W. Laycox Deputy Reeve J. L. McPherson Councillors: H. Spang D. Beer R. Chatten N. Waller J. Williams D. J. PIitz, Clerk DELEGATIONS 1. MOVED by Deputy Reeve J. L. McPherson, seconded by Councillor N. Waller that Mr. J. Kruger be heard. Mr. J. Kruger, President of West Rouge Association spoke to Council on the subject Residential to Industrial Assessment 60/40 ratio. suggesting a resolution to Council giving direction to the Planning Board on the subject of an industrial assessment requirement for each residential subdivision contem- plated for the Township and that all future developers be required to bring a 40% industrial assessment on condition that such developer is granted land for residential purposes. The matter was tabled for discussion in Committee. 2. MOVED by Deputy Reeve J. L. McPherson, seconded by Councillor H. Spang, that Mr. P. Pemberton Pigott. Chairman of the Industrial Committee he heard, re: "Industrial Development Reserve Fund etc." Mr. Pigott rather than speak on the matter inquired if it would be in order to ask questions. It was suggested by the Reeve that perhaps it would be preferable to discuss this matter in Committee. The Committee meeting to include all members of Council and The Industrial Committee. Suitable date to be arranged by the Clerk. Waller, seconded by Councillor R. Chatten, that the tenders for water and sewermain projects be forwarded on to the Engineering Department for examination and recommendation by that department. CARRIED. CORRES POND ENC E ~ 1. School of the Holy Redeemer advise that as of the first of the year the combined Separate School Board will be known as Combined Roman Catholic Separate School Board No. 2 of Pickering. Also at their first meeting in the new year they will appoint a trustee representative on the Pickering High School Board. -3- 2. James A. Taylor reports on Road Allowance between lots 26 and 27, Concession 5, F. Benns. See copy of letter. MOVED by Deputy Reeve J. L. McPherso n, seconded by Councillor R. Chatten, that the matter of Mr. Benn be referred to the Road's Department for further clarification. 3. P. Poulsson reports to Council re: Building Permits, Violet Swan, Lot 38, Registered Plan 283, Lot 30 Registered Plan 274. See copy of letter. Matter referred to Committee of the Whole. 4. The Reeve read a letter of thanks received from Dr. A. F. W. Plumtre. Principal of Scarborough College for allowing him and his colleagues to speak to Council on December 6, 1966. RESOLUTIONS 1. To accept low tender re: watermain construction East Avenue and Lawrence Ave. subject to O.M.B. approval. Tenders opened and referred to Engineering Department for recommendation. 2. To accept low tender re: watermain construction Fairport subject to Engineers recommendations. Tenders opened and referred to Engineering Department for recommendation. 3. To accept low tender re: sewer trunk line construction Fairport, subject to Engineers recommendations. Tenders opened and referred to Engineering Department for recommendation. Resolution 522 MOVED by Councillor N. Waller, seconded by Councillor D. Beer, that Whereas Liverpool Rd. south from County Rd. #22 is considered by Township Engineer an internal subdivision Rd., and Whereas Liverpool Rd. South has be~n completely constructed, serviced, sidewalked, curbed and guttered by a subdivider, and Whereas it is considered by the Township Engineer more easily maintained by the local municipality and Whereas the Base Line Rd. is planned to form a part of the Lawrence Ave. extension Be i~ therefore resolved that the County Rd. Board be pe~itioned to consider the deletion of Liverpool Rd. South of the Base Line (County Rd. #22) from the County Road needs study and the Base Line from Liverpool Rd. westerly to Fairport ~. be included in its stead. CARRIED . council voted unanimously in favour of this resolution. -4- Resolution 523 MOVED by councillor H. Spang, seconded by Councillor J. Williams, that the amended Supplemental Agreement be accepted by Council subject to the understanding that the Council does and will oppose the inclusion of the personnel as listed on the Supplemental Agree- ment in the bargaining unit as recommended by the Finance Committee at their meeting on Dec. 6/66. CARRIED. Resolution 524 MOVED by Councillor N. Waller, seconded by Councillor H. Spang, that this Council authorize the installation of automatic sanitation equipment in the 4 wash rooms of the new municipal building at an annual cost of $95.00. CARRIED. Resolution 525 MOVED by Councillor R. Chatten, seconded by Councillor J. Williams, that the Clerk be authorized to have the Ceremonial Road rough graded and gravelled and that 20 additional parking spaces be created to the eastern side of the Building, and further that the parking to the north be extended to provide a 24 foot driving lane at an estimated cost of $2,000.00. CARRIED . Resolution 