P Ii t z, C Ie rk ABSENT: Hubert Wank Mr. Waring was requested by the Reeve to read an article from the Telegram on a township brief presented to the Metropolitan Toronto and Region Transportation Study at a public hearing in Oshawa on Nov. 22 by Mr. Laycox The following CORRESPONDENCE was considered: 1. Mr. G. D. Hepditch. County Assessment Commissioner, advised that a Court ~f Appeal reduced the assessment of Runnymede I fnv~stménts Limited to $50.00 an acre stating that as the Statutes are now written , this land is required to be assessed as farm land. Mr. Hepditch claimed this situation could have been resolved to the township's advantage if the whole County were under a County Assessment System. He urged the township to press for County Assessment. and that a revaluation of Pickering Township be made. He asked to meet with Council to discuss what might be done. Reeve Laycox advised that he would introduce a motion for County Assessment at the last meeting of County Council in December. and recalled that when the last motion \t¡as defeated by a tie vote, that there·was_a~referral for members to discuss 'tne .matter with their various Councils. ~E~.I2. that Clerk arrånge for Mr~· H.¡:p di t c:h to maet. wi thCouncil. 2. Engfneer reports on Mrs. Bassett's request to open Sideline 34/35 in order to extend it to her garage. Mr. Poulsson said that Mrs. Bassett could pay cash, under the Local Improvement Act, or on an arrangement with Council whereby the improvement is paid over a 4 or 5 year term. He advised that this work could not be unde:r:-taken at this time of year. Mrs. Bassett to be advised of Engineer's report. 3. Engineer reports on Rougedale Acres, observing that Del Brocco has lived up to his commitments, and only normal conditions have prevented his performance on time. ~ 4. Ontario Parks Integration Board advises that as a result of a delegation, a study of the Frenchman's Bay area. will be made, and ways of dealing with this matter will be explored as qui ckly as possib Ie. 5. St. Francis de Sales Church announce they will hold Open House Ion Sunday, November 2S'.at 3 o'clock p. m.. and invite Council members to attend. - 2 - 6. Department of H¡ghways of Ontario approves By-Law No. 3058 for Supplementary Road Expenditures, in amount of $48,200.00. 1, Township Engineer submits copy of letter which he forwarded to the Canadian National Railway, wherein he advises them that the bridge is not finished on the announced completion date of November 8, and that residents are misled by the signs. He asks that the railway submit to the Clerk: (a) The new completion date (b) The reason for keeping it a secret. Mrs. McPherson advised that the bridge has since been completed. 8. Owl Realty Limited advises that they wish to make application to rezone the land not required for expansion of a shopping centre on the Service Road west of Liverpool Road. to permit the construction of apartment buildings. (Turned over to Planning Department). 9. Shifrin & White, Solicitors for Owl Realty Limited, object to Mr. Stroud's application to re-zone land at northeast corner of Base Line Road and Liverpool Road from Industrial to Commercial, to permit a shopping centre, and wish to be notified of any hearing to be held on re-zoning to commercial by Mr. Stroud or anyone else. 10. Township Engineer submits a Department of Highways report on O.B.C..C. 40 rates for Urban Townships. recommends that Council adopt this system. and that Mr. White, District Municipal Engineer, be invited to address a Committee of the Whole meeting to answer questions. He hopes that this system of subsidy can be adopted in 1966. Clerk to arrange meeting with Mr. White 11. Rouge Hill Home and School Association submits copy of letter which they forwarded to the Canadian National Railways, urging them to erect crossing gates for the safety of children on root and bicycle, crossing the tracks. They ask Council to assist in any way they can in this regard. See Resolution No. 396/65. The following PERSONS, on MOTION. were heard: l. MOVED by Mr. Newman. seconded by Mr. Spang. that Mr. T. R. Carrington and Mr. James Lynn, of Rouge Hills Drive. be heard. CARRIED The delegation spoke with respect to complaints about their neightbours across their street, namely, Mr. A. Dand, and Mr. Fre d Seeman. They comp laine d ab out the burnin g of garb age on the Rouge Hills Golf Course, creating a rat situation. scrap materials marring the area. and the condition of a shed built on the Seeman property. ~ Messrs. Lynn and Carrington appealed their assessment, asking for a reducuion based on the condition of these neighbouring properties, and the decision was reserved until they had appeared before Council with their complaints. It was suggested by Mr. Campbell that Messrs. Lynn and Carrington write a letter to the municipality outlining their complaints. Theee ratepayers stated that they had complained to the By-Law Ehforcement Department and the Building Department, with no results. Mr. Newman indicated that there aee by-laws which have been broken and that the new By-Law Enforcement Officer would be given this assignment as a priority. - 3 - ~. Councillor Newman made reference to the Township property at Liverpool and No.2 Highway, inquiring as to when construction on this property is to commence. Mr. Laycox indicated that it was to be six months from closing date and he believed it would bring it to the end of December, 1965. He said he had other principals interested in the property if construction did not commence by then. Clerk instructed to check the closing date. 3. CARRIED '" RESOLUTION NUMBER 396/65 MOVED by Mr. 