PIitz, Clerk MINUTES I MOVED by Mr. Waring, seconded by Mr. Wank, that minutes of meeting held December 6. 1965, be adopted. CARRIED The following CORRESPONDENCE WAS CONSIDERED: 1. The new municipal buildin~ was discussed briefly; also, a report from Architects Craig. Zeidler and Strong was read, pertaining to the soil tests of the compaction, in that this does comply with the specifications, and also that the footings are quite adequate. See Resolution No. 446/65. 2. Clerk requests Dr. Grant's report on Job Evanluation to be returned by Councillors Newman, Wank and Waring, if possible, by end of year. 3. District Hi h School Board submits five-year capital Also received from School Area No.2). 4. Pickering District High School asks endorsement of crash program to complete shop' wing by February 26. 1966, delayed because- of weather and labour problems. They advise that to accomplish this there will be an additional cost of $50,358.00, and ask if Council will approve this amount in the 1966 budget. It; " A later letter from High School Board indicated that it is too late to initiate a ~rash program; therefore no further action will be taken. t, .. 5. London Life Insurance Company announces that in 1966-1967, with respect to pensions, the discount will be 25% for ages 44 and under. 20% for ages 45 to 59, and 15% for ages 60 and over. Interest assumption about 5 1/2% for 15 years and 4 l/4% thereafter. 6. Cppig, Zeidler and Stron~ ask about wording on sign at new munic~pal building and recommend that Council meet with architects once a month. Þ 8. . 9. 7. Canadian National Rai lways advis e that prote ction "above normal requirements" at Woodview Road crossing would probably be expected to be paid by the municipality, if a Board Order requiring additional protection is issued. See Clerk's Instructions. Hon. Michael Starr advises he has had a reply from the C.NtR. regarding the Woodview crossing relating that the matter would receive consideration. Mr. Starr hopes that the consideration will be favorable. H}dro-Electric Power Commission submits estimates of cost o Fairport Beach area street lighting. See Instructions. - 2 - ¡o. Planning Director submits: I (a) Draft By-Law to be distributed to members of Council to amend By-L~w No. 2511, Township Industrial Park. He also submits a copy of Schedule A to the by-law. See By-Law No. 3082. (b) Copies of recommended conditions of approval for Block Y, Plan M-15, to be distributed to members of Council. See Resolution No. 1.47/65. (c) Report of application of L. Meringer, to rezone Lots 8. 9, and part of 10, Plan 65 from single family to multiple family density. Deferred until Jan. 17/65. Bo~rd of Transport Commissioners for Canada recommend that Greenwood ro~d Canadian National Railway crossing, Lots 12-l3, Concession 4, be widened and protected by two flashing light signals and one bell. See Resolution No. 449/65. 18. Expenditure report for Uxbridge-Pickering Town Line: Uxbridge, $2,409.18; Pickering, $2,169.04, Difference, $240.14. Owing to Township of Uxbridge, $120.07. See Resolution No. 438/65. 19. One fundred Dollars is due Mr. E. Smyth for his services on Metro Toronto Planning Board for the three municipaliti.'. The Town of Ajax paid this last year, and it is recommended that Pickering Township pay it this year. See Resolution No. 448/65. 20. Permits issued for year 1964, 573. estimated value, $6,108.315.00 Dwellings in 1964. 453. - 3 - The following PERSONS, en MOTION, were heard: 1. Mr. Harry Ashton, scheduled to speak at the meeting, did not appear. 2. MOVED by Mr. Newman, seconded by Mr. Waring, that Mr. T. Van Houten, Chairman of the School Area 2 Board, be heard. CARRIED The matter under discussion was the rezoning of Block Y, Plan M-16. Mr. T. Van Houten requested Council's permission and introduced the School Board's legal adviser, Mr. H. H. Robimscn.. who would speak on the board's behalf. Mr. Robinson expressed his wish to speak on the re-zoning of Block Y, Plan M-16, but before doing so he felt that he would first of all see what the feeling of Council was toward this matter since he felt that both the Council and School Board members were in favour of the re-zoning under the conditions as laid down by the Planning Board. There was much discussion on the matter, with Mr. L. Shankman, of Consolidated Building Corporation and members of Council. Mr. Shankman felt that many of the conditions would require further study, and also that condition No. 10, he was definitely not in favour of. He, Mr. Shankman, felt they could not operate economically and would ask that they be permitted 950 bedrooms rather than the 740. It was suggested that the whole matter be referred back to Planning Board for further study. See Resolution No. 447/65. 