Laycox Deputy Reeve J. L. McPherson Councillors: Donald Beer Harvey Spang Ronald Chatten John Williams John Campbell D. J. Plitz, Clerk The following PERSONS, on MOTION, were heard: 1. MOVED by Deputy Reeve Mrs. J. L. McPherson, seconded by Councillor Donald Beer that Mr. S. Rumrn be heard. CARRIED . Mr. Rumrn representing Consolidqted Building Corporation appeared befõ're- Council to discuSS devèlOpment of Block Y, Plan M-16, indicating they are desirous to proceed with this development; hoWever', 'he exþressed C.B.C. 's objections in being requeseq to build Fairport St., they feel th~s is an art~r~al road, not in the agreement. They would ass,ist to pay for ,half of the' construction, but not for all Which is estimated to èost approximately $98,009..o.:Q~ He further indicated that C.B.C. would like to be rep- resented at the next meeting when the engineering aspects are to be discussed. The Council set Tuesday, July 19th, 1966 at Brougham, to hold a meeting with P.U.C. on this matter and to try and come to a final agreement with C.B.C. 2. MOVED by Deputy Reeve J. L. McPherson, seconded by Councillor John Williams, that Mr. Bruce Bonnell be heard. CARRIED . Mr. Bonnell, appeared before Council requesting that a By-law be passed to regulate early closing of certain business. establishments in the Bay Ridges Shopping Plaza, suggesting that 11 p.m. is a reasonable hour. ~ 3. A brief discussion on the need for the development of a larger park for the West Rouge area took place with the Reeve suggesting that the lands used for the present park be sold and the money derived from this sale be used to purchase land in an area which would allow development of a larger park. The matter was referred to the Special Parks Board Committee. ª~e ~ªsºlutio~ #310. þ, W~~d Bpµndaries By-law came up for discussion and the third reading Reeve Laycox suggested that the matter be referred to the Department of Municipal Affairs before a decision is made. )< The By-law was tabled. 6. The By-law to assume certain services in the Bay Ridges subdivision was tabled. The clerk is to provide maps showing plans covered by the By-law. , . 7. SChool area 2 requested Councils approval for $145,000.00 and $440,000.00 for construction of schools. Council request:ed further in£ormation before giving approval. Chatten, seconded by Deputy Reeve Mrs. McPherson, that where as the architect has recommanded certain changes in desk styles for the clerk' s general office and wbere as the delivery date is not guaranteed for the Enduro Desk, be it therefore, resolved that the Nova Line #2/DC-72 be ordered for delivery to the new Municipal Building. CARRIED . Resolution #305 MOVED by Councillor J. Williams, seconded by councillor H. Spang, that this Council accepts the tender price of Cameron, McIndoo Limited of $2,191.68 for the General Furniture for the Council Chambers of the New Municipal Building as tendered for by the Architect, Craig, Zeidler and Strong. CARRIED. -3- Resolution #306 MOVED by councillor J. williams, seconded by Councillor J. Spang, that the Township Engineer is hereby authorized to call tenders for the construction of storm sewers on Bay Street, Broadview Street, Commerce Street, and on the easement from Bay Street to Broadview Street and Broadview to Commerce. CARRIED . Resolution #308 MOVED by Councillor John Williams, seconded by Councillor H. Spang, that the Council Chamber chairs for Council members be ordered as recommended by the architects, and that the chairs should have a swivel bar only and no rollers. CARRIED . Resolution #309 MOVED by Couöoållor D. Beer, seconded by Councillor H. Spang that this Council does hereby endorse the recommendation of the Pickering Township Planning Board on June 30, 1966, and hereby directs that all requests for residences of less than 2,000 square feet on existing lots of 10 acres or more be dealt with by individual applications to the Committee of Adjustment, in agriculturally zoned areas only. Beer, that the Special Parks Board Committee, is hereby directed to investigate the enlargement of park facilities in the West Rouge area, specifically the feasibility of leasing or buying additional lands: that his report be submitted to the Parks and Recreation Committee for consideration: and in the event of a favourable report that a delegate of the Committee be authorized to approach the Board of School Area 2 to bring the matter to a successful conolusion, as recommended by the Parks and Recreation Committee on June 14, 1966. Williams, seconded by Councillor J. campbell moves for leave to introduce a By-law of the Township of Pickering to amend By-laws 2908, 2927 and 2944 and that the same now be read a first time. Chatten moves that By-law Number 3172 to amend By-laws 2908, 2927, IULd 2944 be now read a second time, and that Council go into Committee of the Whole thereon. Williams moves for leave to introduce a By-law of the Township of Pickering to amend By-law Number 3164 authorizing the issue of Debentures for the purchase of lands for industrial sites and that same now be read a first time. Councillor H. Spang, seconded by Councillor J. campbell moves that By-law Number 3173 to amend By-law Number 3164 authorizing the issue of Debentures for the purchase of lands for industrial sites be now read a second time, and that Council go into Committee of the Whole thereon.. Spang moves that By-law Number 3174 to authorize the issue of Debentures in the principal amount of $6,400.00 to pay the cost of constructing certain works as local improvements be now read a second time, and that Council go into Committee of the Whole thereon. McPherson moves that By-law Number 3175 to authorize the issue of Debentures in the principal amount of $78,000.00 to pay part of the cost of constructing certain works as local improvements be now read a second time, and that Council go into Committee of the Whole thereon. Chatten, seconded by Councillor H. spang moves that By-law Number 3178 to amend the provisions of By-law Number 2520, as amended be now read a second time, and that Council go into Committee of the Whole thereon.
