HomeMy WebLinkAboutSeptember 2, 1966 MUNICIP-4.L BUILDING A meeting of Pickering Township B R 0 U G-ª.Ji r-1 A meeting of Pickering Township Council was held on FRIDAY, the 2nd day of SEPT&YillER, 1966, at the Municipal Building, Brougham, at the hour of 8:00 o'clock p.m. PRESENT: Reeve C.J. Laycox, Deputy Reeve ~~s. J.L. McPherson Councillors: Donald Beer John Campbell Ronald Chatten Harvey Spang John Williams Douglas J. PIitz, Clerk Mr. Frank Prouse, Pickering Township Building Inspector for the past 27 years was honoured by the Pickering Township Council byhaving a watch suitably engraved presented-to híme £-or his long devoted service. Mr. Prouse thanked Council, then proceeded to advise Council that since commencing the position of Building Inspector on a part time basis in 1938, a total of 8,856 Building Permits had been issued by his department, of which he himself had issued approximately 8,340. Mr. Prouse thought it worthr of note that his salary for one year on a part time basis was ~4ó.00. DELEGATIONS 1. MOVED by Deputy Reeve J.L. Mc, Pherons Seconded by Councillor Spang, that Mr. R.E. Franklin be heard. Mr. Franklin appeared before Council requesting clarification on what he is permitted to do with his lot being Lot 71, Plan 418, Rosebank Road, South. IoJir. Franklin was informed that he should arrange for a hearing before the Planning Board. 2. MOVED by Councillor Spang, seconded by Deputy Reeve Mrs. IIIlcPherson, that iV~. Frank Hayward be heard. f1r. Hayward appeared on behalf of Mr. S. Goden a resident of Claremont Village who seeks Council's approval of an application to re-zone his property from Residential R5 to Rural Agriculture, which would permit the operation of a dog kennel on the property known as Lots 61,62 and 63, Plan 43, Village of Claremont. ~~. Hayward spoke in support of this application also pro- duced pictures of the kennel now operating on this site. He also submitted a petition signed by fourteen Claremont residents all within the immediate area of the kennel, all of whom are in agreement to allowing Mr. S. Gode to continue his present operationnor do they object to the application to have the zoning amended. See Resolution ff367. 3. MOVED by Deputy Reeve l~s. J.L. McPherson, seconded by Councillor D. Beer, that I~. J. Satnick of Fairport Road North be heard. ~~. Satnick appeared before Council to complain about vandilism and the lack of police protection. Reeve C.W. Laycox advise Mr. Satnick that his complaints should be referred to the police commission. The Clerk was instructed by the Council to write to I~. Satnick advising him of the proper procedure to follow in submitting his complaint and to whom it should be submitted. -2- RESOLUTIONS RESOLUTION 11361 MOVED by Councillor Beer, seconded by Deputy Reeve McPherson, that the Township of Pickering make application to withdraw from the Ontario County Health Unit, and organize its own Pickering Township Health Unit and that the Mînister of Health of Ontario, the County of Ontario Health Unit, Dr. Martin and Dr. Sharin be so advised, as recommended by the Committee of the Whole Council. And that the Clerk be instructed to compile a report on the operation of the total County Health Unit as well as a unit controlled by the Township of Pickering. Yea: Beer, Spang, Mrs. McPheron, Reeve Laycox Nay: Chatten, Cambpell and Jilliams Note: Councillor Williams noted that no facts, figures or documents were provided in support of this resolution. CARRIED liESOLUTION j¡~62 MOVED by Councillor Harvey Spang, seconded by Councillor Beer, that the Clerk be permitted to advertise for a caretaker for the New Municipal Building as recommended by the Committee of the Whole Council. CARRIED RESOLUTION li363 MOVED by Councillor Beer, seconded by Councillor Spang, that no further paid inspection meetings of the New Municipal Building be held as recommended by the Committee of the Whole Council. CARRIED Yea: Councillors Beer, Spang, Chatten, Williams, Reeve Laycox and Deputy Reeve McPherson Nay: Councillor Campbe~l RESOLUTION j/=364 MOVED by Councillor Chatten, seconded by ~eputy Reeve McPherson, that the tender price as submitted by Eaton's Contract Sales ($9,565.04) for carpet and seat framing be accepted, to replace the Robert Simpson Co. Ltd. tender, whose price did not include the cost for seat framing, resulting in a further increase on the quote of $1,700.00, as recommended by the Committee of The .vnole Council. MOVED by Councillor Beer, seconded by Councillor Spang, that tþe er~ra'yardag~ for drapes required for the windows in the drafting rooms resulting in an additional cost of $100.00 be paid to Paul A. Stocks Ltd., as recommended by the Committee of the ;ihole Council. LOST RESOLUTION j~6~ MOVED by Councillor Williams, seconded by Councillor Chatten, that this Council rescinds resolution ff346 of August 16, 1966, which authorized the Reeve and Clerk to sign an agreement with Consolidated Building Corporation. And further that this agreement which was presented to Council on September 2nd, 1966, be referred to a Committee of the ~fuole meeting for discussion item by item with the Township Engineer. Campbell read from a prepared brief on the subject of maladministrationë)f the municipalities business and the leak to local papers of committee meeting business. Also covered in his brief was the manner with which the Consolidated Building Corporations subdivision agreements on Blocks HZ, Plan Ml3 and Block P, Plan Ml2 were being handled. Copies of this brief were handed to all representatives of the local papers, however, no copy was offered for township records. Councillor R. Chatten read from a prepared brief making reference to the manner with which municipal business was being conducted. No copy of this brief was left with the Clerk. D ~L.__1Ç.:i,t9-hen, Bay Ridges Ratepayers Association presented a brief to Council in connection with the proposed subdivision of Block HZ, Plan Ml3 and Block P, Plan M12. The brief was submitted to all members of Council. -5- Cle~kYs Instructions Account with Smith Transport for $196.$0. Clerk to inquire why this was billed to the Municipality. Account with Jerry Vos for $100.00. Clerk to inquire why tovmships own man power and equipment was not used for this WOL~ (10 hours mowing with tractor, 20 hours labour). Clerk to advertise for Caretaker for new municipal building in the Globe and r1ai1.
