Zeller, By-law Officer DELEGATIONS MOVED by Deputy Reeve J. L. McPhersong seconded by Councillor N. Waller that Miss F. Catharine Maddaford be heard. Miss Maddaford, Regional Director, Victorian Order of Nurses for Canada appeared before Council supported by: Miss L. Labentsoff, Nurse in charge of the Whitby Branch Miss I. Sorley, Nurse in charge of the Oshawa Branch Mrs. B. Snow Dr. R. Rowsell Miss Maddaford read from a prepared brief which out- lined the possibility of extending Victorian Order Services to the Township of Pickering, the Village of Pickering and the Town of Ajax. Miss Maddaford outlined the services provided by the Victorian Order indicating the primary function was to provide skilled nursing care to patients in their own home on a visit basis and to combine with this care health teaching to the patient and family. This care being available t() any:me in the community regard- less of age, sex, cre~j or ~inancial status. The service is available on a 24 hour, seven days a week basis. Miss Maddaford submitted a budget for one nurse to serve the Township of Pickering, Town of Ajax and the Village of Pickering in 1967 at $7,580.00 plus capital expenditures of $2,650.00 for a total of $10,230.00, however if a car was supplied which is usually the case, by a service club in the area this could be reduced by $2,400.00. The Victorain Order requests that the three municipalities make available for the year 1967 the sum of $9,000.00 which would be divided on a proportionate basis as follows: -2- Town of Ajax Village of Pickering Township of Pickering - $ 2,700.00 450.00 5,850.00 $ 9,000.00 After a brief question and answer period Reeve Laycox thanked Miss Maddaford and her associates for appearing before Council and assured her that the matter would be fully discussed and considered in the 1967 Budget discussions. The matter of the Victoraan Order of Nurses was referred to the Finance Committee for further discussion. 2. Mr. J. Kruger did not appear indicating earlier that he wished to appear bef~re Council on the night of January 9, 1967 on the subject matter Sewage Problems & P.U.C. Meetings. CORRESPONDENCE 1. W. T. Bennington Development Ltd., low bidders on: A) Contract for Sewer and Water - Frenchaants Bay B) Contract for Sewer and Water - East Ave. & Lawrence Ave. Wish to begin work as soon as possible and warn of pending strike dead line. O.M.B. will not approve Sanitary Sewer and Watermains project for East Ave. and Lawrence Ave. Township has exceeded its 1966 Capital Forecast. 3. (See copy of Report) RESOLUTIONS Resolution 551 þ MOVED by Councillor H. Spang , seconded by Councillor D. Beer, that WHEREAS the purchase of equipment, supplies, and materials by individual Parks Boards or Community Centres, has proved to be costly, over- lapping, and sometime uncontrollable: and WHEREAS, considerable duplication of purchase and loss of materials and equipment has resulted from this practise: Therefore be it resolved; THAT this Council hereby instructs the Senior Parks and Recreation Committee to inform each Parks Board or Community Centre tr~t no more purchases of any kind relating to equi~ment and materials be made with- out the approval of -i:'l,~ Par~<s Administrator: And furthermore: in accordance with the recommendation of the By-law Committee of December 15th, 1966, the Parks Administrator is hereby instructed and authorized to take a complete inventory of equipment and facilities of each Parks Board or Community Centre to establish the true state of facilities, equipment, and aateria1s, at the disposal of each Parks Board or community Centre: And to report to Council not later than Friday, March 3rd., 1967. Spang, that this Council does hereby endorse the recommendation of the Pickering Township Planning Board of December 15, 1966 item 7¡ and hereby directs that the application (A 23/66) for a specific exemption to the By-law, to permit the operation of a dog kennel, be approved subject to a stipulation as to the type of accommodation proposed for the dogs and that closed cover be supplied to th satisfaction of the By-law Enforcement Officer. CARRI ED. Resolution 553 MOVED by Councillor J. Williams, seconded by Councillor H. Spang, that the Council of the Township of Pickering authorize the Treasurer to write-off the taxes as uncollectable on the following amounts as recommended by the Court of Revision held December 16, 1966: 1966 taxes $ 562.35 1965 643.46 1964 118.51 1963 46.08 1960 .02 $ 1,370.42 CARRIED. Resolution 554 MOVED by Councillor N. Waller, seconded by Councillor D. Beer, that the Council of the Township of Pickering authorize the Treasurer to pay the Plumbing Inspector for attending Plumbers Licensing Board meetings at the rate of $10.00 per meeting (9 meetings in 1966) Total - $90.00. Waller, that the Township of Pickering will strongly oppose the removal of Pickering Station or any of the adjacent or connecting sidings, and further that a letter be sent to all