3. MOVED by Mrs. McPherson, seconded by Mr. Spang, that Mr. A. Carson be heard. CARRIED Mr. Carson appeared before Council requesting clarification on the matter and manner with respect to the issuance of building permits. Mr. Carson objected to the two building permit fees. Originally he was charged $6.00 for renovation. However, due to the condition of the house, he was required to abandon this project due to total collapse of the building, resulting in him starting afresh. Thus the building department required a building permit and charged Mr. Carson $19.00, which he strongly objects to. Council were unanimous in their recommendation that the $6.00 permit fee be refunded to Mr. Carson. See Resolution No. 445/65. 4. Mr. J. Clarke wished to be heard in protest of rezoning of the Meringer property. He did not appear, but will appear when the matter of rezoning this property comes up again in 1966. 5. Mr. Walter Bergmann. whose name appeared on the agenda, did not wish' to be heard at this time with respect to the rezoning of Block Y, Plan M-16. However, he did indicate that he would wish to appear before the Planning Board when this matter is up for further discussion. 6. Mr. B~yon Lowe indicated that since the matter of rezoning Block Y. M-16, has b6en deferred and referred back to the Planning Board, that he had nothing more to comment on at this time. - 4 - 7. Deputy Reeve Mrs. J. McPherson submitted a letter she had received from Hilltop School Parent-Teacher Association, advising they were not satisfied with the election as far as School Area 1 was concerned, and claiming that the voters in Whitby Township were nQt sufficiently notified. They suggested that Mr. Roland Simons, and the other unsuccessful candidate. be placed on the Board of School Area 1. They also suggested an "Election Newspaper" to be mailed to every eligible voter, and containing a synopsis of every candidate in the election. also, that the period of time between nomination and ele ction be extended. AGREED that no other candidates could be placed on the Board after ele ction. B. Re~ve L~ycox submitted letter f:om Mr. and Mrs. Charles Rate request~ng that garbage collect~on tax be removed because their garbage was not picked up. Clerk check with Sanitation Department. RESOLUTION NUMBER 435/65 MOVED by Mr. Newman, seconded by Mr. Spang, that this Council re- commends to the 1966 Council that a donation be made to Dr. Tomlinson Day in the amount of Twenty-Five Dollars. CARRIED RESOLUTION NUMBER 436/65 MOVED by Mr. Wank, seconded by Mr. Newman, that the Hydro-Electric Power Commission be charged $1..SO per foot frontage for the use of the watermain system and $20,000 for the use of sewer outlets and treatment facilities representing one-half the cost of the investment made by the municipality as a whole, to service this part of the industrial lands. CARRIED RESOLUTION NUMBER 437/65 MOVED by Mr. Waring, seconded by Mr. Wank, that the application of Highland Creek Sand and Gravel Company Limited be submitted to Planning Board for study and recommendations. CARRIED RESOLUTION NUMBER 438/65 MOVED by Mrs. McPherson. seconded by Mr. Spang, that the Treasurer be authorized to pay to the Township of Uxbridge the sum of $120.07, being 50% of the amount owing for maintenance of boundary road. CARRIED RESOLUTION NUMBER 439/65 MOVED by Mrs. McPherson, seconded by Mr. Spang, that the Committee recommend to Council that the Church on Pine Street east of Ajax be reimbursed for the driveway culvert installed by their contractor on Pine Street and that the Treasurer be so informed; as recommended by the Road Committee on December 13. 1965. NAY: None RESOLUTION NUMBER 4~4/65 MOVED by Mr. Waring, seconded by Mr. Newman, that this Council does hereby endorse the recommendation of 16, 1965, and hereby directs that: WHEREAS the Ontario Municipal Board has objected to the inclusion of Section 6 in By-Law No. 3051; and WHEREAS the Township solicitor has reviewed and concurs with same; THEREFORE Section 6 of By-law 3051 be repealed, leaving Section 6.10 of By-law 2511, as previously approved by the Ontario Municipal Board in By-law 2719; and that the necessary amending by-law be prepared accordingly. CARRIED RESOLUTION NUMBER 41.5/65 AOVED by Mr. Campbell, seconded by Mr. Wank, that a report be obtained from the building inspector re the property of Mr. Carson and that a copy of this report be forwarded to all members of council and Mr. Carson. CARRIED RESOLUTION NUMBER 446/65 MO~ED by Mr. Campbell, ~econded by Mrs. McPherson, that the Township Engineer be instructed to visit the construction of the new municipal building and ensure that it is being constructed in accordance with good engineering and construction practices. These visits to take place every week, and that the engineer be supplied with a set of specifications and blueprints. CARRIED RESOLUTION NUMBER 447/65 MOVED by Mr. Newman, seconded by Mrs. McPherson, that the conditions as submitted by Planning Board re the rezoning of Block Y, Plan M-16, Consolidated Building Corporation, be referred back to Planning Board and the engineering for further study.
