Ashton submitted a majority report of the Welfare Co..tttee meeting held April 30, 1959: "The Committee voted assurance of confidence in work of A. W. Cane, Welfare Officer", Mrs. McPherson dissenting. APPROVED by Council. ". A second resolution was passed as follows: "We make a reco..endation that with regard to all Township employees, it is the duty of a Councillor to do his best to make the work of our employees easier and where we find mistakes we shall do our best to placate complaints before they cOIDe to Council, albeit that nothing should be done beyond or without authority of Council." APPROVED by Council. ,r" The following PERSONS, on MOTION, were heard: 1. Mr. K. W. F.J8nes inquired about: (1 ) West Rouge sewers. (2 ) Road signs. (3) House Numbering (4) Dust in Plan 612. v 2. He was told sewer application made to Water Resources Commission, that a Committee Meeting would be held shortly regarding Road Signs, his house 1s numbered, and calcium chloride would be spread this week. Mr. Brandt, of West Rouge, suggested Council contact Dr. Solandt, of C. N. R., who is ..king a drive for American industry. Reeve stated he had already oontacted C. N. R. on this matter. ", Mrs. Chishol~ objected to line of questioning when she was asked to appear before Welfare Committee meeting when the Cempel ease was disoussed. ~. Mr. Whttt~er, of Piokering Beaoh, asked: 3. ,/ (1) That Engineer check the blocking of a watercourse at east end of Beechview Avenue. (2) Council place a load of sandy soil on their Ball DiaJDond. (3) Township roll their ball diamond. rhe Engineer has investigated No. (1) and will report to Council. The Recreation ~ommittee will see if a load of fill can be plaoed on ball park, but the Road ~epartment have no roller to level the ball field. >. Mr. Ed. Hannah olaimed ratepayers were not sufficiently informed on Township By-Laws, and felt the Crusader Development was not in the best interests of the Township. ./ - 3 .. 11. Mrs. Corry, of Concession 4, Lot 13, objected to the cutting of trees .. Greenwood road allowance and leaving higbstumps, and the dumping of old culverts and tree roots on Concession 4 at Duffin's Creek opposite her pro- perty. Councillor James investigate the latter. Mr. Hart, of Spruce Hill Road, objected to Road Department turning water from road onto his lane, and then into his basement, and also that much of this water is soapy and constitutes a bealth menace. It was agreed that Mr. Chapman inspect and make a report for Council and if water is soapy, Mr. Robson, of Health Department be notified, Mr. Cecil W. Tills and MacDonald, and their solicitor, Mr. Horgan, were present re signing of the Crusader Development Agreement. Mr. Stevens, the Township Solicitor, stated the prepared agreement with Crusader Development Corporation, was a sound legal document. Mr. Jefferson, Township Engineer, stated the above agreement schedules were sound as to engineering. After Council passed the By-Law authorizing the signing of the Crusader agreement, Mr. G. Horgan expressed appreciation of the co-operation of Council and officials, he said the Reeve had driven a hard but fair agreement, and hoped the working out of the agreeme~t would be in the same ha~onious manner. ..... 6. 7. ~ 8. ý 9. 0/ v 10. v Mr. Horgan stated his principals would donate a further 10 acre parcel whiCh could be used for recreation, and that they would donate $1,000.00 per year for five years towards a recreational programme after registration of Plan. 1.1. Mrs. McPherson stated Mrs. Jackson, of Squire's Beach would permit her ~property to be used as a ball diamond if Township would level. Referred ~·to Recreation Co..tttee. gSÐDUTION NUMBER 130 ~OVED by Mr. Hawthorne, seconded by Miss Swan, that permission be granted the Bell Telephone Company Limited to lay a conduit between Lots 12 and 13 trom the present location of the Bell Telephone ottice to Highway 401, provided that said conduit be moved in future if necessary, at the discretion of the Township, and at no expense to the Township. CARRIED v RESOLUTION NUHBER132 MOVED by Kiss Swan, seconded by Mr. Hawthorne, that Council permit the Women's Auxiliary, Aja% and Pickering General Hospital, to hold a Tag Day in Pickering Township June 5 and 6, so that funds may be raised to assist hospital. Proctor and Redfern to design and prepare the necessary working drawings of the sewers for the Chesterhill and Rouge Highlands Area, as outlined in Alternative "D" in their report on Sanitary Sewage System - Rouge River Area - dated April 3rd, 1959, in conjunction with Mr. T. Mr. James, seconded by Mrs. McPherson, moves that By-Law Number 2408 to appoint a Board of Management for the Claremont Community Memorial Athletic Field and Park, and the Claremont Co.-unity Hall, be now read a second tiae, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Jues, seconded by Mr. Spang, moves that the report or- the CODIIDittee of the Whole on By-Law Number 2408 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2409 Mr. Hawthorne, seconded by Miss Swan, moves for leave to introduce a By-Law of the Township of Pickering to authorize the Reeve and Clerk to sign a Subdivision Agreement with Crusader Development Corporation Limited for a Subdivision around Frenchman's Bay, and that same now be read a first time. Mr. Hawthorne, seconded by Mr. Ashton, moves that By-Law Number 2409 to authorize the Reeve and Clerk to sign a Subdivision Agreemept with Crusader Development Corporation Limited 'for a Subdivision around Frenchaan's BaT, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Hawthorne, seconded by Mr. James, moves that the report of the CODIIDittee or- the Whole on By-Law No. 2409 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto.
