PRESENT: J. Sherman Scott, in the Chair Mrs. Jean McPherson Harvey Spang Edgar James Harry Ashton H. Ross Hawthorne Miss Violet Swan L. T. Johnston, Clerk MOVED by Mr. James, secorded by Mr. Ashton, that Minutes of meeting neld January 26th, 1959, be adopted. CARRIED MOVED by Mrs. McPherson, seconded by Mr. Spang, that Minutes of meeting held February 2nd, 1959, be adopted. CARRIED The following CORRESPONDENCE was read: 1. ODen Gate Limited, Nursing Home, Concession Broken Front, Range 2, Lot 35, makes application for Municipal water. Clerk advise it will be corsidered at time when two proposed subdivisions adjoining are approved. 2. School Area No.2 request school signs at all their schools. Letter passed on to Chairman of Road Committee. 3. Ontario MuniciDal Board confirms approval of By-Law 2360 to increase the size of Water Area No.1. They recommend Council discuss with Messrs. ßer~man and Graham location of proposed main to service north area as these men had objected to such main at Board hearing. 4. Association of Ontario Mayors and Reeves re 1959 membership. Council usually take out membership if Reeve wishes to attend. This year St. Catherines, May 6th, 7th, ~th. Reeve will advise Council later if he wishes to attend. f) .. Townshin Solicitors wish Council to review action against Rouge Valley Inn and Company Limited. 6. Ontario DeDartment of Hi~hwaYs have returned blueprirt for Hillview Road extension ard are prepared to turr over road to Township. ...., Dr. MacBean recommends that in view of presence of rabies, that our dog catcher be equipped to handle cats and other animals. Letter given to Chairman of Dog Committee. A. W. Gillesnie owns 40 acres on west side of sideline between Lots 14 and 15 north half of Concession 9, and as the road is not maintained, he wishes to purchase northerly 1700 feet of same. This road has never been officially closed. ~. 9. City of St. Thomas request Council to endorse a resolution to Department so that medical vouchers could be issued to needy persoTls living in rest homes. Turned over to Mr. Ashton. Mrs. Gladys Corsar who lives in a community of ten houses immediately south of the underpass of the C. N. R. south of Dunbarton, requests that when the underpass is closed a foot path be left so that they can get their mail from Dunbarton by walking through the underpass rather thaT! goirg ore mile farther and use T.Ji verpool clover leaf. Council directed the Clerk to present application to Department of Highways of Ontario. Collector reports Janu r Tax ollections $27,140.86 as compared to $36,027.91 in 1958. Outstanding - 154,175.03 as against $161,187.39 in 1958. 2 The following PERSONS, on MOTION, were heard. 1. Mr. Ber~man objected to the watermain extension coming up East Avenue to Highway No.2, thence west,as it would tear up ground around his service station. He recommended the mßin go west on Island Road, up Townline and back to his corner. Mr. ~rgman was asked to submit his objections in writing. '> --. Mr. R. F. Clark~ asked permission to rent that part of Fairport Street in Plan 239 which is not used and where he owns lands on both sides of this road. 3. Mr. Crichton of Riverside said he was worried about the spring break up on Duffin's Creek and the possible damage by flooding. He said they had made arrangements for evacuation and asked Council to consider dynamiting the ice at the proper time. Mr. Jefferson agreed to inspect; and secondly he asked Council to consider approaching the Provincial Government and ask them to consider some large project to control such flooding. 4. Mr. Hooker of Riverside suggested the County erect a strong bridge on Church Street that would catch and hold the ice in the Pickering flats. 5+ Mr. JeffersoTl, our Engineer, discussed watermain extension in West Rouge north of Highway 401 and stated good engineering required the main to be laid as recommended by our Consulting Engineers. fl. W. C. Willson, sheep valuator, stated John Dowling had seen a dog among his flock of sheep and shortly afterward a ewe had lost two lambs. Mr. Dowling could not swear that the dog was the cause of the loss and Council directed Mr. Willson to use his own judgment. AGREED Clerk advise Mr. Gillespie that Council had changed their policy and do not now sell any Township road allowances. RESOLUTION NUMBER 33 MOVED by Mr. James, seconded by Mr. Ashton, that Township purchase a Poleroid camera from Kingsway Photo at $116.25 complete. CARRIED YEA: Messrs. Ashton, Hawthorne, Scott, Spang, James NAY: Miss Swan, Mrs. McPherson. RESOLUTION NUMRER 34 MOVED by Mr. Hawthorne, seconded by Miss Swan, that the Township rent to Mr. R. F. Clarke, that portion of Fairport Street, from the S. E. corner of block 'F' to the southerly limit of lot 39 and that portion of Fairport Street on the southerly portion of block 'E', Plan 239 at the cost of One Dollar ($1.00) a year cancellable by either party on 30 days written notice. CARRIED RESOLUTION NUMBER 35 MOVED by Mr. Ashton, seconded by Mr. Spang, that a grant of $1,000.00 be g-i.ven to the Oshawa General Hospital for the year 1958. CARRIED RESOLUTION NUMBER 36 MOVED by Mrs. McPherson, seconded by Mr. nawthorne, that solicitors be instructed to commence a new Supreme Court Rou,ge Valley Inn and Co. Ltd. and John B. Griffin, Olive and Peter F. Griffin. the Township actioI"' against Griffin Holland CARRIED ~ESOLUTION NUMBER 37 MOVED by Mrs. MCPherson, seconded by Mr. James; WHEREA$_ some years ago the Departmel"'t of Highways purchased the land for a road west of Hillview Avenue through the entire Lot 28, Broken Front, Range 3, and the Township Road Department built the road at cost for the Department of Highways of Ontario; AND WHEREA-ª- The Department of Highways now wish to turn said road over to the Municipality; BE IT THEREFORE RESOLVED that Council accept Hillview Avenue which runs through Lot 28, Broken Front, Range 3, from the Department of Highways as shown on their plan of survey at no cost to the Municipality. CARRIED 3 RESOLUTION NUMBER 38 MOVED by Mrs. McPherson, seconded by Mr. Hawthorne, that this Council Make app1icatio~ to the Department of Highways rôr balance of 1958 grant or total road expenditures of $197,ÔS~.~2. CARRIED BY-LAW NUMBER 2375 Mr. Hawthorne, seconded by Mr. Ashto~, moves for leave to introduce a By-Law of the Township of Pickering concerning the desirability of a twelve inch (12") watermain on Island Road and a six inch (6") watermain on part of Rivercourt Drive, and that same now be read a first time. Mr. Uawthorne, seconded by Miss Swan, moves that By-Law Number 2375 concerning the desirability of a twelve inch (12") watermain on Island Road and a six inch (6") watermain on part of Rivercourt Drive be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. d Mr. ßawthorne, seconded by Mr. James, moves that the report of the Committee of the Whole on ny-Law No. 2375 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the Same, and the Seal of the Corporation be affixed thereto. CARRIED MOVED by Mr. Spang, seconded by Mrs. McPherson, that the Report of othe LIVESTOCK COMMITTEE of accounts in the amount of $43.50~ be adopted. CARRIED MOVED by Miss Swan, seconded by Mr. James, that the Report of the POLICE COMMITTEE of accounts amounting to $850.33, be adopted.