526 MOVED by Deputy Reeve J. L. McPherson, seconded by Councillor N. Waller, that the Township Solicitor, Mr. James A. Taylor be instructed to prepare a by- law dedicating the lands described in instrument numbers RO 146269 RO 147836 RO 147845 RO 147851 a public a public roads and that the owners ahall enjoy the right of ingress and egress until the lands are dedicated as a public highw~y. To accept the tender of Skrycon Ltd. re: construction of watermain on Highway 2, Rootes Motors and Liverpool . Road. With held awarding of tender subject to receivL~g O.M.B. approval. -5- 6~ Council's non-acceptance of the automatic progression for Plant Operators and setting of one rate of pay for all Plant Operators at a figure to correspond with the rate now being paid to the Senior Operators. Hold- Union will not accept Council's proposal. 7. Local Improvement charge for sewer trunk line to be same as watermain charge l03~. On checking the assessment roll the assessment frontage is 103 feet (1967) This same footage should then apply to local improvement charges both for water and sewers. This matter was discussed at considerable length with reference to the 25 feet of additional frontage and why this should not be charged to the owner with respect to Sewer charges. This was referred back to p.U.C. and a lawyer's opinion. 8. The matter of additional pay (honorarium) to the Volunteer Fire Chief's wae referred to the Committee of the Whole Council. INFORMATION l~ A report was submitted to Council with respect to the disposition of the car tenders. The matter was referred to the Committee of the Whole Council. 2. Two separate proposals were submitted to Council with respect to land appraisal in connection with street widenings in Fairport. 1. W. R. Kellough & Associates 2. Associated Property Appraisers Ltd. The instructions of Council on this matter were for the Engineer to retain the services of the firm of his choice due to urgency and possibility of snow to delay work. 3. Engineering Department report on installation of additional parking area and Ceremonial Drive. See resolution 525. 4. The question on the recorded vote for resolution 519 (passed at the meeting of Councilg Dec. 6/66) was discussed. Deputy Reeve J. L. McPherson brought it to Councillor R. Chatten's attention that his article in the Bay News reported Mrs. McPherson as voting against this resolution when in fact she voted "forti. Councillor R. Chatten apologized for his error. -6- 5. Street light's for Fairport Beach was mentioned in Council, and the suggestion of one st~eet light area for the whole Township. This matter was deferred with the suggestion this be brought before Committee. A letter from Mrs. M. Coo~e of Fairport Beach expresses concern for children ~ the area due to lack of street lights ~ Letter left with Deputy Reeve J. L. McPherson for action by Road's Committee. 6. Clerk reports to Council re: instructions of Council meeting of Dec. 6/66. Information for Council as per instructions Council meeting Dec. 6/66 (1) Report on cheques #5519 and 5671 - C. Hollinger. The car which is normally used by the Building Department is inoperative and as a result Mr. C. Hollinger in order to carry out his inspections must use his own vehicle. The amounts paid out under cheques 5519 - $115.90 and 5671 - $77.80 are for milleage for the months of October and November respectively. (2) J. A. Taylor - Legal fees $339.45 Acquisition of land for improvement of C.N.R. crossing at Rosebank Road $ 101.45 11 Road Widening Deed - acquired from C.N.R. 1st Concession 238.00 $ 339.45 J. A. Taylor - Legal fees - $50.00 Carnpolin vs Stafford and Township of Pickering - Division Court Action Township was sued for lack of stop sign on Breezie Drive and Fairport Road (two cars collided) The Township won the case. This should be an insurance claim, since Public Liability Insurance should cover things of this nature - Clerk's Department is investigating. (3) Pickering Village Fire Charges $2800. Re: Pickering Village Fire Charges $2800.00 Dear Sire: In my opinion this bill will have to be aaid to Pickering Village, as they are covering this area by agreement with our Township and we are in no position to go along with out their services, at present. With regard to the charges on this sheet for private vehicles, I have obtained all the information that is available and turned it into the office, as for the charge for a grass fire on this sheet, I am con- tacting the Department of Highways and requesting pay- ment of our costs for this call. -7- In future all fire calls to vehicles in the town- ship are to be reported to headquarters office and from there will be sent to the clerk's office for action. Borrowing By-law - $115,000 - Lawrence & East Avenue. 3. Borrowing By-law - $628,000 - Reservoir Rosebank Road. These by-laws were t~Q1ed until all projects have received O.M.B. approvals.