relevant authorities indicating the Council's intention, And further that the Industrial Commissioner together with Mr. W. G. Lawson be requested to prepare a brief together with a Committee of Council for submission to all authorities. CARRI ED. -5- BY-rAWS By-Law Number 3220 Coucillor J. Williams seconded by Councillor R. Chatten moves for leave to introduce a By-law of The Township of Pickering to amend By-law Number 1909 by adding thereto certain streets on which parking is prohibited and that same now be read a first time. Councillor J. Williams, seconded by Councillor N. Waller moves that By-law Number 3220 to amend By-law Number 1909 by adding thereto certain streets on which parking is prohibited be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-law as read. Councillor J. Williams, seconded by Deputy Reeve J. L. McPherson moves that the report of the Committee of the Whole on By-law Number 3220 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Reeve and Clerk sign the same, and the Seal of The Corporation be affixed thereto. CARRIED. By-Law Number 3221 Councillor D. Beer, seconded by Deputy Reeve J. L. McPherson moves for leave to introduce a By-law of The Township of Pickering to appoint a Fire Chief for the Township of Pickering and that same now be read a first time. Councillor D. Beer, seconded by Councillor H. Spang moves that By-law Number 3221 to appoint a Fire Chief for the Township cf Pickering be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By- law as read. Councillor D. Beer, seconded by Deputy Reeve J. L. McPherson moves that the report of the Committee of the Whole on By-law Number 3221 be adopted, and that the said By-law be now read a Third time and PASSED, that the Reeve and Clerk sign the same, and the Seal of The corporation be affixed thereto. Spang, moves for leave to introduce a By-law of the Township of Pickering to dedicate tbe lands set out in Schedule lA' hereto as public highways and that same now be read a first time. Councillor N. Waller, seconded by Councillor J. Williams moves that By-law Number 3222 to dedicate the lands set out in Schedule 'AI hereto as public highways be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-law as read. Councillor N. Waller, seconded by Councillor D. Beer moves that the report of the Committee of the Whole on By-law Number 3222 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Reeve and Clerk sign the same, and the Seal of The Corporation be affixed thereto. CARRIED. INSTRUCTIONS 1~ Motion to supply Rootes Motors with water until services completed. Cost to be covered from the profit of the sale of land. Treasurer to investigate legality of using this money for this purpose. 2. Mr. P. Pou1sson to supply further detail on expenditure of $156.97, Cheque #1317, Public Utilities Report. 3. Rohmer, Cory & Haley, Solicitor for Edward & Ethel Joyce Ho1dham advise that further application for a Kennel License will be made. Clerk to acknowledge letter and forward copy to Mr. J. Faulkner, Planning Director. 4. The Ontario Municipal Board advise date of February 6th, 1967 for the continuation of the hearing with respect to the Ward Boundaries. Township Solicitor J. A. Taylor - advise on parties concerned. 5. The appointment by Council of a new member to the Pickering District High School Board for 1967 was discussed. Spang, that the report of the Standing Committee on PROPERTY, recommending payment of accounts in the amount of $3,923.42. CARRIED. MOVED by Councillor D. Beer, seconded by Councillor H. Spang, that the report of the Standing Committee on POLICE. recommending payment of accounts in the amount of $18,909.53. CARRIED. MOVED by Councillor R. Chatten, seconded by Deputy Reeve J. L. McPherson, that the report of the Standing Committee on ENGINEERING, recommending payment of accounts in the amount of $6,221.12. CARRIED. MOVED by Deputy Reeve J. L. McPherson, seconded by Councillor H. Spang, that the report of the Standing Committee on ROADS & BRIDGES, recommending payment of accounts in the amount of $61,362.17. CARRIED . Council and Committee Meetings attendance came under discussion and the following changes were recommended: 1. The attendance by Councillor J. Williams at the Concilliation Board Meeting held at the Royal York Hotel on July 8th, 1966 should be recorded as a paid meeting. 2. The attendance of Councillor R. Chatten at the meetings of Council should be recorded as follows: Aug. 2/66 Oct. 5/66 - absent - present 3. All members of Council attended a Property Committee meeting on October 10th, 1966 - not recorded, all members to be paid. 4. The By-law Committee met on October 26/66. Deputy Reeve J. L. McPherson was present, Councillor D. Beer was absent. The record shows this in reverse. CEMETERIES The Township Cemeteries were under discussion briefly. Reeve Laycox suggested that a Board be set up to administer the function of these cemeteries. This was referred to Committee of the Whole Council.