'Campbell, 'seconded by Mrs. McPherson, THAT WHEREAS level crossing No. 12, Mile 3.6. Toronto Terminal Branch, at Woodview Road and the Canadian National Railway By-Pass, creates a hazard to residents, ratepayers and children of this area. AND WHEREAS the members of the Rouge Hills Home and School Association have appealed to Council to instigate action to preserve the safety of their child~en¡ BE IT THEREFORE RESOLVED that this Council strongly recommends that the Canadia~ National Railways be required to install safety gates at the level crossing at Woodview Road; AND THAT copies of this resolution be mailed to the Regional Chi ef Engineer, Canadian Nati onal Railway. CARRIED RESOLUTION NUMBER 397/65 MOVED by Mrs. McPherson, seconded by Mr. Waring, that Cliff Mills Motors Limited be awarded the tender for the supply of the 5-ton truck with body, plow and 12 ft. wing at the tender price of $10,440,00, subject to Department of Highways approval. CARRIED RESOLUTION NUMBER 398/65 MOVED ~y Mr. Spang, seconded by Mr. Newman, that this Council does hereby endorse the recommendation of the Planning Board on November ll, 1965, and hereby directs that the application (A 11/65) for a mink farm on property known as Part of Lot 2, Concession 5 (a three acre parcel owned by G. Haugen) be refused, on the grounds that the physical location, the surrounding development and the limited size of the subject property was not compatible with this enterprise. CARRIED RESOLUTION NUMBER 403/65 MOVBD by Mr. Campbell, seconded by Mr. Newman. that Mr. Sanders, of Concession 1, be charged for his abutting frontage of 10 feet under the Local Improvement for a water service to the Dunbarton water main, and that the balance of his property be assessed when the main is extended westerly, as recommended by the Public Utilities Committee on October 26. 1965. CARRIED RESOLUTION NUMBER 404/65 MOVED by Mr. Campbell, seconded by Mr. Newman. that the Anthes Steel Products Limited be permitted to install their Delta Beam at 24" O/C in ONE experimental home to be constructed by the Consolidated Building Corporation. to perform their tests on the steel framing system, as recommended by the Public Utilities Committee on October 26, 1965. CARRIED RESOLUTION NUMBER 405/65 MOVED by Mr. Waring, seconded by Mr. Newman, that in order to bring the Fire Chief's salary in line with the firemen now covered by the Pickering Township Fire Fighters' Association agreement. that the Chief's salary be adjusted to $6,300.00, effective October 1st, 1965. as recommended by the Fire Committee on October 7, 1965. CARRIED RESOLUTION NUMBER 409/65 MOVED by Mr. Campbell. ลกèconded by Mr. Newman. that the tender of Elora Construction Limited, in the amount of $8.2l7.80 for sewers and $7.243.00 for watermains to Fairport Beach Public School. for a total amount of $15,460.80, being the lowest tender, be accepted. subject to the posting of a required Performance Bond as laid down in Clause 4:15 of the General Conditions of Contract. and the approval of School Area 2 Board. MOVED by Mr. Newman, seconded by Mrs. McPherson, that th1s Counc~l does hereby endorse the recommendation of the Township of Pickering COMmittee of Adjustment of October 14, 1965, and hereby authorizes the issuance of a Letter of Tolerance that no action will be taken by the Township of Pickering for reasons of variance from By-Law No. 3036, on property known as the northerly portion of Lot 20, Concession 2. being l06 acres, to permit the erection of an additional accessory dwelling of a minimum of 2,000 feet to the agricultural use in accordance with Section 7.2 of By-law 3036; subject to the condition that no separation of the new residence from the farm property shall occur without the prior approval of the municip- ality and the imposition of the residential lot development fee. Mr. Laycox to work out satisfactory arrangements between Del Brocco and municipality re Rougedale Acres. * RESOLUTION NUMBER 894/6S , 1 MOVED by Mr. Waring, seconded by Mr. Newman. that Resolution No. 374/65 and Resolution No. 392/65 be rescinded and substituted by: THAT WHEREAS Frenchman's Bay is the largest area of sheltered water east of Toronto and which provides a natural haven for mooring and launching of all types and sizes of pleasure craft and which now has the largest concentration of such activities in this part of Lake Ontario; AND WHEREAS this body of water and lands lying beneath its surface are privately owned, we are urging most strongly that the land be purchased by the Province of Ontario in order that it may be preserved as a public park, recreational and pleasure craft cen tre ; BE IT THEREFORE RESOLVED that this Council strongly recommends that the Province of Ontario acquire the area known as Frenchman's Bay and the surrounding water lots save and except that portion of the east shore from Dixie Road south to Lake Ontario; AND THAT copies of this resolution be forwarded to: ( 1) (2 ) ( 3) (4) ~ ( 5) (6 ) ( 7) Department of Lands an d Forests.
