A Meeting of Council was held on MONDAY, the SIXTEENTH day of MARCH, 1959,
at EIGHT o'clock in the evening.

The following CORRESPONDENCE was read:
1. Tax Collector's Report. February Collections, $39,485.66. 1958,
¡33,4l5.3R. Outstanding, February 28, 1959 - $116,455.30.

2. County Clerk - approval for closing Concession 4 on either side of
C. P. R. bridge in Lot 17.
3. pounty Clerk, requesting levy of $135,354.61 for year 1959, which will
require a rate of 8.9 Mills, as compared to $129,875.87 and 9.4 Mills
in 1958.

4. Resolution of Town of~x "That the Council of Ajax agree in prinoiple
for the winter maintenanoe (snow removal) of the proposed sidewalk on
Harwood Avenue from Ajax Town Line to No.2 Highway in Piokering Township;
subject to the Township of Piokering agreeing not to hold the Town of Ajax
Liable for any damages or harm suffered on the sidewalk. (See Resolution)
5. William Howard, of Oshawa, available as ice blasting experts.
6. A. W. Cane has canvassed neighbours of Frank S. Brett on Lot 16, Concess-
ion 4, ard reoommends Kennel License. (See Resolution)

10. J. G. McVey requests a letter of tolerance for houses built on

11. Bell Telephone Company requests "Certifioate approving of Looation" of
their cable on olosed sideline between Lots 12 and Pickering Village,

12. Red Cross Society - thanks for $100.00 grant.
13. Johns-Manville invitation to members of Council to visit their plant some
afternoon or evening. Council will aooept with p~easure some evening
early in April.
14. Colonial Homes submit plans for two frame buildings in Lot 22, Conoession

15. Our Solioit~ again ask Counoil to consider an adjustment of A.M. Realty
Limited assessment for years 1957 and 1959, based on 1958 Court of Appeal.

16. C. N. R. ProÐosal for new Toronto ߥ-Pass freight line - 500 feet north
Concession 1 from Lots 27 to 36 inclusive, then through Dunbarton east
of Police Station to join old C. N. ft. track at Dixie Road.

19. Proctor and Redfern have now submitted a cost of $4,610.00 for extension
of a 12" watermain from Rouge Hills Drive on Island Road east to a point
140 feet west of Rivercourt Drive. (See By-Law)

20. Metro Plannin~ Board submitting a report on proposed development at
Frenchllan's Bay.
The following PERSONS, on MOTION, were heard.

Messrs. Finne~an. Pekar. Whittaker and Anderson, and delegation of about
twenty others from Pickering Beach, claimed that 90 per cent of the
surface water coming into Pickering Beach subdivision comes from Ajax.
They aske~ relief immediately. They were advised that money is being
appropriated in Road Budget for drainage in this area this year.
Messrs. Hi£htown. Richardson and Puddister objected to drainage con-
ditions at Rougemount and Toynevale. They claim remedial measures
taken two years ago by Mr. Godson did not improve the drainage as
culvert was too high. They claimed they had met our Road Superintend-
ent this day or the matter and had beer- insulted by him.
Mr. Hall of Toynevale Road objected to drainage, and refused to pay
for culvert put in in 1957 by Township which took no water.
AGREED Engineer submit a report on drainage around Rougemount and
Toynevale to Council.
Messrs. S. W. Lyndall and H. Rendall submitted plans for two storage
sheds for lumber 64 feet by 93 feet and 75 feet by 24 feet and are
working on plans for a main building 300 feet long, all to be erected
on 26 acres in South Half Lot 22, Concession 1. They stated they
would employ 200 persons in summer and 150 year round and the plant
would eventually cover 15 acres. They have secured 8-1/2 acres south
Concession 2, Lot 19, and wish to erect 24 to 30 brick clad homes for
employees. They wish to build the two storage sheds of lumber, not
masonry as set out in By-Law No. 2284. (See Resolution)
Messrs. W. Johnston~ Fred Major. D~~. Annis and several others stated
thaì much of Concession 5 west of .Brock Road had not been ditched for
30 years; that there are now few ditches and as this road is very
heavily travelled, they asked that 1-1/2 miles of road immediately
east of Whitevale be ditched this year. They asked that both Whitevale
hills be paved and properly ditched this year and that every thing be
done to alleviate the dust nuisance in the village. They were assured
that the Whitevale hills would be paved and ditched this year and that
calcium chloride would be used as much as possible and the ditching
east of village would be considered if there were sufficient Ward Road
funds.

