Sherman Scott, in the Chair Mrs. Jean McPherson Harvey Spang Edgar James Harry Ashton H. Ross Hawthorne Miss Violet Swan L. T. Johnston, Clerk The following CORRESPONDENCE was read: 1. Pickerin~ Townshin Little Theatre Groun payment of $120.00, being Township advances,and thanks for free use of hall. 2. Police Denartment submitted proposed locations for "Stop" signs. .. J 3. Attorney-General submits Coroner's Jury verdict and recommendations J re death of Kenneth McLeod of Listowel when rink fell in. Referred to Mr. Prouse for suggested changes in Building By-Law. 4. Vi~or Oil Comnany asked for a 40 mile per hour speed limit for 300 feet ~ east and west or Highway No.2 from Harwood Avenue North. (See Reselution) t.i ~. W. G. Lawson requested a permit for his client to build a Gasoline Station at North west corner of Island Road and East Avenue. (See Resolut.ion) 6. Mr. Jack Mansell objected to Council permitting a small cottage to be built by Mr. Chubb on Concession 9, Lot 9. (See Resolution) The following PERSONS, on MOTION, were heard. 1. Mr. Willson of ~etro Industrial Commission explained how his Commission worked with prospective purchasers of industrial sites in the Toronto area; he stated they assisted in getting Canadian General Electric Company and General Tire to come to Pickering Township. He felt servioing Pickering Industrial Area would bring considerable industry within three years. \. 2. Mr. Obey again asked about Arainage of the rear of his lands on Rosebank Road South. Reeve advised him our Engineer would have a report in two week's time. 3. Mr. Norrish asked for use of Township Hall tor his three piece orchestra / to practice in once a week. (See Resolution) 4. Mr. Cane asked that he be relièved of el1forcing By-Law 2379 which controls and licerses dogs in the Township. ~~ ~. ~. öunt, Chairman of Public School Area No.2 School Board submitted their 1'59 Requisiti6n of $197,63l.~3 and made applicatiol1 for $270,000.00 capital fUl1ds for a t.en room addition and furnishings to West Rouge School. He stated they now had enough pupils in West Rouge to fill 14 rooms; they would use 2 rooms for auxiliary classes and could possibly have 2 vacant rooms which would soop fill up as building progressed. Reeve Scott reported he had contacted Dr. ~erry and was assured that water irtakf> in Lake at Brock Road would be if' order but he would advise later about discharge of sewage east of Frenchman's Bay. 2 RESOLUTION NUMBER 69 MOVED by Mr. Ashton, seconded by Mr. Hawthorne, that we obtain legal advice from an independent source relevant to the A.M. Realty case. CARRIED ./ RESOLUTION NUMBER 70 MOVED by Mr. Ashton, seconded by Mr. James, that Resolution 65 passed on the 16 day of March be repealed. CARRIED " ~ YEA: Messrs. Ashton~ Scott, James, Mrs. McPherson NAY: Messrs. Hawthorne, Spang, Miss Swan RESOLUTION NUMBER 71 MOVED by Mr. Ashton, seconded by Mr. Hawthorne, that as Mr. A. W. Cane has completed his three months' probationary period as of March 8th, he be now taken on the permanent staff as Welfare and ~-Law Enforcement Officer. CARRIED YEA: Messrs. Ashton, Hawthorne, Spang, James, Scott, Mrs. McPherson and Miss Swan. RESOLUTION NUMBER 72 MOVED by Mr. Ashton, seconded by Mr. James, that the Reeve be delegated to consult with the Municipal Board regarding future financing of the Township by debentures having due regard to an orderly system of financing for future development. CARRIED RESOLUTION NUMBER 73 MOVED by Mr. James, seconded by Mr. Ashton, that an application be made to the Department of Highways requesting that the speed limit for 300 feet east and west of Harwood Drive North on Highway No.2 be decreased from 45 miles per hour to 30 miles per hour, as the traffic is very heavy at this intersection and it is a school crossing, and that advance warning signs be erected. CARRIED RESOLUTION NUMBER 74 MOVED by Mr. Ashton, seconded by Mr. Spang, that if the Planning Board requisites are met with that no objection will be raised by Council to a service station at the N.W. corner Island Road & East Ave. CARRIED RESOLUTION NUMBER 75 MOVED by Mr. Ashton, seconded by Mr. Spang, that the opinion of Mr. nanning be obtained relevant to the A.M. Realty ease. CARRIED RESOLUTION NUMBER 76 MOVED by Mrs. McPherson, seconled by Mr. Ashton, that Mr. Norrish and others be charged $5.00 per night for use of Hall as requested. CARRIED AGREED Street Naming and Signs Committee be Mrs. McPherson, Miss Swan and Mr. Ashton. AGREED Cemetery Committee comprise Messrs. ~ames, Spang and Hawthorne. AGREED Game Committee be Mr. Spang and Mr. Ashton. AGREED Industrial Committee be Reeve Scott, Miss Swan, Mr. Hawthorne. BY-LAW NUMBER 2384 Mr. Spang, seconded by Mr. James, moves for leave to introduce a By-Law of the Township or Piokering to assess the several Public School Sections in the Municipality of the Township of Pickering, to provide funds for the purposes of the said School Sections, in the year 1959, and that same now be read a first time. Mr. Spang, seconded by Mr. Ashton, moves that ~-Law Number 2384 to assess the several Public School Sections in the Municipality of the Township of Pickering, to provide funds for the purposes of the said School Sections, in the year"1959, be now read a second time, and that Council go into Committee of the Whole thereon. 3 ßy-Law Number 2384 - continued The Committee of the Whole arises and reports the By-Law as read. Mr. Spang, seconded by Mrs. McPherson, moves that the report of the Committee of the Whole on By-Law No. 2384 be adopted, and that the said By-Ûaw be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2385 Mr. James, seconded by Mr. Spang, moves for leave to introduce a By-Law of the Township of Pickering to increase salaries of certain Township Employees and that same now be read a first time. Mr. James, seconded by Mr. Ashton, moves that By-Law Number 2385 to increase salaries of certair Township Employees be now read a second time, and that Council go irto Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. ~ames, seconded by Mrs. McPherson, moves that the report of the Committee of o the Whole on By-Law No. 2385 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2386 Miss Swan, seconded by Mrs. McPherson, moves for leave to introduce a By-Law of the Township of Pickering to levy a rate to cover cost of operation of the several Fire Departments, in the yèar 1959, and that same now be read a first time. Miss Swan, seconded by Mr. James, moves that By-Law Number 2386 to levy a rate to cover cost of operation of the several Fire Departments, in the year 1959, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Miss Swan, seconded by Mr. Spang, moves that the report of the Committee of the Whole on By-Law No. 2386 be adopted, and that the said By-few be now read a Third time and PASSED; that the Reeve and Clerk sign tne same, and the Seal of the Corporation be affixed thereto. CARRIED CLERK'S INSTRUCTIONS 1. Thank Mr. Keen for offered .use of his boats in case of danger to persons by floodipg apd that Fire Department will contact him if needed. ,¡ 2.
