgeois Ease- CARRIED RESOLUTION NUMBER 282 MOVED by Mr. Ashton, seconded by Mr. Hawthorne, that Mr. Little and Mr. Jerrerson meet with Mr. Munroe with regard to the future development or his property as it relates to the McIntosh Subdivision, and report to the Planning Board. CARRIED RESOLUTION NUMBER 283 MOVED by Mr. Hawthorne, seconded by Mr. Ashton, THAT WHEREAS the Corporation or the Township of Pickering has caused a drainage problem on Sunrise Avenue in that area of Township known as Dunbarton Shores, the Council authorize the Road Superintendent to correct said condition through the installation of three culverts at a total cost, including time and materials, not to exceed $400.00. MOVED by Mr. James, seconded by Mrs. McPherson, that the Aocounts, in the amount or t~.392.77, as reported by the FINANCE COMMITTEE, be adopted. CARRIED '^' MOVED by Mr. Hawthorne, seoonded by Miss Swan, that the Reeve grant his order on the Treasurer to pay the several aocounts as presented and passed in the various reports as passed this day. CARRIED - 4 - BY-LAW NUMBER 2443 Miss Swan, seconded by Mr. Hawthorne, moves for leave to introduce a By-Law of thE Township of Pickering to prohibit the àischarge of firearms within defined areas, and that same now be read a first time. Miss Swan,seconded by Mr. Hawthorne, moves that By-Law Number 2443 to prohibit t}j discharge of firearms within defined areas be now read a.second time, and that Council go into Committee of the Whole thereon. The Cemmittee of the Whole arises and reports the By-Law as read. Miss Swan, seconded by Mrs. MCPherson, moves that the report of the Committee of the Whole on By-Law Number 2443 be adopted, and that the said By-Law be now read a Third time ~nd PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED CLERK'S INSTRUCTIONS 1. Mr. Jefferson inspect proposed location of gas main on Concession 2 opposite Lot 27 and report to Council. 2. Clerk get breakdown on Proctor and Redfern account of $1,350.00. 3. Clerk write Department of Highways of Ontario again re bumps onto Highway 401 at sidelines. 4. Clerk ask Consumers' Gas Company to meet Council. AGREED Council meet Tuesday, October 13th, at 8 P. M. MOVED by Miss Swan, seconded by Mr. Hawthorne, that this meeting do now adjourn to meet again on Monday the 2nd day of Novemb~r, 1959, at the hour of eight o'clock in the evening.