Mr. F. C. Chubb stated he formerly owned 50 acres 1-1/2 miles east of
Claremont, had built a big house but it was too much for him to keep
up, so he sold south 30 acres and now has a fish pond on the north
20 acres. He asked permission to build a log hut 18 feet by 20 feet
which he could use week ends for fishing and agreed it would be de-
molished when he had no further use for it. (See Resolution)

7. Mr. Forrest of Dunbarton asked for the location of new proposed C.N.R.
freight line which joins C. N. R. at Dunbarton. He was asked to attend
a meeting in Dunbarton School on Wednesday, March 25th, when C. N. R.
Engineers will submit a plan.
8. Mr. Obey objected to Township turning extra water onto his small drainage
ditch in Rosebank Road South.
AGREED Mr. Chapman and Mr. Jefferson inspect and report.
9. Mr. Holland objected to drainage in Rosebank Road South and also to
Township letters re collection of dog tax being addressed to his wife
and not to himself.
10. Mrs. Weller ties her dog up and packs of dogs come around. - Directed
to call Dog Cåtcher and have such dogs picked up.
11.
Mr. Whittaker of Pickering Beach has had his home condemned by the
Health Unit; requested that he be permitted to build new house at rear
of his lot on high land without putting up $300.00 building deposit.

Mr. Frank Bluck in Printers Guild subdivision has a flooded cellar;
claims culvert in wrong place. Mr. Chapman inspect culvert and report.
Mr. Wm. Fair~rieve claimed he represer.te~ Mr. Siggins whose television
set was seized for taxes and stolen while held by Bailiff. He asked that
Council replace. Reeve stated Mr. Siggins should get a solicitor and
submit a full report to Council.

RESOLUTION NUMBER 60
MOVED by Mrs. McPherson, seconded by Mr. Ashton, that ~lding Inspector
waive the $300.00 building deposit for Mr. Whittaker of Pickering Beach due
to the fact that his present house is condemned because of flooding and that
he be permitted to build new home at rear of same lot on high land.

MOVED by Mr. Ashton, seconded by Mrs. MCPherson, that Clerk write a letter
to Town of Ajax acknowledging their recent resolution whereby they would
consider snow removal from a proposed sidewalk on Harwood Drive if they were
relieved of all public liability. CARRIED

MOVED by Miss Swan, seconded by Mr. Hawthorne, that a letter of Tolerance
be gra~ted the owners of
(1) Lot 7 and S 10' Lot 8, Plan 319, because South-east corner of house
erected thereon is 7" too close to the lot line.
(2) North 40' Lot 8 and south 20' Lot 9, Plan 319, because North-west corner
of house erected thereon is 1-1/2" too close to lot line;
and that the Township will take no action against the present

No. 2284 be made to allow the industrial buildings of Colonial Homes to be

RESOLUTŒON NUMBER 65
MOVED by Mrs. McPherson, seconded by Mr. Hawthorne, that Mr. Chubb be
permitted to build the cabin as requested, and that it be only used by
himself and taken down when he no longer needs it; and provided that the
cabin be not used for more than 6 months in any year and provided that a
written agreement be entered into and provided that the Township is not r
required to build or maintain a road to this property. CARRIED

MOVED by Mr. Hawthorne, seconded by Mr. lìhton,
THAT WHEREAS Mr. Spademan draws five loads of garbage weekly to Township
Dump;
AND WHEREAS one load is picked up in Pickering Township and one from Markham
Village, which is covered by Markham Village Agreement;
THEREFORE Resolution No. 53, passed February 23, 1959, be amended to read
$37.50 per month instead of $50.00 per month. CARRIED

MOVED by Mr. Hawthorne, seconded by Mr. Ashton, that the Council of the
Township of Pickering endorse the plan of water control and conservation, ~
as presented by the Metro Toronto and Region Conservation Authority to
them on Monday, March 9, 1959. CARRIED

of the Township of Pickering concerning the desirability of a twelve inch (12")
watermain on Island Road east of Rouge Hills Drive, and that same now be read

the desirability of a twelve inch (12") watermain on Island Road east of Rouge
Hills Drive be now read a second time, and that Council go into Committee of
the Whole thereon.

Miss Swan, seconded by Mr. Hawthorne, moves that By-Law Number 2382 to assess
Police Area Number 1 for rates for the year 1959 be now read a second time,
and that Council go into Committee of the Whole thereon.

provide for the 1959 Road Expenditures be now read a second time, and that
Council go into Committee of the Whole thereon. v
